OUTLINE TERMS OF REFERENCE FOR ENGINEERING, PROCUREMENT, CONSTRUCTION MANAGEMENT AND SUPERVISION FOR THE EXTENSION OF TBILISI METRO LINE 2 AND CREATION OF UNIVERSITY STATION
A. Background and Objective 1. General

The Government of Georgia has received a loan from the Asian Development Bank 1. (ADB) to finance the Sustainable Urban Transport Investment Program Project 1. Part of the loan proceeds will finance the Tbilisi Metro line 2 extension project including the creation of the University Station. 2. The Implementing Agency for the Tbilisi Metro line 2 extension project is the Municipal Development Fund of Georgia (MDF). 3. In Georgia, the development of a sustainable urban transport network is a key component for the development of urban areas and to enhance the role of Tbilisi as an important business centre in the South Caucasus region. Tbilisi is the capital of Georgia with a population of 1.1 million inhabitants. Based on local development strategy and existing masterplans, the Government has prioritized the improvement of transport services in all towns and cities through the country, starting in areas of most urgent or strategic needs. The Government has already invested significantly during 20052010, and further investments are on-going in order to: (i) meet the increasing demand and guarantee good mobility conditions for all citizens; (ii) improve inhabitants quality of life, protect the environmental conditions, and support development of tourism; and (iii) provide world-class infrastructure to allow private companies and investors to find a convenient and efficient environment to thrive. 4. Tbilisi Metro opened in 1966 and became the fourth Metro system in the former Soviet Union. Tbilisi Metro system is now composed of 2 lines totalizing 27 km of double-track and 22 stations. Nowadays, road congestion in Kavtaradze Street in Tbilisi is noteworthy as it constitutes the main access to a densely inhabited area (150,000 people), including the university campus buildings and research centers. Multiple microbus lines currently link this District to the city center. The completion of the extension of metro line 2 and the opening of the University station will facilitate mobility, offer quick and efficient alternative and relieve pressure on the road network. This will also have clear real estate and sustainable urban developmentrelated benefits. 5. The construction of the Metro Extension from Delisi station to University was started in 1985 and it was interrupted in 1993. Then the construction was resumed in 1998 and in 2000 Vazha Pshavela Station was opened and operated on single track using one of the twin tunnel tubes between Delisi and Vazha Pshavela. Tunnels between Vazha Pshavela and University stations have been bored up with access shaft and ticket room but the final civil works are not

finalized. The whole metro network and the schematic layout of the extension are shown in Figure 1.

Objective

6. The present terms of reference (TOR) outline scope of work and requirements for the engineering, procurement, construction management and supervision of the metro extension. Prior to performing detailed design, the Consultant will conduct supplementary engineering surveys and investigations on the civil works components which are not yet finalized.

Description of the project

The 2,2km-long Metro Extension, from Delisi Station to University Station, consists in the following: (i) 761m-long twin tunnels between Delisi and Vazha Pshavela stations; (ii) Vazha Pshavela Station (total length 205m); (iii) 761m-long twin tunnels between Vazha Pshavela and University stations, including ventilation Shaft n.50, the by-pass galleries from the shaft to the main tunnels and a pump sump; (iv) University Station (total length 176m), with the power sub-station and other technical rooms; (v) 301m-long section after University Station consisting of a crossover, parking tracks, a service gallery connecting the station and the crossover, the ventilation Shaft n.51 and a pump sump.

7. The state of the works is synoptically described in Figure 2. Delisi and Vazha Pshavela are shallow stations, built as cut-and-cover structures, while University Station is a deep mined station (about 45m from the surface). The twin tunnels between Delisi and Vazha Pshavela were constructed in cut-and-cover, while the tunnels between Vazha Pshavela and University are mined. Delisi and Vazha Pshavela stations are already in operation. The line between the two stations is currently operated on single track, since the second tunnel has been constructed but is not equipped. 8. Tunnels between Vazha Pshavela and University stations are constructed but the civil works are not finalized (watertight injections and internal finishes need to be completed). The main cavern of the University Station has been constructed, together with the shaft for escalators, the substation room and a terminal OCC. The atrium at the surface has a single

underground level, the excavation is an open-cut and the structures are partially constructed. After University Station the line ends with a crossover which is partially excavated parking tracks, chambers for pumping stations and equipments. 9. In addition to Civil Works completion, the following systems are part of the project: (i) Track and third rail, (ii) Power supply substation, (iii) Electromechanical equipment (tunnel ventilation, water-pump, escalators), (iv) Signalling system, (v) Low voltages equipments: communication, SCADA, fare collection.

