FARE APPLICATION

The Rules published in the Passenger Air Tariff govern the application of fares, rates, charges, discounts and routings stated or calculated in accordance with the provisions outlined herein. International fares and/ or conditions under the Carriers Special Regulations, deviating from those published in the General Rules and Fares/ Rules Books of the Passenger Air Tariff apply only for the carriers indicated therein and for the carriers otherwise authorized. The fares, rates or charges contained in the Passenger Air Tariff are quoted per passenger and apply to air carriage over the routes of the issuing and participating airlines from the airport at the point of origin to the airport at the point of destination. They do not normally include ground transfer charges, transportation taxes, airport charges, or other charges imposed by government authorities. The Passenger Air Tariff is subject to changes without prior notice except where otherwise provided in applicable laws, and/ or with regard to contracts of carriage (tickets) under which transportation has already commenced. The Passenger Air Tariff covers only information known to the publishers at the time of printing. When a fare, charge or rule has been agreed upon by the IATA carriers but not yet approved by the governments, all publications and tickets issued until the interested governments have given their consent shall be qualified by Subject to government approval. General baggage rules

Baggage admitted for carriage as passengers baggage may only contain such articles, effects or other property of passengers as are necessary for wear, use, comfort, or convenience, in connection with the trip. Carriers have the right (except for diplomatic bags) but not the obligation to verify, in the presence of the passengers, the contents of their baggage. The passengers name must appear on the baggage. The carrier will supply name/address labels or self-adhesive stickers for passengers to affix to the outside of each piece of baggage.Such labels or stickers shall be distinguishable from baggage tags and must allow sufficient space to enable the passenger to enter: family name, initials (optional) contact address, home or cell telephone number and e-mail address

Passengers shall be encouraged to enter their name or initials in latin letters and must be the same name as the name on the passengers ticket. In many instances the first contact of the passenger with air transportation is through a travel agent. The agents would render their clients a service by giving the following advice concerning the carriage of their baggage. 1 Use good quality luggage. It will not be damaged so easily and will last longer. 2 Always put the family name and contact address on the outside and inside of the baggage. 3 Put temporary address at the destination, for example, the name and address of the hotel or place you are staying at, your next place of stopover. 4 Lock the baggage. If the locks dont work, put a strong strap around it, to keep it from opening up and items being lost. 5 Remove all old destination tags after each flight. 6 To help in identifying ones bag from others in baggage claim areas, put tape or stickers on it that will easily be recognized. 7 Items of value or important documents should be carried on ones person. 8 All checked baggage must be properly packed in suitcases or similar containers in order to ensure safe carriage with ordinary care in handling, i.e. it must be sufficiently rigid and resistant to stand pressure caused by normal loading conditions (cartons are therefore not acceptable). 9 Travel documents, medical certificates, X-ray plates, etc., as well as fragile articles, valuables such as money, jewellery, silverware, negotiable papers, securities and business documents may not be packed in the registered baggage, only in the hand luggage. 10 On routes involving overnight travel or night stops it is advisable to pack toilet articles and other items required overnight in a separate small bag to be carried in the passenger cabin. 11 In some countries, it is strictly forbidden to carry and use cameras (and even binoculars) during the flight and at airports. They must therefore be packed in the registered baggage or handed to the cabin personnel on embarkation. Cabin attendants will be able to inform passengers whether or not the use of this equipment is allowed. 12 The passenger must be in possession of valid exit, transit and/ or entry permits wherever these are required. Special attention must be paid to the applicable government regulations in the case of business samples, unused articles and dangerous baggage. 13 There are strict regulations whether or not certain articles may be carried in passengers baggage. Such articles shall not be carried without the consent of and prior arrangement with the airlines and provided they are presented separately and meet all necessary requirements. 8.1.1. Refusal/Cancellation/Removal of Passengers

