AN EXCELLENT MALAYSIA WITHOUT CORRUPTION

La corruption est un diable, a French phrase; corruption ist ein Teufel, a German
phrase, tenka, a Japanese phrase, and generally, all the above means in English,
CORRUPTION IS A DEVIL. This proves that from the east, to the west, every nation
agrees to go up arm against corruption. Where else our honorable Prime Minister Dato’
Seri Abdullah Bin Ahmad Badawi, during the 4th Regional Anti-Corruption Conference of
Asia and Pacific, said that, “……but confront it we must, not just for the simple reason
that corruption is morally wrong, but because corruption exacts a heavy toll on nation’s
social, political and economic well-being.”

Greetings to the chairperson, honorable judges, Anti-corruption Agency’s officers,


teachers and members on the floor. First and foremost I would like to express my
gratitude towards the organizing committees for giving me this golden opportunity to
participate in this competition. My topic is “An Excellent Malaysia without Corruption”.
I repeat, “An Excellent Malaysia without Corruption”.

According to Oxford Dictionary 2004, ‘excellent’ derives from the word ‘excel’,
meaning ‘high quality’. In other words the phrase ‘Excellent Malaysia’ means a Malaysia
that is terrific from every aspect. As for ‘corruption’, it is defined as ‘the misuse of public
or private office for personal gain’. The Thais call it ‘kin muong’ which means ‘nation
eating’; In Chinese is ‘贪污’ which means ‘greedy impurity’; And The Japanese call it
‘oshoku’ which means ‘dirty job’. Every oriental language has its own phrase for
corruption – and in every tongue the words are unpleasantly familiar. Corruption is a
problem every country has to confront. Solutions, however, can only be home-grown. To
achieve an excellent Malaysia, it is of utmost importance to eradicate corruption.

Ladies and Gentlemen:


Efficiency in administration can be achieved if corruption is eradicated.
Politically, when there’s confidence of population in the country’s government that
contains no corruption, there’s efficiency in administration. Malaysia has improved the
effectiveness in public delivery system to attract private investment by establishing
Special Taskforce to Facilitate Business (PEMUDAH). The Budget 2008 goes to become
a population friendly scheme that ensures the well-being of all Malaysians. No more
bureaucratic red tape cases. For example, when a foreign investor wants to invest in hotel
industry in our country, he has to fill in 17 complicated forms, in spite of that, he still has
to wait for at least 5 years before he can officially begin his business. What is this kind of
logic means? Economically, when there’s no corruption, government can decrease
inflation rate, thus the reduction of hardcore poverty can be drastically improved
guaranteeing economy growth. China is the most obvious example of this. And do you all
know that, combating corruption alone has already cost our country a lot? It should be put
into a more proper investment.

Excellency in sports is attained with the termination of corruption. Never think of


that huh? Corruption plays as favoritism in this means. In the olden days, why was there
war? This was due to a particular leader who wanted to show his power and he desired
for the awe of the whole world. But in this atomic era, this is done through sports.
Excelling in sports means winning in the war. One tends to win by the easiest way –
corruption. When corruptions occur in sports, we cannot tolerate this. To outshine, we
have started ways like the ‘National Sports Council’, the curbing corruption acts and even
the minister himself participate in sports to encourage anti-corruption. If there’s no
corruption among judges, athletes, referees and organizations, we can stand out in sports.
Badminton for an instance. Jalani Sidek, Lee Chong Wei, Tan Boon Heong are all world
class players. And there’s Nicole David, who’s a world champion of the squash events.
Why? Because there is no corruption in the arena. There was an England champion
coming to our neighbor country to participate in a sporting event which offers a prize of
RM5000 for the champion. But then he was offered a bribe that was 5 times more of the
prize to lose in the game! Thus he sold himself. The demoralizing in sports has caused the
players not to perform at their peak potentials. If they do not practice this corruption, we
can produce 10 or even more Nicole David and Lee Chong Wei!!

Ladies and Gentlemen:


Effectiveness in national integration is gained only without corruption. As a
multiracial country, others have always wondered how we manage our country so well
with every race living under one roof peacefully. Even developed country like England
would want to imitate us for the harmonious life we have with different races. We have
just celebrated our majestic 50th Independence Day last week. Do you remember how our
ancestors fought for our nation independence? And three races were combined into one
body, forming Barisan Nasional, just to ensure racial unity. Thus, how are we going to
preserve it? Simply through education. The government has launched the form of
SEKOLAH WAWASAN with same syllabus and same provision of public services. The
initiation of ‘Rancangan Integrasi Murid Untuk Perpaduan’ helps to advance this too.
This results in upraise of national integration. Tragedy May 13th would always remain
only a lesson. Students would not have a psychological assumption that says, only with
money, they can succeed. This is for the conquest of the path to achieve the core of
realizing Vision 2020 and to build an ideal human capital without corruption.

Ladies and Gentlemen:


Now we are going to talk about excellence in the global achievement. Firstly, why
was Malaysia being selected as a host of The Commonwealth Games and Formula One?
Or why Malaysia is being elected as the chairman for the OIC? And above of all, why
was Malaysia selected as a host for the 4th Regional Anti-Corruption Conference for Asia
and Pacific? All this indicates that Malaysia has excelled globally. Based on the
Transparency International Corruption Index last year, Malaysia was ranked 44th out of
163 countries in the whole world with the score of 5.0. An average score. Foreigners trust
Malaysia because of our capable leaders and we are working hard in the prevention of
corruption. The leaders are at the top managing our country well. But why our
administration is not? Because the downstream is corrupted and there are not much the
leaders can do. When there is no corruption, our nation can excel as an exemplary

country, a corruption-free country. The world actually recognizes us as a country with


high potential. To convince that our country is competent, we have automotive industries
such as PETRONAS, Proton, MSC, KLCC, KLIA and Air Asia. They are all well known
globally. We even affiliate in ASEAN, OIC and the United Nation. Well we all
understand that most people judge a book by its cover. Through these, we will be well-
respected for our knowingly-good condition.

Try to imagine our country without corruption. Smooth administration, no more


lazed-around workers, no under-table businesses, and fair judgments in sports events,
firm leaders in the assurance of national integration, and a harmonious peaceful life. If
every department plays his own role, following the specs and procedures, we would be
able to build an excellent Malaysia with intense qualities. It’s not that our country does
not have the human potential, but due to corruption, they are more willing to work out of
the country rather than to provide service locally. Hence eradicating corruption has
become Malaysia’s top priority. However it’s a bad news for the ACA. Because they will
be jobless! If we ignore corruption, our newly launched Iskandar Development Region
will never be realized. The Northern Corridor Economic Region (NCER) will be cut off
too. Our military force has just purchased 3 latest fighter jets to reinforce their armed
forces. But when there’s corruption, do you think we can afford this? Following the
negative impact, Malaysia’s economy will be collapsing. Poverty increase, life gets worse
and everything will be in a chaos. No! We don’t want that to happen, do we!?

All in all, without corruption, we can lead a peaceful life, with hope that everyone
plays his own role to make an excellent Malaysia without corruption. The National
Integrity Plan is awfully needed to make this real. The Target 2008 needs to be fulfilled.
Target 1, effectively reduce corruption, malpractices and abuse of power; Target 2,
increase efficiency in the public service delivery and overcome bureaucratic red tape; and
lastly Target 3, enhance corporate governance and business ethnics. Before I end my
speech, please remember that, if we cannot do great things, we can do small things in a
great way. We have to dislike corruption, loathe it, hate it, detest it and abhor it! Thank
you.
