Chief Ministers action commendable!


It is most disappointing to
note that the Cauvery water dispute is not yet settled since 1974
after the 50 years settlement by
the British government is over.
The Tamilnadu state is suffering
much every year to get adequate
Cauvery water from Karnataka.
The issue still remains a hot-bed
even after 39 long years have been
elapsed for which the respective
governments in Tamilnadu are responsible for not solving the issue with a bold and amicable
stance. The real and the worst
sufferers are the farmers living in
the delta regions of Cauvery, losing their heavy investments in agriculture, leaving them in lurch
and in heavy debts. At present, the
delta farmers have lost their
samba crop cultivation and the
crops are withering for want of
water. Everytime it has become a
normal feature to beg Karnataka
government for release of
Cauvery water for which we are
eligible to get over centuries.
The urgent immediate steps
taken by the Chief Minister
J.Jayalalithaa is commendable
and appreciable for taking an
early break-through through legal
channels when the centre is very
silent on the issue without taking
any formidable and just action to
safeguard the states interests that
culminate bad spirits among the
people. That forced the state government to knock at the doors of
the Supreme Court for an early
settlement in the vexed issue with
the Karnataka government by
spending huge money on legal
matters since the Karnataka government is very adament and its
attitude is baffling. The series of
legal war row reads - The Supreme Court Bench comprising
Justices
R.M.Lodha
and
J.Chelameswar had issued an order on 26th November, 2012 asking the Chief Ministers of both the
states to meet , discuss and arrive
at an amicable solution to the sensitive dispute. They met but failed
to break the deadlock on the water sharing issue. On its 5th December 2012 order, the Supreme
Court had directed Karnataka to
release 10,000 cusecs of Cauvery
water to its Tamilnadu counterpart forthwith and also asked the
Cauvery Monitoring Committee
(CMC) to hold the meeting to
decide the amount of water required actually by each state. The
committee then met and directed
Karnataka to provide water to
Tamilnadu with 12 tmc feet of
Cauvery water. In the meantime
the centre assured the Supreme
court that it will notify the
Cauvery Water Disputes Tribunal
Award by 31st of December, but
so far not done. The Karnataka

government did not respond to


the Supreme courts order.
Again the Justices of the Supreme Court, in its next hearing on 28th January 2013, ordered for equitable sharing of
water between the two states
and pulled up the Karnataka
government for not adhering to
the formula of water sharing.
The Supreme court asked the
Centre Water Commission
(CWC) to form an expert team
to visit the distress areas of
Tamilnadu in the delta region
and asked to file a suitable report within 2 - 3 days. The
Commission soon submitted a
report to Supreme court. Accepting the report, the 3 Judges
Bench comprising Justices
R.M.Lodha, J.Chelameswar
and Madan B.Lokur issued an
order on last Thursday directing Karnataka to release forthwith 2.44 tmc ft. of water to
Tamilnadu to save the standing
crops in about 1 lakh acres in
the Cauvery delta region
against Tamilnadus demands
of atleast 9 tmc ft. to irrigate
about 6 lakhs acres of standing
crops. The Supreme court said
the water reading assessment
point should be Mettur instead
of Biligundlu. The state government requested to release
atleast 2.8 tmc ft. in view of impending water evaporation and
usage of water by the farmers
in the above region. But the
Karnataka government released only 2000 cusecs from
Krishnaraja Sagar Dam to
plead before the court that it
had complied this order and
kept the water inflow of only
127 cusecs into Mettur Reservoir. By an arithmetic, the
realisation of 2.44 tmc ft. to
take about 220 days, the
Tamilnadu government argued
in the Supreme court. In the
meantime, the Karnataka Chief
Minister Jagdish Shettar told in
the Karnataka Assembly that
they are not in a hurry to release water and the state filed a
review petition for the Supreme
courts order to release 2.44 tmc
ft. of Cauvery water in
Tamilnadu without minding
the Supreme courts order in
utter defiance.
By these brazen, wilful and
deliberate defiance acts, disobeyed the orders of the Supreme court that defeat the very
purpose for which it was directed to replenish the Mettur
Dam with 2.44 tmc. ft. of
Cauvery water. Soon, the
Tamilnadu government filed a
petition in the Supreme court
seeking contempt of court proceedings against Karnataka