The carrier will refuse to carry, cancel the reserved space of, or remove en route any passenger under the following conditions: A When the passenger refuses on request to permit search of his/her person or property for explosives or a concealed deadly or dangerous weapon or article. B When the passenger refuses on request to produce positive identification. NOTE: The carrier has the right but is not obligated to require positive identification of passengers purchasing tickets and/or presenting a ticket for the purpose of boarding an aircraft. C (Except via AA/AC): Subject to the provisions of Rule 8.7., Denied Boarding Compensation, the sole recourse of any person so refused carriage or removed en route for any reason as detailed above, will be the recovery of the refund value of the unused portion of the ticket as hereinafter provided in Rule 9.3., Refunds. NOTE: via JM: Any passenger who has checked in for a flight and who holds a boarding pass is not entitled to a refund for the unused portion of the ticket to which the boarding pass conforms, unless failure to board was due to a medical emergency, physical illness, or other bona fide emergency. A refund will then be granted by the carrier upon presentation of satisfactory documentation from a competent authority confirming that illness or a medical emergency prevented the passenger from boarding. D except via AA/AC: When such action is necessary for safety reasons. D via VS; in Area 1 via BW/JM/KE; to/from USA via AC Carriers will not accept passengers as follows: 1 When in the reasonable judgement of a responsible carrier employee the passenger appears to be under the influence of intoxicating liquors or drugs (except for medical patients under a physicians care). 2 When the passengers conduct or condition is or has been known to be abusive, offensive, threatening, intimidating, violent, or otherwise disorderly and, in the prudent judgement of a responsible carrier employee, there is a possibility that such passenger would cause disruption or serious impairment to the physical comfort and safety of other passengers or carrier employees, interfere with a crew member in the performance of his/her duties aboard the carriers aircraft, or would otherwise jeopardize safe and adequate flight operations. 3 via JM/KE/VS: When the passengers mental/physical condition is such as to render him/ her incapable of caring for himself/herself without assistance, unless accompanied by an attendant who will be responsible for caring for such passenger en route and, with the care of such attendant, will not require unreasonable attention or assistance from carrier personnel. 4 via AC/KE/VS: When the passenger fails to observe the instructions of the carrier. E via AA/AS: 1 Persons who wear or have on or about their person concealed or unconcealed deadly or dangerous weapons, unless the passenger meets the qualifications and conditions established in F.A.R. 121.585; F.A.R. 108.11 (via AA); F.A.R. 108.15 (via AS) 2 Manacled persons in custody of law enforcement personnel, or persons who have resisted or may reasonably be believed to be capable of resisting escorts. 3 via AA: Persons who would require an unusual amount or unreasonable type of assistance or medical treatment en route, confirmed by the carriers physician, unless accompanied by a ticketed passenger capable of giving necessary assistance. Carrier personnel are not permitted to give hypodermic injections. Persons who have an illness that may become obnoxious aloft, which has been confirmed by the carriers physician. Persons who have misrepresented a condition unacceptable for passage that becomes evident upon arrival at the airport.

PASSENGER TRANSPORTATION

Under their general conditions of carriage, IATA carriers may in the exercise of reasonable discretion refuse to carry (and/or cancel the reserved space of and/or remove at a place en route): Passengers who are not in conformity with the passport, visa, health or customs regulations of the countries of transit, destination and origin. Passengers who are not in possession of a valid ticket. Passengers whose transportation by air represents a danger or risk to themselves and/ or their fellow travellers or to property. Passengers who show visible signs of disease and who, by their appearance, behaviour or kind of nursing required, are likely to cause distress to other passengers. Passengers requiring individual nursing or care during the flight and who are not accompanied by attendants. Persons obviously under the influence of alcohol, drugs or narcotics. This means that only passengers who are in possession of the required documentation and comply with the above may be ticketed and accepted without conditions. Exceptions are subject to the conditions specified below.

The carrier will not accept passengers for carriage when the conduct, age, status, or mental/physical condition of the passenger is such as to: A Involve any hazard or risk to himself/herself or to other persons or property. NOTE: via BA/JL/KE/MH: Such passengers may be carried on the express condition that the carrier will not be liable for any injury or disability, or any aggravation or consequence (including death) caused by such status, age, or mental or physical condition. B (Except via AA and in Area 1 via UP): Cause discomfort or make himself/herself objectionable to other passengers. C Require special assistance of the carrier.

