Planning of Energy sector improving
Five year plan (EDPRS) finalized and costed Main targets are:
Increase access from 5% to 10% Increase capacity from 50MW to 115MW Reduce tariff from 21 to 10 USc/kWh to the end user Technological choice (least cost, efficient, safe, sustainable, )

1. 2. Thermal: HFO Generators (20MW): on-stream mid 08 Methane Gas: (1) KP1- pilot (4.5MW): Gas extraction within 6 months; (2) Rwanda Investment Group (RIG): 50MW, starting with 4MW. (3) W+S Bet(70%) +GoR (30%) : 50MW starting with 10MW Underlying fundamentals: safe gas extraction, lake stability Prerequisite: Appropriate science and technology

1. Biomass: Peat
A contract signed with IRST for scientific characterisation study of Rwandan Peat A contract signed between Canadian consultant for Peat characterisation and future development of Peat industry A contract signed with Office of Geology and Mines for the exploration of peat and its quantification

Biomass: Improved stoves for efficient use of charcoal and fuelwood

With help of Army, improved stoves have been disseminated in rural area at leat 60% or rural households use improved stove With Tech. Assistance from USAID, KIST/CITT designed a model of metal improved stove to be disseminated in urban area by the private sector. A contract signed with KIST/CITT to build 136 rural domestic biodigesters and train local constructors on biogas construction A number of Community digesters are being installed in different prisons by KIST/CITT

3. Geothermal
A preliminary study on Geothermal development in Rwanda has been conducted by Chevron Capacity building Needs assessment study is on going through the ministry of Science and Technology with World Bank support.

Hydrocarbons : Oil pipe line and fuel storage


USTDA is financing market study to extend the Eldoret Kampala oil pipeline to Kigali and Bujumbura GoR and Kenya Petroleum Company are jointly planning to build a 70000m3 storage facility in Kigali,Tender Document for studies is being finalised Kenyan company Kurrent Technology Ltd conducted study to Rehabilitate the Bigogwe oil products storage facility, tender for rehabilitation is on going. Rehabilitation of Rwabuye Storage facility: Tender process for studies is on going. Vangold is conducting preliminary investigations for oil potential in Rwanda

5. Energy efficiency

Procurement of 400,000 CFLs to save at least 15 MW of capacity at peak load (50 000 CFLs are being distributed, procurement of next phase is on going) Promotion of Energy Saving appliances (proposals for tax exemption submitted to MINECOFIN)

ENERGY vis a vis S&T


Symbiotic relation; S&T is a must for sustainable energy supply and management

Without energy, S&T might face difficulties
