Noting with utmost concern the threat the current Cold War has on international peace and security, Aware of the effect a nuclear war will have on nations neighboring those directly involved, Deeply concerned about the First Strike threat missiles in proximity of areas of conflict, Anxious of the conflict occurring between nations reliant upon external resources and support, Deeply concerned of the threat nuclear arms may pose to the peace and security of the future in First Strike opportunities, Viewing with apprehension the results of nuclear proliferation towards international peace and security, including the threat posed by nuclear terrorism, Acknowledging the presence of the IAEA within the research and development of nuclear technologies in nations, Emphasizing the need for communication between spheres of influence to facilitate the prevention of future conflicts,

Fully endorses the International Atomic Energy Agency (IAEA) as THE organisation in:

inhibiting the use of nuclear energy in weapons systems, assisting nations in complying with the NPT in Clause 1, assisting nations with nuclear energy in safely implementing technologies, serving as the intergovernmental forum for scientific and technological cooperation of nuclear technology and power,

creating a set of internationally-recognised security standards at nuclear technology and or material holding facilities, to prevent the capture of nuclear technologies by non-State actors and prevent proliferation,

inspecting nuclear technology and or material holding facilities regularly, at least biannually against the set of internationally-recognised security standards,

promoting the safe use of nuclear technology in both military and commercial contexts,

creating a set of internationally-recognised disaster-response protocols with the purpose of preparing local authorities in the case of the outbreak of a nuclear war, to be met by all nations;

Encourages the reconciliation in diplomatic ties between the US and USSR, including but not limited to:

A 24-hour telephone hotline between the heads of States of the aforementioned nations as a means of communication in times of strained relations, in avoidance of violent resolutions,

A bi-annual conference involving:


i ii

the United States of America, the Union of Soviet Social Republics,

iii a nominal country of the United States of America, iv a nominal country of the Union of Soviet Social Republics, v

next 4 countries largest in nominal GDP,

to discuss issues including but not limited to:


i ii

Nuclear Energy, Foreign Policies,

iii Capitalism and Communism; 3

Demands nations to safeguard international peace and security by refraining from actions provocative in nature, as listed below:

conducting large-scale missile launch tests, calling for mass military mobilization, issuing an ultimatum to countries in dispute;

Further recommends member states to work for universal disarmament under the principles of mutual trust and confidence in the pursuit for international peace and security;

Decides to remain actively seized in this matter;
