Relevant Professional Experience 2006 2012 Garda Sochna Inspectorate - Chief Inspector Recruited to lead a newly established organization responsible for the oversight of the 17,000 member Irish National Police Service in the aftermath of a highly publicized corruption scandal. Advised Irish Minister of Justice on policing and developed reform strategies that were readily embraced by government, local communities and members of the police service. Highlights included:
Design of major reorganization, supported by

civilianization and technology improvements. Promotion of efficiency in financial management and resource allocation. Development of new and progressive strategies related to domestic violence prevention, investigation of child sexual abuse, missing persons, road safety and enforcement, barricade incidents, and intelligence-led policing.

Creation of numerous strategies that enhanced police

officer health and safety. Development of recommendations that resulted in operational efficiency and significant reductions in headline crime (equivalent to Part 1) and road deaths. 2009 Northern Ireland Prisons Reform Commission Served as one of four members on a Commission that studied the Ireland Prison Service following the tragic death of an inmate and consistent reports of prison mismanagement. The Commission published its findings and a series of recommendations for reform. 2004 2006 Boston Police Department Commissioner Provided principled leadership during a very challenging period in the departments history. Highlights included:

Reduction of Part 1 crime by 8% each year while experiencing a dramatic reduction in personnel and other resources. Oversight of two major corruption investigations and the investigation of a high profile shooting incident that resulted in the death of an innocent civilian. Successful planning and execution of the Democratic National Convention and other major, world-class sporting and cultural events. Unprecedented collaboration between federal, state and local law enforcement and other public and private sector partners. Launch of the Boston Regional Intelligence Center (BRIC), one of the first and most successful major city fusion centers. Resolution of protracted labor disputes and dozens of lawsuits alleging unfair labor practices. Overhaul of forensic services and development of modern eyewitness identification and interrogation procedures to reduce the likelihood of wrongful prosecutions and convictions.

1998 2000 Independent Commission on Policing in Northern Ireland Served as Commissioner on an eight-member panel responsible for developing a new framework for policing and security as part of the Northern Ireland Peace Process. Following a rigorous process of public consultation and international benchmarking, the Commission produced a report entitled, A New Beginning. The report has been widely heralded as model for policing in a democratic society. 1999 Boston Fire Department Review Commission (OToole Commission) Chaired commission appointed by Mayor Thomas Menino following a scathing Boston Globe Spotlight Series on the BFD. Conducted a comprehensive assessment of the organization and published recommendations for significant reform. 1994 1998 Massachusetts Secretary of Public Safety Responsible for the oversight of twenty agencies, boards and commissions, including the Massachusetts State Police, The Department of Fire Services, the Massachusetts Emergency Management Agency, the Department of Correction, County Corrections, the Massachusetts Parole Board, the Registry of Motor Vehicles, and the Criminal Justice Training Council. The Secretariat employed more than ten thousand full-time employees and several thousand part-time staff. The budget exceeded $1B. Highlights included: Unprecedented collaboration between federal, state, local and private sector partners. Development of a comprehensive statewide violence prevention program with particular focus on youth violence and domestic violence.

Design and oversight of a comprehensive, statewide community policing program. Unprecedented reduction in crime and disorder statewide. Principled and effective response to countless public safety crises. Development of a state of the art, integrated voice/data communication system for public safety. Major reorganization of the Secretariat that resulted in greater efficiency and effectiveness.

1992 1994 Massachusetts State Police - Lieutenant Colonel (Maintained State Police rank while serving as Secretary of Public Safety) Led the implementation team responsible for the successful consolidation of the four state police entities in Massachusetts. Following that project, served as Commanding Officer of the Special Operations Division, overseeing all tactical and traffic operations. 1986 1990 Metropolitan District Commission Police - Chief Recruited as part of a new leadership team in the aftermath of a major corruption scandal. Worked closely with the US Attorney and FBI to bring corrupt officers to justice. Restored morale and led a dramatic organizational change initiative. Before serving as Superintendent (Chief) of the Department, held positions of Deputy Superintendent for Operations and Deputy Superintendent of Administration. 1979 1986 Boston Police Department Multiple Assignments Served as uniformed patrol officer, decoy, detective, academy instructor, supervisor and manager.
