1. OBJECTIVE
The objective of this process is to set out the detailed requirements for the management of Student Air Traffic Controller Licence and Air Traffic Controller Licence in accordance with Commission Regulation 805/2011 on a Community Air Traffic Controller Licence.
ATCO TRAINING means the entirety of theoretical courses, practical exercises, including simulation and on-the-job training required in order to acquire and maintain the skills to deliver safe, high quality air traffic control services; it consists of: (a) initial training, providing basic and rating training, leading to the grant of a student licence, (b) unit training, including transitional training prior to on- the-job training and on-the-job training, leading to the grant of an air traffic controller licence, (c) continuation training, keeping the endorsements of the licence valid, (d) training of on-the-job training instructors, leading to the grant of the instructor endorsement, (e) training of licence holders entitled to act as competence examiners and/or competence assessors in accordance with Article 24; COMPETENCE ASSESSOR LICENCE ENDORSEMENT is the entitlement of valid licence holders to act as Competence Examiners or Competence Assessors for unit and continuation training. Qualifications of the Assessors are indicated in detail in the approved by HANSA Unit Competence Scheme HANSA shall approve the licence holders who are entitled to act as competence examiners or competence assessors for unit and continuation training. VALIDITY OF A COMPETENCE ASSESSOR ENDORSEMENT The Competence Assessor endorsement shall be valid for a renewable period of three years. EXAMINER LICENCE ENDORSEMENT means the entitlement of valid licence holders to act as Competence Examiners or Competence Assessors for unit and continuation training and permits the holder to carry out examinations in the operational environment for which the rating is issued. There are two types of examiner, as follows: a) Unit ATC Examiners take part in rating and unit endorsement examinations; and b) Unit Competence Examiners assess controllers for ongoing competence for the renewal of unit endorsements. Q ualifications of the examiners are indicated in detail in the approved by HANSA Unit Competence Scheme. VALIDITY OF AN EXAMINER ENDORSEMENT The Examiner endorsement shall be valid for a renewable period of three years. HANSA The Hellenic Air Navigation Supervisory Authority ICAO LOCATION INDICATOR four-letter code group formulated in accordance with rules prescribed by ICAO in its manual DOC 7910 and assigned to the location of an aeronautical fixed station; INSTRUCTOR LICENCE ENDORSEMENT indicates the competence of the holder to provide on-the-job training instruction. Holders of an OJTI licence endorsement are authorised for supervision at a working position for areas covered by a valid unit endorsement . 1. Holders of an instructor endorsement shall be authorised to provide on-the-job training and supervision at a working position for areas covered by a valid unit endorsement. 2. Applicants for the issue of an instructor endorsement shall: (a) hold an air traffic controller licence; (b) have exercised the privileges of an air traffic controller licence for an immediately preceding period of at least one year, or such longer duration as determined by HANSA having regard to the ratings and endorsements for which instruction is given and

