BALI THE RIGHT WAY

G'day again folks and welcome to The Kuta Weekly for another go at it. Ill cut straight to the chase this week, and knowing that I've filled this page before with same story, I'm sorry but your all gonna have to hear it again. I'm talking about the issue the island seems to be having with these half-witted, brain dead F@*#^&* idiots that try to bring drugs into this country. I saw a few articles about a grandmother that has openly admitted she was bringing illegal substances into Bali for many aliasj@kutaweekly.com years and has now been caught. She didn't expect to get such a large sentence (she was sentenced to death) because she helped the authority's catch a few other idiots that she was working with doing the same thing. I'd say the Police and investigators took full advantage of the situation and got as much information as they could while they processed the women. They don't call it the Intel branch for nothing, and they do their job extremely well. These guys are highly trained professionals and are like ghosts. They are trained at an international standard and work very well to stamp out the drug trafficking into Indonesia. Anyways this old woman has decided to help the Police catch a few extra idiots, thinking that this would give her a lighter sentence. What an idiot, You know that little piece of paper that you sign when you enter the country?? It says The death penalty is applicable for drug trafficking Which part of this don't they get??? The rules have been made clear to everyone that frequents the island or the complete archipelago we know as Indonesia. It's simple, don't do it. I heard in a footnote to the case that this old lady, or for the purpose of this editorial I will refer to as the granny is apparently trying to now put a law suit on the British government for not helping her with her case. I can't really work out how she thinks it's the responsibility of the British tax payers or the government to help her out?? The deed rests squarely on her head for drug trafficking and that's that. She now has some sort of foundation going on for people to donate money to so she can engage a new solicitor to lodge an appeal?? Go figure, she is now leaning on the good nature of many travellers to the island and beyond to give her money so she can try to have a lesser sentence put on her. At the end of the day she did the crime (and apparently has done for many years) and she is now going to pay the price. I for one will certainly not be donating any money to help her with her plight, and I suggest no-one out there does as she knew the rules before she acted. I'm sorry if this editorial offends anyone who may not agree with my stance or be related to the people involved, but the reality is the truth. It's going to be a terrible few years ahead for the granny and her family and I hope she gets to the end of her journey in as quick a fashion as possible. I trust that our loyal readers stay on the right side of the law while spending time in Bali and enjoy the island for what it is. Ok a folks that's my take on things for this week. Next week I'll purge an opinion on you about the few tourists that have apparently been poisoned with methanol while enjoying a few sherbets on their trip. I find it hard to believe that these people come in groups of ten people and more and generally they all drink the same thing and only one of them gets sick with an apparent methanol poisoning case??? I'm sure that every one of our sponsors that serves drink of any kind to tourists don't use any additives that aren't endorsed by the authority's and are certainly not using methanol. Ok punters I hope the most of you stay safe, happy, healthy and always remember, your body is not a temple, it's an amusement park. Enjoy the ride. Enjoy your week, ALIASJ

BALI, LOCATION TO SUIT EVERYONE

JIMBARAN
Jimbaran is just south of the airport and Kuta. This was formerly a real backwater of south Bali, just a tiny fishing village with a daily market. That all started to change in the 1980s and Jimbaran is now home to several world class 5 star beach resorts, plus a few more moderate mid-market hotels. There is however little in the way of budget accommodation and there are also many high-end villas in this area, particularly on the ridges of high ground above Jimbaran Bay. This has resulted in monikers such as the "Beverly Hills of Bali" or "Millionaire's Row". The bay itself has a pleasant white sand beach and is very safe for swimming. The three clusters of grilled seafood restaurants on the beach are a major tourist draw in the evenings, as is the truly stunning sunset. Jimbaran is also home to a Norwegian University, Gateway College, with around 500 students studying athletics, philosphy, culture, economics and journalism. The school is located in Kedonganan close to Sari Segara Resort and in Jl, Bantas Kau where it also has a small cafe. Jimbaran has an increasing number of rather chic shops but there is little or no nightlife here. It has the advantage of being a little closer to Kuta and Seminyak and the cultural highlights of Central Bali.

