FORUM: Historical Security Council TOPIC: Prague Spring 1968 MAIN SUBMITTER: USA Aware of the precedent set

by the Hungarian Uprising in 1956, when invading Soviet forces crushed resistance in Hungary, leaving 3,200 casualties, Bearing in mind the independent desire of Czechoslovakia to pursue a liberal form of communism, their civil liberties and their freedom, Conscious of the need for democratizing reforms in Czechoslovakia to progress gradually and carefully, as to maintain long-term political and social stability, Affirming Article 2 of the U.N. charter, which states the basic principle of sovereign equality of all member states, and the refrainment from threat or use of force against political independence of any state, Recalling the resolution of December 14, 1958 adopted by the Security Council, in response to a similar situation in Hungary in 1956, which censored the Soviet Union for ignoring the UN resolutions, the political terror that was continuing in Hungary, the violation of human liberties and the execution of Imre Nagy and his associates, Fully noting the lack of framework within the U.N. for guidance of decisive actions to be taken in the event of tensions within Communist satellite states, such as those in Eastern Europe, leaving significant ambiguity should conflict recur,

1. Calls upon the Soviet Union, Hungary, East Germany and Poland to agree to an immediate ceasefire and to withdraw their troops in Czechoslovakia before 30th August 1968, and further: a. Conduct a full investigation under UN observation into the deaths of Alexander Dubcek and his colleagues.
3. Recognizes the freedom of Czechoslovakia to continue reforms without interference, if so desired, a. Affirms the right of any sovereign nation(s) in the Warsaw Pact to withdraw from the treaty, or remain within it, according to their own wishes,

Advocates the creation of a new independent subcommittee to have the purposes of: a. acting as the mediator of the bilateral agreements between the USSR and Czechoslovakia,

b. ensuring that the actions of the above sub-clause are being acted upon in a peaceful and timely manner by: i. deploying neutral UN observers into Czechoslovakia c. urges both Czechoslovakia and the Warsaw Pack to suggest recommendations for resolutions to this dispute in accordance to the UN article 38
5. Decides to remain actively seized of the matter.

6. Recommends: a. Helping Czechoslovakia recover from the economic depression from which they currently suffer, b. Rebuilding and/or reforming the economic systems in said nation, with regard to the fact that it currently employs economic models meant for less industrialized nations