Payment - General

9.1.1. Cash payment

The sale of passenger and baggage air transportation is as a rule a local cash transaction, i.e. payment is made in cash (or against invoice or cheque) at the place the ticket is issued before commencement of the journey. The following methods of payment differ from this principle and they are therefore explained more fully: Exchange of ticket, MCO (see Rules 13.2.11.) Instalment credit (see 9.1.2.) However, the PTA may not be used for transmittal of funds as such. A selling carrier shall not direct a PTA to a ticketing carrier when such ticketing carrier does not participate in the passengers itinerary, except upon agreement between such carriers in each specific case. Definitions date of transaction: the date of issuance of the ticket, MCO or PTA ticketing deadline: the minimum/maximum number of days/months before the day of departure or the minimum/maximum number of hours/days after reservation by which payment and ticketing must be completed; issue date of a PTA constitutes the ticketing date

NOTE:
IATA carriers cannot assume any liability for any travel instructions the purchaser may give to the passenger. No contract of carriage is concluded until the appropriate passenger ticket is issued.

9.2.2. Collection
9.2.2.1. Issuance of MCO, MPD and PTA
The carrier will complete an MCO as illustrated on overleaf or an MPD. The carrier may issue its own accountable PTA form. Carrier will retain the exchange coupon and arrange for transmittal of the PTA to the ticketing office in accordance with carriers procedures. A travel agent may sell PTA transportation. In so doing, the agent should complete an MCO or any other accountable form acceptable to the carrier. However, the travel agent must not forward the PTA to the passenger or the ticketing office. The agent shall contact the local office of the carrier who will transmit the PTA. The office issuing the PTA will ensure that the correct equivalent of the applicable fare has been collected from the sponsor.

NOTE:
Where in a discount full payment is required at a certain time before departure, payment by means of a credit card or a credit plan recognized by the IATA carrier, shall be considered as full payment as of the date of signing of the applicable transportation receipt or note.

9.1.2. Instalment credit (credit travel or fly now pay later)

In some countries, facilities are available for the sale of air tickets on instalment credit. Details are published locally. Tickets sold under pay-later plans shall be marked NOT ENDORSABLE and NOT REFUNDABLE in the Endorsements box. For India / Pakistan / Bangladesh / Sri Lanka / Nepal special IATA conditions apply to pay-later arrangements.

9.2.2.2.

PTA initiated by the passenger

9.1.3. Settlement by agents

Special mandatory regulations apply to the payment of amounts collected by agents for the IATA carriers. These regulations are published by IATA.

When a passenger asks an IATA carrier or travel agent to collect an amount in his favour in another city, the complete particulars of the prospective PTA (see 9.2.3. below) shall be transmitted to the IATA carriers office or general sales agent in the sponsors country. The message shall be preceded by COLLECT FAVOUR instead of ISSUE TO. No document number shall be mentioned, but the sponsors name, address and telephone number shall be added. Add AGT INVOLVED if applicable. The ticketing office will ensure that the PTA received shows the correct applicable fare in the local currency of the country of commencement of transportation will issue the ticket in exchange for the related MCO or MPD. Enter the MCO or MPD number in the Issued in Exchange For box. Enter in the Original Issue box, the MCO or MPD number, place, and date of issue as well as the issuing agents numeric code, if available on the PTA. When issuing a ticket against a PTA, also enter the Equivalent Fare Paid (EFP) amount as shown in the PTA message. In the Total box, enter NO ADC or, optionally, the total amount as shown in the PTA message. At the time of ticket issuance against a PTA, if the passenger requires a change, e.g. up-grade, that would result in an additional collection: first, issue the ticket for the specified amount of the PTA; second, re-issue the ticket to reflect the additional collection.

9.1.4. Tickets issued Philippines

Airline tickets issued outside the Philippines for international transportation of passengers originating in the Philippines shall not be valid for such transportation. Note 1:For the purpose of this rule, a passenger travelling abroad from the Philippines shall be deemed originating in the Philippines if He is a resident of the Philippines; or His travel abroad from the Philippines is subject to the payment of the travel tax (see Rule 12) The first leg of his actual trip starts in the Philippines as verified by the absence of the corresponding immigration entry on his passport subsequent to the date of issuance or the airline ticket abroad. NOTE2: An airline ticket is deemed issued outside the Philippines if it shows on its face that it has been issued outside the Philippines.

9.2.

Prepaid ticket advice

NOTE:
The receiving office is required to acknowledge receipt of the PTA. A travel agent issuing an accountable document against a PTA shall not change any detail specified in the PTA without authorization from the airline to whom the PTA was addressed and/or the issuing airline.