THE BUKIT
Much has been written about this dusty, arid and rugged area, which forms the southern most tip of the island. Limestone cliffs of up to 100 meters in height provide some of the best views in the world, along with some deserted white sandy beaches. Everyone wants a piece of this are, from international hotel chains such as Bvlgari, Versace and Banyan Tree, to established residential villa developers looking for that perfect plot. The area offers secluded beaches, and exclusivity to name but a few reasons why this is fast becoming the place to be. Prices have more than tripled in the area over last 2 years alone with still plenty of potential to be realized, so now is a plan. Only a short 15 minutes drive from the international airport, The Bukit is fast being referred to as the new Millionaires Row.

The best option for you will depend on your personal situation, the type of property, risk factors and the type of investment model. Even though it states in Indonesian law that foreigners are not allowed to hold a 'freehold' land title, there are ways that have been in practice for a number of years that enable foreigners to control a freehold title indirectly or to hold a leasehold title in their own name.

Or foreigner permanently domiciled in Indonesia, or a foreign legal entity with a representative office in Indonesia such as foreign Banks, embassies, etc.

NOMINEE SYSTEM FOR HAK MILIK

This structure is a regularly practiced procedure in Indonesia, whereby the foreigner nominates and Indonesian representative to acquire the land and to hold the 'freehold' title (Hak Milik) on behalf of the foreigner. Ownership of the land is transferred from the previous owner to the Indonesian nominee. The foreigner and the Indonesian nominee then sign an agreement which recognizes the Indonesian nominee as the legal owner of the property whilst declaring the foreigner as the rightful owner of the property. This agreement denotes that the Indonesian nominee will carry out any directives from the foreigner regarding the land. This agreement must always be concluded in the presence of a public notary.

Rams don't do things by halves! This week you may go overboard on a project or relationship. But can you put your own needs aside and contribute as a valued member of the team?

Amusement park planned in Pakistan town where bin Laden lived

Pakistan plans to build a $30 million amusement park and outdoor activity centre on the edge of the northwestern town of Abbottabad, where U.S. special forces killed Osama bin Laden, an official said.
The private venture in the foothills of the Himalayas will include a zoo, water sports, a mini-golf course, rock climbing and paragliding, said Jamaluddin Khan, the deputy provincial minister for tourism. "The project will take five years to complete," he said. U.S. Navy SEALs killed the al Qaeda leader in 2011 in a secret raid that humiliated Pakistan's military which has an academy nearby and heavily strained ties between strategic allies Washington and Islamabad. Some U.S. officials suspected that Pakistan's intelligence agencies had sheltered bin Laden. Pakistan dismissed the idea. Authorities have demolished the large white villa where bin Laden lived, and senior regional official Khalid Omarzai said he had advised the government to build houses for local officials on the site. "The government officers in Abbottabad have been facing residential problems and we have enough space now where bin Laden's compound was demolished," he said. Omarzai added that some people suggested the government should build a public park on the land but he had rejected the idea because some might call it "Osama Park".

Japanese husbands shout their love for wives in public

Love was in the air in a Tokyo park as normally staid Japanese husbands gathered to scream out their feelings for their wives, promising gratitude and extra tight hugs.
With modesty and reticence traditionally valued over outspokenness, expressing deeper feelings like love has long been hard in Japan. That's why dozens of Japanese men gather once a year ahead of Jan 31, which in Japanese is a play on the words for "Beloved Wife," to let their feelings fly. Declarations at the Tuesday night event ranged from a simple "I'll love you forever" to expressions of gratitude for homemade boxed lunches. "I'm sorry that I've gained weight over the last seven years," a suit-clad man yelled. "But that's because the meals you cook are so delicious." The event, now in its fifth year, was thought up by Kiyotaka Yamana with the support of a local flower shop to urged Japanese men to show their affection in more explicit ways. "The economy is getting better in Japan and I see a lot of Japanese married couples getting more active in deepening their relationships," Yamana said. Wives in the audience laughed and clapped, especially when one man got down on his knees to offer his wife a bouquet. "He's very fabulous and manly today," said Yuko Todo, 33, after her husband Takeshi's performance. "It just reminded me how macho he used to be - I'd forgotten that in the eight years we've been married. My heart pounded."