(c) have successfully completed an approved on-the-job training instructor course during which the required knowledge and pedagogical skills were assessed through appropriate examinations. Qualifications for the OJTI Instructors are indicated in detail in the approved by HANSA Unit Competence Scheme. VALIDITY OF AN INSTRUCTOR ENDORSEMENT The instructor endorsement shall be valid for a renewable period of three years. LANGUAGE ENDORSEMENT means the authorisation entered on and forming part of a licence, indicating the language proficiency of the holder; LICENCE means a certificate, by whatever name it may be known, issued and endorsed in accordance with Commission Regulation entitling its lawful holder to provide air traffic control services in accordance with the ratings and endorsements contained therein; MEDICAL CERTIFICATE The issuing of medical certificates shall be consistent with the provisions of Annex I to the Chicago Convention on International Civil Aviation and the Requirements for European Class 3 Medical Certification of Air Traffic Controllers laid down by Eurocontrol. Medical certificates shall be issued by Aviation Medical Examiners (AME) or Aero Medical Centres (AMC) approved by HANSA. For an updated list consult with HANSA. VALIDITY OF MEDICAL CERTIFICATES 1. Medical certificates shall be valid for a period of: (a) 24 months until the air traffic controller reaches the age of 40; (b) 12 months after the age of 40. 2. The periods referred to in paragraph 1 shall be calculated from the date of the medical examination in the case of initial issue and renewal of a medical certificate, and from the expiry date of the previous medical certificate in the case of revalidation. 3. Examinations for the revalidation of a medical certificate may be undertaken up to 30 days prior to the expiry date of the medical certificate. 4. If the air traffic controller does not undergo an examination for the revalidation within 30 days after the date on which the certificate expires, a new licence application shall be required. 5. The medical certificate may be limited, suspended or revoked at any time if the medical condition of the holder so requires.
REDUCED MEDICAL FITNESS
1. Licence holders shall: (a) not exercise the privileges of their licence at any time when they are aware of any decrease in their medical fitness which might render them unable to safely exercise the privileges of the licence; (b) notify the relevant air navigation service provider that they are becoming aware of any decrease in medical fitness or are under the influence of any psychoactive substance or medicine which might render them unable to safely exercise the privileges of the licence. 2. Air navigation service providers shall establish procedures to manage the operational impact of cases of reduced medical fitness and inform HANSA when a licence holder has been assessed as medically unfit. The procedures referred to in paragraph (2) shall be approved by HANSA. RATING means the authorisation on, or associated with a licence and forming part thereof, stating specific conditions, privileges or limitations pertaining to such licence; AIR TRAFFIC CONTROLLER RATINGS 1. Licences shall contain one or more of the following ratings in order to indicate the type of service which the licence holder is authorised to provide: (a) Aerodrome Control Visual (ADV) rating, which shall indicate that the holder of the licence is competent to provide an air traffic control service to aerodrome traffic at an aerodrome that has no published instrument approach or departure procedures; (b) Aerodrome Control Instrument (ADI) rating, which shall indicate that the holder of the licence is competent to provide an air traffic control service to aerodrome traffic at an aerodrome that has published instrument approach or departure procedures and shall be accompanied by at least one of the rating endorsements described in Article 11(1); (c) Approach Control Procedural (APP) rating, which shall indicate that the holder of the licence is competent to provide an air traffic control service to arriving, departing or transiting aircraft without the use of surveillance equipment; (d) Approach Control Surveillance (APS) rating, which shall indicate that the holder of the licence is competent to provide an air traffic control service to arriving, departing or transiting aircraft with the use of surveillance equipment and shall be accompanied by at least one of the rating endorsements described in Article 11(2); (e) Area Control Procedural (ACP) rating, which shall indicate that the holder of the licence is competent to provide an air traffic control service to aircraft without the use of surveillance equipment;

(f) Area Control Surveillance (ACS) rating, which shall indicate that the holder of the licence is competent to provide an air traffic control service to aircraft with the use of surveillance equipment and shall be accompanied by at least one of the rating endorsements described in Article 11(3). 2. The holder of a rating who has not exercised the privileges associated with that rating for any period of four consecutive years may only commence unit training in that rating after appropriate assessment as to whether the person concerned continues to satisfy the conditions of that rating, and after satisfying any training requirements that may result from this assessment. RATING ENDORSEMENT means the authorisation on a licence forming part thereof, indicating the specific conditions, privileges or limitations pertaining to the relevant rating; RATING ENDORSEMENTS 1. The Aerodrome Control Instrument (ADI) rating shall bear at least one of the following endorsements: (a) Tower Control (TWR) endorsement, which shall indicate that the holder is competent to provide control services where aerodrome control is provided from one working position; (b) Ground Movement Control (GMC) endorsement, which shall indicate that the holder of the licence is competent to provide ground movement control; (c) Ground Movement Surveillance (GMS) endorsement, granted in addition to the Ground Movement Control endorsement or Tower Control endorsement, which shall indicate that the holder is competent to provide ground movement control with the help of aerodrome surface movement guidance systems; (d) Air Control (AIR) endorsement, which shall indicate that the holder of the licence is competent to provide air control; (e) Aerodrome Radar Control (RAD) endorsement, granted in addition to the Air Control endorsement or Tower Control endorsement, which shall indicate that the holder of the licence is competent to provide aerodrome control with the help of surveillance radar equipment. 2. The Approach Control Surveillance (APS) rating shall bear at least one of the following endorsements: (a) Radar (RAD) endorsement, which shall indicate that the holder of the licence is competent to provide an approach control service with the use of primary and/or secondary radar equipment; (b) Terminal Control (TCL) endorsement, granted in addition to the Radar or Automatic Dependent Surveillance endorsements, which shall indicate that the holder is competent to provide air traffic control services with the use of any surveillance equipment to aircraft operating in a specified terminal area and/or adjacent sectors. 3. Area Control Surveillance (ACS) rating shall bear at least one of the following endorsements: (a) Radar (RAD) endorsement, which shall indicate that the holder is competent to provide area control services with the use of surveillance radar equipment; SECTOR means a part of a control area and/or part of a flight information region/upper region; STUDENT AIR TRAFFIC CONTROLLER LICENCE Holders of a student air traffic controller licence shall be authorised to provide air traffic control services under the supervision of an on-the-job-training instructor in accordance with the rating(s) and rating endorsement(s) contained in their licence. The student air traffic controller licence shall contain the language endorsement(s) and at least one rating and, if applicable, one rating endorsement. VALIDITY OF A STUDENT ATCO LICENCE The student ATCO licence shall be valid for a period of five years from its date of issue. SUPERVISOR LICENCE ENDORSEMENT Qualifications for the ATC Supervisors are indicated in detail in the approved by HANSA Unit Competence Scheme THE COMMISSION REGULATION means the Commission Regulation 805/2011 of 10 August 2011 laying down detailed rules for air traffic controllers licences and certain certificates pursuant to Regulation (EC) No 216/2008 of the European Parliament and of the Council TRAINING means the entirety of theoretical courses, practical exercises, including simulation and on-the-job training required in order to acquire and maintain the skills to deliver safe, high quality air traffic control services; it consists of: (a) initial training, providing basic and rating training, leading to the grant of a student licence, (b) unit training, including transitional training prior to on-the-job training and on-the-job training, leading to the grant of an air traffic controller licence, (c) continuation training, keeping the endorsements of the licence valid, (d) training of on-the-job training instructors, leading to the grant of the instructor endorsement, (e) training of licence holders entitled to act as competence examiners and/or competence assessors in accordance with Article 24;