9.2.1. PTA - General

Prepaid ticket advice (PTA) is the notification by teletype, commercial wire or mail that a person in one city (purchaser or sponsor) has requested the issuance of prepaid transportation to another person(s) (passenger) in another city. The use of the PTA permits the issuance of a ticket at a point other than the point of payment. The PTA may be issued to cover: air fares (specified transportation, including upgrading) taxes, fees and charges (TFC(s)) excess baggage charges and related services in connection with the prepayment of specified air transportation cash advance to cover en route expenses in connection with the PTA.

9.2.2.4.

Refunds

If overcollection is subsequently discovered, or only part of the PTA value is to be utilized, the ticketing office must issue an MCO, agents refund voucher or MPD issued as an agents refund voucher, for the difference to be refunded in the currency of original payment and for: airlines: transmit a refund authority covering the difference to the selling office; or travel agents: contact the local office of the carrier, who will transmit the refund authority.

11.1.2.Definitions
Bankers Buying Rate (BBR): The rate at which, for the purpose of transfer of funds through banking channels (i.e. other than transactions in bank notes, travellers checks and similar banking instruments), a bank will purchase a given amount of foreign currency in exchange for one unit (or units) of the national currency of the country in which the exchange transaction takes place. Bankers Selling Rate (BSR): The rate at which, for the purpose of the transfer of funds through banking channels (i.e. other than transactions in bank notes, travellers checks and similar banking instruments), a bank will sell a given amount of foreign currency in exchange for one unit (or units) of the national currency of the country in which the exchange transaction takes place. Country of Commencement of Transportation: The country from which travel on the first international sector takes place. Country of Payment: The country where payment is made by the purchaser to the carrier or its agent. Payment by cheque, credit card or other banking instruments shall be deemed to have been made at the place where such instrument is accepted by the carrier or its Agent Currency of the Country of Payment: The currency in which international fares from that country are denominated. Date of Transaction: The date of issuance of the ticket, MCO or PTA. IATA Rate of Exchange (IROE): The rates of exchange notified by IATA to convert local currency fare to NUC and to convert total NUC amounts to the currency of the country of commencement of transportation. Local Currency Fares: Fares and related charges expressed in the currency of the country of commencement of travel. See 11.2. for those countries where the US Dollar is used for local currency. National: A person who has the citizenship of a county, either by birth or by naturalization. NUC: The Neutral Unit of Construction. Other Charges: Charges such as taxes, fees etc., excluding excess baggage charges. Related Charges: Charges such as cancellation penalties, non-refundable amounts, rebooking and rerouting charges, stopover charges, weekend surcharges etc., and excess baggage charges. Resident: A person legally living in a given country. Stopover: Occurs when a passenger arrives at an intermediate point and is not scheduled to depart later than 24 hours after arrival (local time).

12.1. Taxes/Fees/Charges General

This Chapter contains various taxes, fees and charges, listed by country. Special Fees and Charges Codes are assigned to identify taxes, fees and charges which are collected at the time of ticket issuance, entered in the TAX/FEE/CHARGE box of a ticket, and are paid or payable to government agencies and airport authorities. Other TFCs related to air transportation (i.e. nonticketable amounts), are not published herein, as they are assessed separately. Non-ticketable taxes/fees/charges are shown in the Travel Information Manual (TIM) and TIMATIC. General Notes: other charges to be shown in the tax/fee/charge box(es) shall be separately converted to the currency of payment and rounded in accordance with chapter 11.10. when showing local currency amounts imposed by Government and/or airport authorities and which are not subject to conversion rounding in the tax/fee/charge, tax on MCO and/or tax on MPD box(es) of the traffic document, such amounts shall not be rounded in accordance with chapter 11.11, unless otherwise shown in the Note(s). Such local currency amounts shall be shown on traffic documents without application of the rounding rules shown in the Other Charges column. Refer to Chapter 11. for more details on currency procedures. amounts shown in the Taxes by Country section show the decimal units applicable for the particular country, as listed in Chapter 11. For example, LYD1.000 is one Libyan Dinar, and not one thousand. airline taxes, fees and charges are often specific to only certain airlines. Every attempt has been made to show comprehensive carrier application of taxes in the following pages. For more details, contact the carrier concerned. an EXEMPTION to a tax means that the category of passenger listed does not have to pay the tax. An EXCEPTION to a tax means that the tax is still applicable, but is different to the general rule and may have a different amount and/or conditions. Percentage figures refer to the fare transportation value of the document. Some countries do not permit the collection of TFCs on behalf of other countries, and consequently, a carrier may only be allowed to show their own countrys TFCs on a ticket. In such cases, the passenger may be required to pay these taxes upon departure from the respective country.

via KE/MH: Transit TFCs at connecting points will be borne by the respective carrier in case of scheduled overnight/other stops on through services.