ALL ABOUT BALI

'Jerungga' pommelo salad worth tasting
Rujak, a traditional Indonesian tropical fruit salad, is a favorite dish of many communities in Indonesia, as well as some of its neighboring countries, like Malaysia or Singapore.
The slices of assorted fruit, such as fresh mango, jambu air (water apple), starfruit, young papaya, pineapple and pommelo (a kind of pink grapefruit), mixed with a hot spicy palm sugar dressing may look and taste especially inviting during the hotter weather. thick, up to 2 inches, depending on the hybrid. Some come to a peaked top (where the stem joins the tree), while others are completely round. The inner fruit ranges in color from white to pink. Some farmers in Sanur still cultivate the pommelo plants, but Ibu Indra and the owners of other food stalls usually procure their fruit from Madiun in East Java. Every day, Ibu Indra sells various types of rujak and other traditional meals, such as tipat cantok, rice cake steamed wrapped in young coconut leaves mixed with vegetables, beans and peanut sauce. However, rujak jerungga is her most popular dish. Ibu Indra prepares a large amount of thick, sweet dressing made of palm sugar, chili and shrimp paste, sometimes with vinegar. She can modify the types of rujak according to the customer's demand. For rujak jerungga, she slices the pommelo's

Soliman says Geale title fight locked in

Sam Soliman has his life-long dream of a boxing world crown in sight after IBF middleweight world champion Daniel Geale agreed to their title fight.
Soliman said the fellow Australian's camp had given the fight the green light, with just the date to be finalised. "We're going to get the shot, and we've locked it in on contract," the Victorian said. "We're just waiting for the date and we'll be fighting." Soliman confirmed his status as the No.1 contender to Geale's belt with a unanimous points decision win over German Felix Sturm last week in Dusseldorf. It came four days after Geale's convincing victory over Anthony Mundine in Sydney. Geale was eyeing a lucrative re-match with former WBA champion Sturm, who he beat last year, or a big pay day in the US, but now has the 39-year-old journeyman standing in his way. Geale was last year stripped of his WBA title when he opted to fight Mundine over mandatory challenger Gennady Golovkin. Soliman (43-11, 17 KOs) said Geale (29-1-1 15 KOs) wouldn't risk losing another belt for not fulfilling a mandatory defence against him within 90 days. "Having the title gives you leverage to negotiate other fights so how will he get a shot at them if he relinquishes," Soliman told SEN radio. "He won't have any leverage, he won't have anything to put on the table. "It's a no-brainer and not only that, how bad would it be for him when the whole world wants to see us go at it." Soliman was considered a long-shot to topple the highly-rated Sturm on his home turf, particularly after a round two knockdown thanks to a potent German right hand. But Soliman said after that he "fired up" and his frantic workrate and awkward style wore Sturm down over his last three rounds. He has a reputation as one of the nice guys of boxing, alongside Geale who gained a new legion of fans against the polarising Mundine. Soliman didn't think the fight would lose any appeal without a "bad guy" element. "What he's done in his career and what I've done in mine, we don't need that buildup. "People just want to see two boxers go at it. "We've both got so much on the line neither of us are going to take a step back."

Rujak is made not only as a daily treat but also for ceremonial purposes, especially in Java where rujak is an essential part of the prenatal ceremony. In Bali, rujak is also very popular, with various fruit mixtures and sauces available. Warung Ibu Indra, a small, modest food stall located in North Denpasar, offers a delicious pommelo rujak, locally known as rujak jerungga. In the past, pommelo was known as jeruk Bali the Balinese citrus fruit, as it was cultivated massively on the island prior to being hit by a plant disease. Pommelo is considered to be the king of citrus fruits for its sheer size: Some varieties are the size of a small basketball, while others are like an enormous grapefruit. Pommelos also vary in color, from dark green on the outside to a coral-orange color and sometimes even yellow. The skin can be very

pink juicy fruit, then pours the thick dressing onto the fruit. Humble: Ibu Indra's simple warung only has five main items on its menu. Ibu Indra also sells kolak ubi, a traditional sweet dessert made of sweet potatoes in a palm sugar and coconut milk dressing. For those who want to make rujak jerungga at home, Ibu Indra also sells jerungga fruit and bottles of rujak dressing. Fruit lovers you may just find rujak jerungga fills that missing gap in your culinary experience.