UNIT COMPETENCE SCHEME means an approved by HANSA scheme indicating the method by which the unit maintains the competence of its licence holders; UNIT ENDORSEMENT means the authorisation entered on and forming part of a licence, indicating the ICAO location indicator and the sectors and/or working positions where the holder of the licence is competent to work; UNIT ENDORSEMENTS 1. The unit endorsement shall indicate that the licence holder is competent to provide air traffic control services for a particular sector, group of sectors or working positions under the responsibility of an air traffic services unit. 2. Unit endorsements shall be valid for an initial period of 12 months. 3. The validity of unit endorsements shall be extended for a subsequent period of 12 months beyond the period provided for in paragraph 2 if the air navigation service provider demonstrates to HANSA that: (a) the applicant has been exercising the privileges of the licence for a minimum number of hours, as indicated in the approved Unit Competence Scheme, throughout the previous 12 months. (b) the applicants competence has been assessed (c) the applicant holds a valid medical certificate. 4. The minimum number of working hours, leaving aside instruction tasks, required to maintain the validity of the unit endorsement may be reduced for on-the-job training instructors in proportion to the time spent instructing on the working positions for which the extension is applied, as indicated in the approved unit competence scheme. 5. Where unit endorsements cease to be valid, a unit training plan shall be successfully completed so as to revalidate the endorsement. VALIDITY OF UNIT ENDORSEMENT The unit endorsement shall be valid for a renewable period of 12 months. UNIT TRAINING PLAN means an approved plan detailing the procedures and timing required to allow the unit procedures to be applied to the local area under the supervision of an on-the-job-training instructor.

4. GENERAL
HANSA issues Student Air Traffic Controller & Air Traffic Controller licences. The Licensing Section of HANSA keeps Licensing records for all Air Traffic Controllers and Student Air Traffic Controllers under its responsibility, using the Air Traffic Controller Licensing Database

The application shall be submitted to HANSA as soon as possible and no later than 6 months after successfully completing an approved Initial Air Traffic Control Training Course. 4. The application form shall be accompanied by the following documents: a. A valid medical certificate issued by a certified by HANSA AME or AMC in accordance with article 15 & 16 of the Commission Regulation; b. Proof of successful completion of an approved Initial Air traffic Control Training Course; c. Proof that have demonstrated an adequate level of English and Greek language proficiency in accordance with the requirements set out in Article 13. of the Commission Regulation; d. A recent colour frontal passport sized photograph in digital form. (bmp,jpg or gif) e. Training Certificate Following an initial review of the documentation, HANSA may request for possible additional clarifications or documents as deemed necessary.