13.1. Description - Passenger ticket

13.1.1. Passenger ticket - General
This document forms the contract of carriage between passenger and carrier(s). Most airlines use the standard ticket format described below, although particularly within the USA different formats are in circulation. In addition, the size and set-up of the individual data elements (formerly called boxes) of the standard ticket may differ from airline to airline but the issue and honouring rules are virtually the same and may, therefore, be applied to any ticket. Ticket format differs for airline issued manual tickets and for those issued by BSP travel agents. (See 13.2.2. for specimens.)

13.1.1.1. Transitional tickets

This ticket is a multi-copy carbonised ticket designed for use in various printing devices for which data may be computer generated but may not be issued manually, i.e. neither handwritten nor typewritten. (Specimen see Rule 13.2.3.)

Note: TAT ticket stock is now obsolete in the U.S. marketplace as all ARC accredited entities have converted from TAT to ATB ticket stock.
(See specimen 13.2.3.12..) Transitional tickets come in two formats: TAT OPTAT (Off Premise Transitional Ticket) The OPTAT is used at "Off-Premise" locations, i.e. passenger sales agents and commercial accounts when two or more carriers individually transmit data from their systems for issuance, or the ticket printing device is neither provided nor controlled by the carrier. In all other cases, the OPTAT may be used at such off premise locations. In countries/areas where the IATA BSP has been implemented, the OPTAT shall be used by those passenger sales agents who utilise automated ticket printing devices. Moreover, the OPTAT ticket format may also be used by carriers at their own offices.

13.1.1.4. Electronic ticket (ET)

13.1.2. Use of coupons

13.1.1.2. Automated tickets

An automated ticket is a combined document serving as a passenger ticket and baggage check, boarding pass and baggage identification tag. Variations of this format may be encountered but essential elements will always be present. The ATB is a coupon by coupon issued ticket, designed for use in various automated devices, for which data is computer generated. This data is printed on the front of the ATB coupons and may be encoded on the magnetic stripe on the reverse side. The left hand side of the ATB is the flight coupon, the right hand side is the boarding pass. The boarding pass is to be kept until the end of the entire journey. Three types of the ATB exist: ATB1(with variable data fields and may come with or without magnetic stripes): issued in the USA only. ATB2 (data is printed in fixed fields) OPATB2 (Off-Premise Automated Ticket and Boarding Pass).

13.1.1.3. Standard Traffic Documents for Billing and Settlement Plan

In BSP countries neutral STDs (transitional or automated documents) are in use for IATA Travel Agents. Neutral STDs are validated into Carriers own documents by use of: CIP Carrier Identification Plate for manual documents and by the Ticketing Systems Ticket Printer for automated documents (OPTAT / OPATB) (Specimen see 13.2.2.). In BSP countries, a Clearing Bank or a Data Processing Centre, acts in between BSP member Airlines and IATA Travel Agents to perform all functions for settlement of sold STDs under the direct supervision of the local IATA BSP Management. 14.1. Miscellaneous Charges Order (MCO)

14.1.1. General
Travel agents shall not issue MCOs for unspecified air transportation. The Miscellaneous Charges Order (MCO) may be issued to cover collections for such services as listed below, but shall not be used for transmittal of funds only: Air or surface transportation; Excess baggage charges (whether rated as baggage or cargo); Baggage shipped as cargo (for carriers only); Land arrangements for ITs; Car rental; Superior air or surface transportation (for carriers only); Extra fares (for carriers only); Additional collections in connection with upgrading or undercollections (for carriers only); Taxes, fees and charges (TFC(s)); Deposits; Down-payments; Hotel accommodation; Collection for PTAs; Charges to be collected for services (carrier provided or not) for incapacitated passengers, e.g. oxygen, ambulance, special equipment; Sleeper / berth surcharges; Collection of sundry charges, e.g. a charge for a reservation or routing change.