B. 10.

Scope of Services and Works A summary of the tasks is as follows: Task 1. Undertake engineering surveys, detailed design and prepare bidding documents and evaluation for Metro project, including: (i) Review of all pre-existing designs. (ii) Conduct supplementary surveys (hydrological, geotechnical, seismological) on tunnels between Vazha Pshavela and University stations and on station where civil works are not finalized. (iii) Perform architectural design of upper and lower station. (iv) Perform civil works detailed design. (v) Perform equipments and systems detailed designs and ensure full integration with existing metro systems. (vi) Ensure interface management between civil works and systems. (vii) Prepare all bidding documents for the Metro extension, and take all necessary actions for getting required approvals and certifications for the prepared detailed engineering designs as prescribed by the Georgian legislation; (viii) Prepare terms of reference for all contractors (including prequalification documents if appropriate); and (ix) Assist MDF on prequalification, tendering, bidding processes and contracting as necessary. Task 2. Conduct construction supervision and provide project management and technical assistance to MDF, including: (i) Supervise and monitor construction and installation of all components of the project; (ii) Manage contract changes, contractor claims and scope revisions; (iii) Monitor the project performance, benefits and ensure compliance with all social and environmental requirements; (iv) Ensure that high quality construction is achieved; (v) Ensure that designs are carried out following international engineering standards; (vi) Ensure that all work associated with the project are carried out in full compliance with the designs and specifications; (vii) Ensure that environmental requirements, tunnel and fire safety and monitoring are carried out in accordance with the recommendations of studies, plans, and analysis of

the project, and in compliance with ADB safeguards policy and applicable law of Georgia; (viii) Conduct all appropriate examination during testing and commissioning and issue the Taking Over Certificate (TOC) after project completion; (ix) Transfer know-how and methods to increase Tbilisi Municipality, Tbilisi Metro and MDFs efficiency and productivity; (x) Provide advices and a combination of on-the job and classroom training to improve Tbilisi Municipality, Tbilisi Metro and MDFs management capacity; and (xi) Liaise with government authorities, consultants, NGOs, civil society, and other stakeholders concerned with the project implementation. The works will be executed under International Federation of Consulting Engineers (FIDIC) Conditions of Contract. C. Experience and Qualifications Required of the Firm and Specialists

11. The services of an international engineering firm in association with an international Architecture Studio and a national engineering firm (collectively called "the Consultant") will be required. The Consultant should have extensive experience in underground metro project implementation, in civil works and equipments design, construction specifications, construction supervision, quality control, contract management and dispute resolution of similar size international contracts. The Consultants team must comprise specialists with appropriate experience and education; and have preferably experience in Georgia and/or in Caucasus and Central Asian countries. 12. The team leader must have at least 10 years of successful experience in metro design and construction management. The curriculum vitae of key professional staff should contain information on related projects they have successfully completed, with complete names and addresses and names of the clients. D. Selection Method and Criteria

13. The lead proposing firm is expected to form a consortium or a joint venture including national firm(s) with an established record of technical and project area experience. At the proposal stage, all firms will be required to submit a full technical proposal, which will be evaluated according to the International Competitive Bidding (ICB) method described in ADB's Guidelines. E. Schedule and duration

14. The Consultant is expected to be awarded by April 2010. The tentative duration of the assignment is 30 months. Duration of Contract will be refined at the proposal stage by bidders according to the technical documentation included in the bidding documents. It will be expected from the bidders to optimize their proposed design and construction schedules. F. Staffing Requirements