Application for an Air Traffic Controller Licence shall be made using form /2/2012 provided by HANSA (Annex I) An applicant for an Air Traffic Controller Licence shall meet all the requirements for the grant of an Air Traffic Controller Licence in accordance with article 9 of the Commission Regulation; The application shall be submitted to HANSA within 4 weeks prior to Air Traffic Controller Licence expiry date; A valid medical certificate issued by a certified by HANSA AME or AMC in accordance with article 15 of the Commission Regulation ; Proof of having completed an approved Unit Training Plan and successfully passed the appropriate examinations or assessments in accordance with the requirements; Proof that competence has been assessed; Proof that the applicant has been exercising the privileges of the licence for a minimum number of hours, as indicated in the approved Unit Competence Scheme, throughout the previous 12 months; Proof of having demonstrated an adequate level of English and Greek language proficiency in accordance with the requirements set out in Article 13. of the Commission Regulation; Unit Affidavit (page 3 of form /2/2012)

d. The approved AME or AMC that shall inform HANSA if a Licence holder fails to meet the Medical Requirements for the issuance of the Class 3 medical Certificate in accordance with the Commission Regulation. 2. If based on the above information HANSA determines that the holder of a Licence, Rating and/or Endorsement no longer satisfies the relevant requirements or conditions, it shall take appropriate measures in accordance with the Commission Regulation. HANSA shall inform the ANS Provider, the approved AME or AMC and the Licence Holder concerned accordingly, of any such measures as soon as practical following a decision.

This process is applicable to: a) Air Traffic Controllers; b) Student Air Traffic Controllers 1.ATCO LICENCE HOLDER COMPETENCE IN DOUBT - REQUIREMENTS FOR ANS PROVIDERS. 1.1 A licence holder whose competence is in doubt (e.g. due to a significant incident or following a dedicated check) shall be withdrawn from related duties by the ATC unit management and may not be permitted to continue to provide an unsupervised air traffic control service. 1.2 An ATC unit is permitted to provisionally suspend without prejudice the licence rating(s) and/or endorsement(s) of a licence holder whose competence is in doubt pending the outcome of a unit investigation. The objective of this action is to ensure the safety of air traffic pending completion of an appropriate investigation. The ATC unit shall notify HANSA accordingly. 1.3 A licence holder may continue to exercise the privileges of ratings and/or endorsement(s) which are not subject to provisional suspension. 1.4 A licence holder shall not exercise the privileges of a provisionally suspended rating, or of any rating or unit endorsement(s) associated with that rating, except under the supervision of an OJT Instructor who holds a valid rating appropriate to the ATC service being provided. 1.5 If, following investigation of an incident, it is determined that competence was not a factor, the provisional suspension shall be withdrawn by the ATC unit and the Air Navigation Services Division Manager, Aeronautical Services Department ( )shall be notified of the action. 2 .SUSPENSION OF AN ATC LICENCE RATING(S), RATING ENDORSEMENT(S) OR UNIT ENDORSEMENT(S) 2.1 If, following an investigation or for any reason a unit determines that a licence holder does not meet the required standards for competence the unit shall notify HANSA who will suspend the holders ATC licence rating(s), and/or endorsement(s). 2.2 The suspension may contain conditions which the licence holder must meet to have the suspension removed. 2.3 If a licence holder is unsuccessful during a competence examination and there may be a serious threat to the safety of air traffic, the Authorised Licensing Manager may suspend, for such period considered appropriate, the licence, ratings or endorsements of the licence holder. 2.4 Where the ANSP has reason to believe that the competence of a licence holder is in doubt and where it believes that there may be a serious threat to the safety of air traffic, the Authorised Licensing Manager may suspend, for such period considered appropriate, the licence, ratings or endorsements of the licence holder. 2.5 In all cases where the ATC licence rating(s), and/or endorsement(s) of the holder are being suspended, the Authorised Licensing Manager will advise the holder of their rights 2.6 An Authorised Licensing Manager, when exercising a given power shall, if requested by any person affected, produce their warrant of appointment or a copy of it to the person for inspection. 2.7 A licence holder whose rating(s), rating endorsement(s) or unit endorsement(s) have been suspended must not provide the ATC services associated with those rating(s), rating endorsement(s) or unit endorsement(s) except to comply with the conditions for the removal of the suspension and under the supervision of an OJTI who holds a valid rating appropriate to the ATC service being provided. 3. REMOVAL OF A SUSPENSION FROM AN ATCO LICENCE. 3.1 If a licence holder, who is unsuccessful during a competence examination, is subsequently established as competent following application of the appropriate elements of the Unit Training Plan, the suspension of his/her ATC licence ratings(s) and endorsement(s) shall be removed and the holder shall be notified by HANSA. 3.2 Where the suspension of the ATC licence rating(s), and/or endorsement(s) contained conditions for the removal of the suspension, and where it has been shown that the holder has met those conditions the suspension shall be removed and the holder shall be notified by HANSA 4. REVOCATION OF AN ATCO LICENCE OR ITS ASSOCIATED RATING(S) AND ENDORSEMENT(S) 4.1 HANSA may revoke a licence, in cases of gross negligence or abuse by the licence holder concerned. 4.2 Where HANSA proposes to revoke a licence, the licence holder shall be informed of their statutory rights. 5. REPRESENTATIONS TO HANSA BY ATCO LICENCE HOLDERS 5.1 Where it is proposed to suspend a licence, a rating or a rating endorsement or revoke a licence, a rating or a rating endorsement, the licence holder will be notified of the proposal, unless HANSA considers the matter affects the safety of general air traffic, and the opportunity is granted to make representations within 21 days of the proposal or such other period as notified. However, if HANSA considers that there is a serious threat to the safety of air traffic, the suspension or revocation, as the case may be, may take place immediately upon notification. 5.2 Where a representation is made, HANSA will review the decision and advise the licence holder within 14 days of receipt of such representation.