The names of all passengers are to be clearly entered on the MCO or on a separate list validated and crossreferenced to the MCO and attached to each coupon, except in the case of a PTA when so authorized by procedures governing PTAs. Guide for travel agents: Issuance by Passenger Sales Agents to cover the specified transportation of more than one passenger travelling together for the collection for a PTA or for a family or other group which is to be ticketed locally by a carrier; and provided further that the MCO is presented solely to the sales office of the carrier to which the Passenger Sales Agent regularly reports and the names of all passengers are clearly shown on the MCO, or on the list, validated and crossreferenced to the accompanying MCO and attached to each coupon.

14.1.1.2. Land arrangements of a specified IT

An MCO is considered to have been issued for land arrangements of a specified IT when the following conditions are complied with: It is drawn on a specified tour operator, the approved tour title and tour code is included in the Type of service for which issued box, the MCO is cross-referenced to the number of the passenger ticket(s)/MCO(s) covering the air portions by means of an entry in the Issued in connection with box, the name(s) of the passenger(s) is shown. Issuance for more than one passenger is permitted.

14.1.1.3. Unspecified transportation and other services (a) Guide for carriers
An MCO is considered to have been issued for unspecified transportation and other services if issued for purposes other than specified transportation, e.g. an MCO issued for a refundable balance to be refunded by the original issuing airline, showing FURTHER TRANSPORTATION AND/OR EXCESS BAGGAGE in the Type of service for which issued box, or issued for a specific amount for the deduction method but it is not known exactly what the MCO will be used for.

1 Via JU: MCO shall not be issued for: Surface transportation; Transmittal of funds only; Land arrangements if not in connection with ITs; Car hire; Superior air or surface accommodation; Hotel accommodation. Guide for carriers: The MCO is provided in 4 versions: 1, 2, 3 or 4 exchange coupons in addition to the audit coupon, agent coupon and a passenger coupon. An MCO shall be valid for one year from date of issue. Issue a separate exchange coupon for each service and each honouring party. The MCO may be issued for specified or unspecified use. 14.1.1.4. Specified exchange coupon value method

Each exchange coupon is assigned a specific value. This value is entered in the applicable COUPON VALUE box(es) at time of issuance.

When an MCO is issued and/or honoured for air transportation and related charges, applicable currency regulations shall apply.

14.1.1.1. Specified transportation

An MCO is considered to have been issued for specified air, sea, rail, bus or other ground transportation of passengers or for excess baggage charges when the following conditions are complied with: Guide for carriers: It is drawn on a specific carrier(s) and is limited to one type of service, i.e. either air, sea, rail, bus. Guide for travel agents: It is drawn as a PTA on a specific carrier(s) or otherwise is limited to one type of service. Guide for carriers and travel agents: The points of departure, destination, class, fare / charge and calculation points are shown. (Reservation information may be left open.) The type of service is shown, e.g. Air Transportation, PTA, Excess baggage, Down payment for, Deposit for, Additional collection for, Taxes on, Extra fare for, Sleeper / Berth, Stateroom, etc. The name of the passenger is shown, except when an MCO is issued to cover collection for a PTA in favour of an unknown person when so authorized by the provisions governing PTAs. Issuance for more than one passenger shall not be permitted except as follows: Guide for carriers: Issuance by a carriers own office to cover specified transportation of more than one passenger for a PTA or for a family or other group travelling together which is to be ticketed

14.1.1.5. Collection of sundry charges

A sundry charge is a charge made to a passenger for e.g.: A change of reservation(s) e.g. flight / date; a change of routing e.g. NYC - PAR to NYC LON - PAR. When collecting a sundry charge issue an MCO in the normal manner in the amount of the applicable charge and include the following entries: Type of service for which issued box: Change of reservation charge or Change of routing charge, as applicable. Issued in connection with box: Number of ticket on which transportation is being performed. Remarks box: Not refundable / Not good for transportation. Uplift the exchange coupon and the audit coupon. Attach the passenger coupon of the MCO to the passenger coupon of the ticket on which transportation is being performed. Enter the type of charge and the MCO number in the Endorsement / Restrictions box of the flight coupon(s) affected by the change. Sundry charges shall not be prorated and will accrue to the Member issuing the MCO.

14.1.1.6. Restrictions by countries

No MCOs shall be issued for air transportation originating in Argentina. This does not apply to the use of MCOs for prepaids which are issued by airlines.