Buddy says he will stay a Hawk

Hawthorn star Lance Franklin is unapologetic that his AFL future is now a massive issue that will hang over the club throughout the year.
The two-time Coleman Medallist acknowledges that his decision to postpone contract talks with until the end of the season had shocked the Hawks, but is confident it will not hurt their 2013 campaign. Franklin, arguably the league's top player, becomes a restricted free agent at the end of the year. He follows Chris Judd, Gary Ablett, Tom Scully and Travis Cloke as star players whose futures became the focus of media scrutiny through a season. "I obviously love Hawthorn and they've been an absolutely great footy club for myself," he said. "But it was my decision and it was something I wanted to do. "I know there will be a lot of speculation about what I'm going to be doing at the end of the season." Asked about his plans, Franklin replied: "at this stage, I want to stay at Hawthorn." He later added: "I have no intentions of leaving the football club, but it is what it is," he said. "I just want to play footy." This is already a crucial year for the Hawks, who were upset by Sydney in last year's grand final. Crucial year Hawthorn remain premiership favourites, but are yet to fulfil the potential they showed by winning the 2008 flag. "The footy club we have is very strong and we have some really good leaders," Franklin said. "Our group as a whole is very tight. "I have no real issues there - it's obviously going to be the media that's pumping it up more than ever." Franklin also admits he caught the club off-guard with his decision. "It's going to be a distraction and obviously the footy club is shocked that I didn't sign," he said. "I don't get entangled in anyone else's contracts ... it's just something that's not talked about. "We'll just look forward to playing footy and hopefully winning a premiership." Franklin, who turned 26 last week, has played 161 games for the Hawks since his 2005 debut. Franklin's manager Liam Pickering later said the key forward might change his mind on postponing the contract talks. "He might turn around in a month and say 'mate let's just get this done,' but at the moment he's not saying that," Pickering told SEN radio. "Hawthorn aren't sitting on their hands here,

Arthritis
A drunk man who smelled of beer sat down on a subway next to a priest. The man's tie was stained, his face was plastered with red lipstick, and a half-empty bottle of gin was sticking out of his torn coat pocket. He opened his newspaper and began reading. After a few minutes the man turned to the priest and asked, "Say Father, what causes arthritis?" The priest replies, "My Son, it's caused by loose living, being with cheap, wicked women, too much alcohol, contempt for your fellow man, sleeping around with prostitutes and lack of a bath." The drunk muttered in response, "Well, I'll be damned, then returned to his paper. The priest, thinking about what he had said, nudged the man and apologized. "I'm very sorry. I didn't mean to come on so strong. How long have you had arthritis?" The drunk answered, "I don't have it, Father. I was just reading here that the Pope does.
I've sure gotten old! I've had two bypass surgeries, a hip replacement, new knees, fought prostate cancer and diabetes I'm half blind, can't hear anything quieter than a jet engine, take 40 different medications that make me dizzy, winded, and subject to blackouts. Have bouts with dementia. Have poor circulation; hardly feel my hands and feet anymore. Can't remember if I'm 85 or 92. Have lost all my friends. But, thank God, I still have my driver's license.

The English
On a train from London to Manchester , an Australian was berating the rather well-to-do Englishman sitting across from him in the compartment. "You English are too stuffy. You set yourselves apart too much. You think your stiff upper lip makes you above the rest of us. Look at me... I'm ME! I have Italian blood, reek blood, a little Irish Blood and some Aborigine blood in me. What do you say to that ? The Englishman replied, "Awfully sporting of your mother, old chap!"

Hawthorn have put together a reasonable offer. "They would prefer to do it now, and I get that." Pickering also insisted he had not received any offers from rival clubs.