6. APPEAL PANEL (H) FOR ATCO LICENCE HOLDERS 6.1 The HANSA Director shall establish an ad hoc Appeal Panel of at least 3 but not more than 5 persons one of whom shall be designated by the Director to be chairperson of the panel. An Appeal Panel shall not consist of any person who decided or was involved in the decision to suspend, revoke or withdraw the licence, or rating or endorsement being the subject of the appeal in question. 6.1 Where HANSA decides to suspend a licence, rating or endorsement or revoke a licence (having considered any representations made to it) it shall notify the holder accordingly and the holder may, within 14 days after the date of the notification, appeal to an Appeal Panel, against the suspension or revocation, as the case may be. The licence rating or endorsement stands suspended or revoked as the case may be, from the date of the notification, unless the Appeal Panel, upon an application to it, having considered the safety of general air traffic, decides otherwise, pending the outcome of the appeal. On hearing the appeal the Panel may confirm the decision, vary it or allow the appeal and notify the applicant of its decision. The decision of the Appeal Panel is final , except that an appeal may be lodged to the State Courts regarding the application of a specified point(s) in the law. Such an application does not affect the decision of the appeal panel and its operation. 7. SURRENDER OF AN ATCO LICENCE 7.1 Where a licence is suspended or revoked, the holder shall immediately surrender it to HANSA. 7.2 Where a rating or endorsement is suspended, the licence holder shall immediately submit the licence to HANSA for amendment. 8. NOTIFICATION BY HANSA 8.1 Where a notification is required to be given by HANSA to a person, it shall be in writing, addressed to the person and shall be given to the person in one of the following ways: (a) By delivering it to the person, (b) By leaving it at the address at which the person carries on business or if the person is an individual at the place where he or she resides, (c) If an address for the service of a notification or direction has been furnished by the person, by leaving it at, or sending it by pre-paid registered post addressed to the person to, that address, or (d) By sending it by means of electronic mail or a fax if(1) the senders Facility for the reception of electronic mail generates a message confirming a receipt of the electronic mail, or (2) fax generates a message confirming successful transmission of the total number of pages of the notification. 8.2 Where a notification is required to be given to HANSA by a person or organisation, it shall be in writing, addressed to HANSA and shall be given in one of the following ways: (A) By post to HANSA postal address (B) By email to nsa@hansa.gov.gr

Operational ATC Units and the Provider Central licensing administration should keep and maintain all records (records of controlling hours- performance records- competence assessment records- training records-medical certificates) accurate current and historical records, including personal details and the air traffic control qualifications and experience, and make them available for audit by HANSA