15.1. Endorsements
15.1.1. General
Tickets (flight coupons), MCOs (exchange coupons), MPDs (Multi Purpose Documents) and PTAs are not freely interchangeable between carriers. A document may only be used by a carrier (either for carriage or reissue) under certain conditions. One of those conditions is the need to check if endorsement is required. Moreover, alterations to entries are not permitted at any time, except as authorised by the rules shown in the succeeding paragraphs.

15.1.2. Definition of terms

"Endorsement" is the transfer of authority required when a passenger with an international ticket wishes to rebook to a carrier other than the carrier shown on the ticket. " the Point on the Route Where the Change is to Commence" means the point from which the passengers routing will vary from the routing originally indicated in the ticket for transportation from that point and do not mean any point prior thereto at which a passenger might ask to have such change made. "Point" refers to the place as shown in the "from/to" box on the passengers ticket. Where a city is served by more than one airport these airports shall be deemed to be the same point for the purpose of this rule. Via AA: AA will not require endorsement for transportation documents governing portions of transportation wholly within the area comprising the Continental USA. Via AZ: It is ALITALIA policy not to endorse any of its tickets/MCOs expressed in Libyan Dinars (LYD) in favour of other carriers due to exchange control regulations. ALITALIA in common with other carriers has been the object of fraudulent endorsement of its documents issued in LYD. Any billings will be rejected by ALITALIA resulting from the endorsement and subsequent use of its traffic documents issued in LYD. Under no circumstances will endorsement authorisation be provided even for exceptional circumstances. Via KM: It is Air Maltas policy not to endorse any of its tickets/MCOs expressed in Libyan Dinars (LYD) in favour of other carriers due to exchange control regulations. Air Malta in common with other carriers has been the object of fraudulent endorsement of its documents issued in LYD. Any billings will be rejected by Air Malta resulting from the endorsement and subsequent use of its traffic documents issued in LYD unless the endorsement has been confirmed in advance by its offices in Tripoli or Benghazi. Endorsements must be requested via telex and addressed to TIPUUKM, TIPABKM or BENKKKM. Authorization will only be granted in exceptional cases. A copy of the telex should be attached to the uplifted coupon. Via SV: SV tickets issued for Government Transportation Request (GTR) and/or special promotional fares bearing restriction nonendorsable/non-refundable/non-reroutable should not be accepted by any carrier unless the designator of the receiving carrier is preprinted in the ticket carrier box at the time of issuance. Alternatively endorsement approval must be requested from SV headquarters (JEDQTSV) prior to acceptance. Via TU: All TU documents (Tickets, MCOs) sold in Libya are closed on TU services and therefore they must not be endorsed to any other carrier. For special cases, endorsement must be requested from TU offices in Tripoli (TIPRGTU, TIPCCTU). All billing of endorsed TU documents issued in Libya and not approved by telex from TIPRGTU or TIPCCTU will be systematically rejected. Via TP: has also established special waiver agreements with BA / BD / LH / SK for the acceptance of flight coupons valid for European sectors; via BA/BD - European Union only.

16.1. Credit Cards - General

Air Travel and other credit cards including smart (credit) cards may be accepted as payment for passenger tickets and related travel services subject to the details in the following pages. The acceptance of credit cards is governed: by individual contracts between the Airlines and the credit card companies and by contracts between the Airlines and the Universal Air Travel Plan (TP). Therefore different rules may apply for different airlines. In some countries the acceptance of credit cards is not allowed due to monetary or exchange control restrictions or restricted to the acceptance of locally valid credit cards. In these cases the local government instructions apply. No credit card issued in the name of an agent or in the name of his officers or employees shall be used in connection with the sale of air transportation to any customer. Warning Any deviation from these instructions or breach in acceptance or submission procedures may result in the transaction being rejected to the issuing agent.

16.2. Types of Cards

There are many types of credit cards such as Bankcards (e.g. Visa and MasterCard) Travel and Entertainment Cards (e.g. American Express, Carte Blanche/Diners Club and JCB). In addition to the types mentioned above, certain carriers use the Universal Air Travel Plan (UATP Cards, se 16.9.1.7.). Other carriers may also issue credit cards to the general public for the purchase of air transportation and related services. These types of credit cards are referred to as "airline" or "on-line" cards. Acceptance of "airline" cards is limited. As stated in 13.2.2.6.(b), if payment is by credit card, enter (in the Form of Payment box of the traffic document) the two-letter credit card code and the credit card (account) number.
