memberstatesoftheUnitedNations 3.CallsforalldecisionsregardingmilitaryinterventionbytheUnitedNationstofulfillallofthesix criteriaoftheInternationalCommissionforInterventionandStateSovereignty(ICISS)Reportin2001, thatis: a.Anyformofmilitaryinterventionsinitiatedunderthepremiseofresponsibilitytoprotectmust fulfillthesixICISScriteriainordertobejustifiedasanextraordinarymeasureofintervention: 1.JustCauseThethreatisaseriousandirreparableharmoccurringto humanbeings, 2.RightIntentionThemainintentionofthemilitaryactionistopreventhumansuffering andthereshouldnotbeothermotives.Suchasincasesofnaturalcatastrophes, useofmilitaryweaponsisnotappropriateandisnotjustifiedbutmilitary interventionthoughthedeliveryoftroopscouldbenecessary, 3.FinalResortEveryothermeasurebesidesmilitaryinventionhasbeentakeninto account.Thisdoesnotmeanthateverymeasurementhastobeappliedand failed,butthattherearereasonablegroundstobelievethatonlymilitaryaction wouldworkinthatsituation, 4.LegitimateAuthorityTheactionofmilitaryinterventionhastobeauthorisedbythe SecurityCouncil, 5.ProportionalMeansOnlytheminimumnecessarymilitarymeansarebeingapplied tosecurehumanprotection, 6.ReasonableProspectThemilitaryactionmustsucceedinprotectinghumanlife.It shouldbeconsideredthattheconsequencesofthisactioncouldbeworsethan nonintervention 5.RecommendsthatthevetopowersofthefivepermanentmembersoftheSecurityCouncilcanbe madeinvalidwhenthemajorityoftheothermembersoftheCouncilvoteagainstthevetopowers/ voteforthetemporarydisablementofthevetopowersregardingR2Ponly 6. Calls for further discussion by the international communityto settleondetailsofthelegalframework, suchas: a.Clearguidelinesstatingwhentoconsiderpeaceisestablishedandthatastateisstabilized b. Timeframe for international intervention to retreat and hand back all sovereignty to the subjectedstates c.Prohibitionsentailedinintervention 7. Further encourages the establishment of clear guidelines to regulate the behavior of international