Bowen at peace with JT leaving Cowboys

It kills him to say it, but Matt Bowen reckons he is at peace with NRL partner-in-crime Johnathan Thurston leaving the North Queensland Cowboys.
Bowen has combined with Test pivot Thurston in an impressive NRL highlights reel. Yet Bowen understands how the off-contract Thurston could be swayed by interest from a reported pack of 10 rival clubs led by Penrith. Bowen - recovering from shoulder surgery - joined Thurston at the Indigenous player camp on Queensland's Sunshine Coast ahead of this weekend's All Stars clash in Brisbane. And he would not be surprised if Thurston walked away at the end of the 2013 NRL season. "What decision he makes I am all for it. If he decides to move then good on him," Bowen said. The Cowboys hierarchy had hoped the recent re-signing of controversial Test prop James Tamou would help convert the string of off-contract stars at North makes." Still, Bowen hoped Tamou had sent a message about the Cowboys program by signing on until 2016. "Definitely. Jimmy came up here and signed on. He is playing well and is only going to get better," he said. Bowen believed he would be fully fit by the Cowboys' final trial against the Gold Coast Titans at Mackay on February 23. He will miss the All Stars clash but still believed it was relevant - despite the likes of Melbourne's Billy Slater and Cooper Cronk brushing it in order to be fit for the World Club Challenge against English champions Leeds. "It is (relevant). A lot of people want to play in this game," Bowen said of the All Stars clash. "Obviously there is the World Club Challenge and that is how they (Melbourne) want to "Johno is keeping his cards start the season. close to his chest," he said. Speaking from the "Personally I will be right Indigenous side of things these behind whatever decision he boys really want to play for that jersey and their people." Queensland this season, including Bowen, Matt Scott and Brent Tate. But even Bowen had been kept guessing about Thurston's intentions ahead of the season kick-off.

Grand Prix likely to continue in Melbourne

The Victorian state government is set to swallow the mounting costs of the Australian Grand Prix and negotiate for an extension of the race.
Premier Ted Baillieu is likely to begin talks later this year on a new deal to keep the event at Albert Park after the current contract ends in 2015. The government said that figures revealed recently suggesting Formula One supremo Bernie Ecclestone was reaping $30million from the Melbourne GP were misleading. However the Baillieu Government said it is committed to reducing the costs involved in any new arrangement. "There are three more races under the current contracts and we will see out those and commence discussions at an appropriate time," Mr Baillieu said. While he would not give an iron-clad guarantee that the race would go ahead at any cost, Mr Baillieu said it had proved to be an invaluable asset to Melbourne over the past 17 years. "I say again the grand prix has been good for this state, good for this city and is a key part of our major events calendar and that c a l e n d a r g i v e s Vi c t o r i a a competitive edge," Mr Baillieu said. "I am very confident that the grand prix has been good for Melbourne and Victoria, will be good for Melbourne and Victoria. "We intend to do whatever we can to ensure our major events calendar remains strong and the grand prix has been a part of that and we look forward to it being a part in the future." Asked whether the race could continue at a cost of $50million a year, Mr Baillieu said: "The benefits are very substantial." "We need to weigh up the benefits and we will endeavour to get the best possible deal we can," he said. He said that the $30million fees reportedly paid to Ecclestone were "not news to that extent" but had been misunderstood. According to Mr Baillieu the money did not go directly into Ecclestone's pocket. "Those fees cover the arrival, the production of the grand prix itself - all of the equipment and personnel that is brought here and they go to the company which runs the grands prix around the world." Mr Baillieu said if the grand prix were to be lost Melbourne would come to realise how valuable it was. "It brings together people from all over the world in precision manufacturing, in automotive, in racing - and we see the results. "The Auto show last year was an outstanding success, Melbourne-based companies signed contracts as a result of that auto show drawn here by the grand prix," he said. Grand Prix Corporation chief executive Andrew Westacott confirmed that talks on a new contract would begin later this year.

Young Carlos was heavily influenced by Ritchie Valens at a time when there were very few Latinos in American rock and pop music. The family moved from Autln de Navarro to Tijuana In La Colonia Libertad, the city on Mexico's border with California, and then San Francisco. Carlos stayed in Tijuana but joined his family in San Francisco later and graduated from James Lick Middle School and in 1965 from Mission High School. Carlos was accepted into the California State University, Northridge and Humboldt State University, but turned down these offers. Javier Btiz, a famous guitarist from Tijuana, was said to have been Carlos's guitar teacher who taught him to play a different style of guitar soloing. After learning Javier Batiz's techniques, Santana would make them his own as well. Early career In San Francisco, he got the chance to see his idols, most notably B.B. King, perform live. He was also introduced to a variety of new musical influences, including jazz and folk music, and witnessed the growing hippie movement centered in San Francisco in the 1960s. After several years spent working as a dishwasher in a diner and busking for spare change, Santana decided to become a full-time musician. In 1966, he gained prominence by a series of accidental events all happening on the same day. Santana was a frequent spectator at Bill Graham's Fillmore West. During a Sunday matinee show, Paul Butterfield was slated to perform there but was unable to do so as a result of being intoxicated. Bill Graham assembled an impromptu band of musicians he knew primarily through his connections with the Grateful Dead, Butterfield's own band and Jefferson Airplane, but he had not yet picked all of the guitarists at the time. Santana's manager, Stan Marcum, immediately suggested to Graham that Santana join the impromptu band and Graham assented. During