original prayer of Tamilnadu
was to get its due share of 12 tmc
ft. to save a portion of standing
crops and to meet its drinking
water requirements. When
Karnataka at the time of floods
release huge amount of water
into Mettur Dam, it becomes the
bounden duty of the state to
share the waters at the time of
distress, drought etc. also and
maintain peace and cordiality
between the two states when they
live in amity and friendship over
centuries together.
It is ironical and condemnable that the first tribunal was
set up in June 1990 which went
on for long period. The Cauvery
Water Tribunal comprising
Chairman Justice M.P.Singh
and members N.S.Rao and
Sudhir Narain awarded in February 2007 determining the actual availability of water in the
Cauvery basis. They gave
Tamilnadu 419 tmc ft. of water
as against the states demand of
562 tmc ft. and Karnataka 270
tmc ft. against their demand of
465 tmc ft., Kerala 30tmc ft. and
Puducherry for 7 tmc ft., for environmental protection it reserved 10 tmc ft., what is the
use? Since the Karnataka government is reluctant and very
adament in not enforcing the Supreme courts order in true spirits in utter violation, it becomes
all the more necessary and mandatory for the Central government should take immediate urgent action without any loss of
time and should notify the award
to save the state of Tamilnadu,
to put an end to inter-state water disputes in the overall national interest. If once it is notified , the Cauvery River Authority (CRA) chaired by the
Prime Minister and the CMC
will cease to exist . The
Tribunals award will come into
effect within 90 days of its notification by the Centre. As per
law, the award comes into being
after being notified by the centre through its publication in a
gazette. When will the dispute
comes to an end?

The witness attitude of


meditation by Swami

O

ften we are flown


upon the wings of our
minds fancy and imagination into dreams where we
are made to shudder at the
future possibilities of failures and tremble in hopes
of successes and failures.
Mind when it is not engaged in the worldly objects that we are right in
front of it can chase its own
private fields of agitation
by dragging depths buried
corpses of the deseased past
, throbing pictures of tragic hopelessness in either case the mind
of the individual at meditation
can get sadly disturbed. Therefore the Rishis advises us as moment to moment, engage the outgoing mind ( chittam) to live in
the present, reject completely the
past, renounce totally the future.
Then in such a bosom agitated
mind, chittam shall reach the
state of mindlessness (Achittam).
This state of mind is called the
no-mind. Not to identify ourselves with our rising wider of
thought (sankalpas) but to remain
as a witness of them is a definite
stage in the efforts of meditation.

So the rishis advise the seekers on


the path of meditation. Moment to
moment disassociate yourself from
the continuing thoughts, make it
no thought. This no-mind state in
the very divine substratum upon
which the present exists and serve
on the threshold of time where the
future becomes the past. Be patient,
be steady. Be striving continuously,
cultivate these qualities. Success
is sure as the Upanishads rishis assure for us the experience of the self
towards this acme of life. Hurry
without haste, hasten slowly. Hence
meditate with no-mind.

AMERICAN EDUCATION EXPO

to be held in Chennai
- American Consulate to conduct Visa Seminar for
students in the region
- Merit based scholarships to be offered for

An Education Expo featuring 15 top American


Universities will be held this month in the City with the
aim of reaching out to aspiring students who wish to pursue
their education in the US. This expo will offer students the
benefit of getting first hand information for Undergraduate
and Post graduate programes from representatives of 15
top universities from the US. This program is free and open
to the public and will be held on the 20th February from
5.30 pm to 9 pm at the Sheraton Park Hotel & Towers
Park on TTK Road. The US Consul in Chennai will begin
this programme with a seminar to highlight the American
Visa process for aspiring students.
The key highlight of this event is the merit based
scholarships which are offered to both undergraduate and
graduate students across all 15 universities. Merit based
Scholarship on offer will range from $10,000 dollars to
full tuition fee for duration of the program. This event is
supported by US Department of commerce at the US
consulate in Chennai.
This expo is a free chance for potential future students
and parents to meet face to face with representatives from
the top 15 U.S universities. These top universities offer
majors such as Engineering, Business, Pharmacy and Arts.
Students should bring multiple copies of their report cards,
transcripts, TOEFL scores, etc. to this event. There are
over 600,000 foreign students studying in the US this is
because America still is the number one destination for
foreign students to pursue their higher education.
