The Government of Indonesia (GoI) intends to accelerate and speed up the development of geothermal. In order to do so, the government intends to enhance the investment climate for both existing developers as well as new entrants to the geothermal sector in Indonesia.

Pricing Policy (contd) Fiscal incentives for geothermal development (based on Government Regulation No. 62/2008 jo No. 1/2007; MR of MoF No. 177/PMK.011/2007; and MR of MoF No. 22/PMK.011/2011) : - 30% of corporate income tax; - 10% of added-value tax paid by the GoI; - Custom duties exemption for geothermal developer; - 25% per year depreciation for 8 years with double declining balance method; and - Investment tax credit 5% per year for 6 years.

Geothermal development in Indonesia requires qualified human resources. To support crash program of 10.000 MW electricity developments will require at least 800.000 worker with particular skill and knowledge on geothermal. These workers will need to be managed capably and efficiently to meet the qualification requirements in the geothermal field. The GoI are improving the ability, competency and professionalism human resources through training, short courses and advanced level education in collaboration with local and international educational institutions. The GoI c.q. MEMR have been received grant from Global Environment Facility (GEF) through the WB to build capacity among government officials, PLN and other relevant officials for preparing and tendering transactions, evaluating bids, and negotiating PPAs.

Total investment needed for achieving this target is about 12 Billion USD (with assumption, development cost of 1 MW = 3 Million USD) With developing 3,967 MW Geothermal Power Plant until 2014, could reduce emission about 24 Million ton CO2 /Year (6,000 t CO2 e/MW/Year)

OBSTACLES AND CHALLENGES OF SOLAR ENERGY, WIND AND OCEAN ENERGY DEVELOPMENT
1. Solar energy, wind and ocean energy initial investment is still high, therefore cannot compete with conventional power generation (fossil fuel power plant); 2. There is no private investment in developing solar PV (IPP), wind and ocean energy power plant, probably due to insufficient price of feed in tariff; 3. The incentives mechanism is needed to develop industry which is oriented for solar energy, wind and ocean energy utilization; 4. Photovoltaic technology, wind and ocean energy power plant is not yet implemented in industrial scale; 5. Technology of solar energy, wind and ocean energy power plant is relatively new and not well developed in Indonesia; 6. Indonesia is an archipelago country with big potency of ocean energy 7. Most of the potencial ocean energy are located in the remote area

CONCLUSIONS Its time to move from fossil energy to renewable energy. Government has issued many regulations to make the renewbale energy business more conducive. Government will continue to up date the regulations to attract the investors to come.