the jam session, Santana's guitar playing and solo gained the notice of both the audience and Graham. During the same year, Santana formed the Santana Blues Band, with fellow street musicians, David Brown and Gregg Rolie (bassist and keyboard player, respectively). With their highly original blend of Latin-infused rock, jazz, blues, salsa, and African rhythms, the band (which quickly adopted their frontman's name, Santana) gained an immediate following on the San Francisco club circuit. The band's early success, capped off by a memorable performance at Woodstock in 1969, led to him signing a recording contract with Columbia Records, then run by Clive Davis. Santana Santana was signed by CBS Records and went into the studio to record their first album. They were not satisfied with the release and decided changes needed to be made. This resulted in the dismissal of drummer Bob Livingston. Santana replaced him with Mike Shrieve, who had a strong background in both jazz and rock. Percussionist Marcus Malone was forced to quit the band due to personal problems, and the band reenlisted Michael Carabello. Carabello brought with him percussionist Jose Chepito Areas, who was already well known in his country, Nicaragua, and, with his skills and professional experience, was a In 1969, Santana's performance at the Woodstock festival introduced the band to an international audience and garnered critical acclaim, although the band's sudden success put pressure on the group, highlighting the different musical directions in which Rolie and Santana were starting to go. Rolie, along with some of the other band members, wanted to emphasize a basic hard rock sound which had been a key component in establishing the band from the start. Santana, however, was increasingly interested in moving beyond his love of blues and rock and wanted more jazzy, ethereal elements in the music, which were influenced by his fascination with Gbor Szab, Miles Davis, and John Coltrane, as well as his growing interest in spirituality. At the same time, Chepito Areas was stricken with a near-fatal brain hemorrhage, and Santana hoped to continue by finding a temporary replacement (first Willie Bobo, then Coke Escovedo), while others in the band, especially Michael Carabello, felt it was wrong to perform publicly without Areas. Cliques formed, and the band started to disintegrate.

Nudists in famously tolerant San Francisco lost a bid to block a city ban on nakedness in public places, when a federal judge threw out a legal challenge that argued public nudity was akin to political expression.
San Francisco city leaders last month approved the ban on baring it all in streets, public plazas and the transit system to curtail public nudity, which some residents and business owners complained had gotten out of control. The efforts to clamp down have caused a flap in the city, where men in particular are known to parade naked through the streets of the predominantly gay Castro District. Some residents say nudists, and specifically a group known as the Naked Guys, have gone too far with their constant presence at a square in the Castro District. But nudists claim they have a right go naked in public

the war, public nudity in and of itself is not commonly associated with expression of a particular message," Chen wrote in his decision. He also noted that the law allows nudity on beaches and during certain events that require city permits, such as the gay pride parade. The attorney for the nudists, Christina DiEdoardo, said they were still determining their next step. But she said nudists could mount a renewed challenge once the ordinance goes into effect if they are arrested while protesting the law, since they could then explicitly link their nudity to political expression. "The judge seemed to issue an open invitation to file an amended complaint," she said. A demonstration is scheduled for Friday outside San Franciso' City Hall.

and say politicians in San Francisco, which has often celebrated the bizarre and unconventional, should leave them alone. Four nudist activists sued in November, even before the measure barring public nudity was passed by a slim majority of the Board of Supervisors, saying it would violate their constitutional right to free expression. However, U.S. District Judge Edward Chen concluded that "nudity in and of itself is not inherently expressive," and denied the nudists' request for an injunction blocking the measure, which is due to go into effect on Friday. Violators face fines of up to $100 for a first offense and $200 for a second. A third violation can bring a year in jail and a $500 penalty. Hong Kong aims at smugglers in bid to stop run on baby formula milk
Hong Kong introduced measures to tackle a shortage of baby milk formula as food safety conscious mainland Chinese people flock to the city to stock up on supplies ahead of a Lunar New Year holiday. The Hong Kong government cut the luggage allowance on trains that connect the city to the mainland to 23 kg (50 lb) from 32 kg (70 lb) and limited the number of cans of milk powder a person can take back into the mainland to two per visit. It said it would also set up a hot line allowing Hong Kong mothers to place orders for seven brands of infant formula and ensure that orders placed by this weekend are delivered by the new year holiday, which starts on February 10 and runs for a week in China, when most shops are closed. A series of scandals involving food produced in China, including milk, has sapped the confidence of many mainland consumers, who have flocked to Hong Kong to shop, angering residents of the wealthy city who say the problem has led to shortages and pushed up prices. "The scandals here definitely have had an effect," said Kevin Der Arslanian, a business analyst at China Market Research Group in Shanghai. "People don't trust necessarily that the product they buy is real or the quality is
good." High import taxes in China have also created a thriving grey market for traders who buy products tax-free in Hong Kong and take them on crowded trains across the border on trolleys, in suitcases or stuffed in their jackets, to resell for a profit. Hong Kong was guaranteed a degree of autonomy when it returned to China under a deal that ended to secure 100,000 by February 28 to draw a response from the U.S. government. Demand for Hong Kong's high quality and regulated infant formula brands shot up in 2008 when a melamine milk powder scandal made nearly 300,000 mainland Chinese children sick. Cans of infant formula Frisolac Gold 1 were on sale for HK$260 ($33.52) at a pharmacy in Hong Kong's Mongkok district on Friday. It sells for 261 yuan ($41.97) at 360buy.com, an online retailer in China. Pharmacy owner Charles Mui said he tried not to p r o m o t e smuggling: "I only sell milk powder to customers who really use the products to feed their babies." C h i n e s e visitors have also been snapping up milk powder products in Europe and Australia, while the former Portuguese territory of Macau, across the mouth of the Pearl River from Hong Kong, announced a plan on Monday to give city parents priority in buying baby formula. Recent fears over the quality of chicken in China hit sales at mainland branches of McDonald's and Yum's KFC, and further undermined consumer confidence. British rule in 1997. The babymilk shortage is the latest in a string of issues that have troubled ties between the capitalist city and communist mainland. Hong Kong people are so frustrated over the baby milk they have turned to U.S. President Barack Obama for help, launching a petition on a White House web site saying babies in the financial centre faced malnutrition and their government is failing to solve the problem. The petition had attracted 13,422 signatures since it was launched on Tuesday. It needs

An Austrian member of the European Parliament is under investigation over suspect expenses claims totalling 1.3 million euros, including one item listed as "elephant".
In a request to the European Parliament to waive Hans-Peter Martin's immunity, the Vienna p r o s e c u t o r ' s o ff i c e s a i d i t suspected the independent MEP of embezzling public funds and making money "illicitly for himself or a third party by fraudulent means". "It is suspected that, by using money for the reimbursement of election campaign costs for purposes other than those intended, Dr Hans-Peter Martin has committed crimes of misuse of funding ... and embezzlement,"

Another concerns the employment of a parliamentary assistant at a cost of 67,343 euros. The prosecutor said it suspected the individual "never actually carried out work" for Martin in connection with his parliamentary activities. One claim for 2,200 euros was identified in accounts as being for an "elephant". Martin says he in fact meant to claim for books about Auschwitz from an Austrian publisher called "Ephelant". The publisher does offer such a book, priced at 22 euros.

"I see a direct link between the fact that I have made these things public and now false allegations being leaked to the press," Martin said. Asked about some of the details and figures set out by the prosecutor, Martin said they were accurate but that no embezzlement was involved. The prosecutor's request details a series of suspect or unexplained expenses that were claimed either in Austria or via the European Parliament. Among them is a payment of 832,800 euros for "public

German Catholic Church may back some "morningafter pills"

Germany's Catholic Church may approve some socalled morning after pills for rape victims after a leading cardinal unexpectedly announced they did not induce abortions and could be used in Catholic hospitals.
Cardinal Joachim Meisner of Cologne, an ally of Germanborn Pope Benedict, changed his policy after two Catholic hospitals refused to treat a rape victim because they could not prescribe the pill, which is taken after sex to avoid pregnancy. The Catholic Church firmly opposes abortion and artificial birth control. Many Catholics see all emergency contraceptives as abortion-inducing drugs banned by this policy, but Meisner said some prevent fertilization and could be used in rape cases. "The German Bishops' Conference is holding a regular meeting in two weeks and the issue will certainly be on the agenda," Cologne archdiocese spokeswoman Nele Harbeke said. "The bishops' conference must in principle agree on a common line." Meisner, 79, has in the past rejected emergency contraceptives as producing a "just-in-case abortion". The pills have become a hot issue in the United States as many Catholics oppose President Barack Obama's health reform in part because it mandates Catholic hospitals to provide birth control for female employees. One pill, marketed as "Plan B" in the United States and based on the synthetic hormone levonorgestrel, is rejected by these critics as an abortifacient, but might meet Meisner's criteria. The Cologne incident sparked uproar in Germany last month and the cardinal apologized publicly, saying it "shames us deeply because it contradicts our Christian mission and our purpose". CONSERVATIVE VIEWS Meisner's change of mind made headlines because he is known for his outspoken conservative views. The surprise was compounded when another conservative, Berlin Archbishop Rainer Woelki, urged the Church to debate the issue. Meisner said he had changed his view after learning from scientists that some newer pills did not abort fertilized eggs but rather prevented fertilization altogether. "If a medication that hinders conception is used after a rape with the purpose of avoiding fertilization, then this is acceptable in my view," he said. His office stressed in an accompanying statement that this exception was valid only in rape cases and not within Catholic marriage, w h e r e artificial contracept i o n i s banned. I t also said there was no change to the ban on the soc a l l e d abortion pill, based on the drug mifepristo ne or RUMifegyne or Mifeprex. Harbeke said Meisner had consulted the Vatican as well as a 2009 directive for Catholic hospitals in the United States that says a rape victim "may be treated with medications that would prevent ovulation, sperm capacitation or fertilization". That directive by the U.S. bishops' conference does not name the Plan B pill - marketed elsewhere as Levonelle, NorLevo, Postinor-2 or Optinor which some U.S. Catholic hospitals use and others do not, depending on their reading of Church teaching. The German Catholic Hospitals' Association hailed Meisner's statement for spelling out what they can do for rape victims. We are still against the abortion pill," association official Thomas Vortkamp told Cologne's Catholic broadcaster Domradio. "But it helps to know we can give a 'morning-after pill' in cases of raped women who must be helped urgently."

Bali causes WA dengue spike

Queensland which is the completely explain the big WA had a record 531 cases of dengue fever last year more only part of Australia where there increase in dengue fever in those than any other State and is local transmission of dengue returning. They speculated the rise three-quarters of them were virus," the spokesman said. Tropical and subtropical could be related to changes in the contracted in Bali. A sharp rise in Australian cases of the mosquito borne viral infection, fuelled mostly by West Australians holidaying in Indonesia, has raised fears of more local transmission and the infection becoming endemic in Queensland. A WA Health Department spokesman said that 79 per cent of last year's record WA dengue fever cases were from Indonesia, almost all contracted in Bali. It topped the previous high of 508 cases in 2010. "Reflecting the large numbers of West Australians who travel to Bali, more cases of dengue fever have been reported in WA in each of the past three years than in any other Australian State or Territory, including mosquitoes spread dengue fever. Symptoms include high temperature and feeling generally unwell, but serious complications include dengue haemorrhagic fever and dengue shock syndrome. There is no specific medical treatment or vaccine. A recent report by the Health Department and National Arbovirus and Malaria Advisory Committee urged travellers to take precautions against mosquito bites in South East Asia. The researchers said though the number of Australians going to Indonesia, particularly from WA, had risen sharply in recent years, it did not presence of dengue fever in places such as Bali or because tourists were behaving differently and putting themselves at greater risk of infection. They also warned that dengue fever could become endemic in Queensland and the type of mosquito which carried the virus could move into northern parts of WA and the Northern Territory. "Infected travellers returning to north Queensland and transiting to other States can also present the risk of starting local outbreaks," they said.
