Executive Officer: 08/18/2011 Randi Rosenqvist PRELIMINARY ASSESSMENT OF PSYCHIATRIC CONDITIONS REGARDING ANDERS BEHRINGER BREI VIK. At the request I am here preparing a note on my review of ABB's situation here a t Ila. I do this despite the fact that my information about ABB is inadequate. I have read some of what has been in the newspapers, I have read his posts on dok ument.no and have had unsystematic information from the prison. I have not had d irect contact with him. This is the premise of this note to be seen as a prelimi nary assessment. From what has emerged about his long and thorough preparation of the attacks, I consider it as if he has developed a much better ability to plan and delay grati fication of needs (good impulse control) than the majority of inmates in prison. Based on the fact that he actively wrote publicly about his ideology for a long time before the attacks, and so "with him in secret" has written on the so-calle d manifesto in which his views have been much more dramatic, I interpret that he has a good ability to do "double bookkeeping", he manages to sort out what he w ants to go public with, and that he will not acquaintance Gore for the dramatic stage. This requires good cognitive function, ability to judge what is profitabl e to grant and what should be kept hidden, and again, good impulse control. It is remarkable with ABB, as I see it now, his unusualy narcissistic personalit y with grandiose ideas. He has also demonstrated the ability to not show empathy for victims, in which extent, suggesting a fundamental relationship disorder, p urely antisocial or as a schizotypal disorder, I need more information to consid er. It is the information I have about ABB no evidence of psychotic functioning today, although his perception of himself seems quite a reality burster. His functioning here in prison is characterized that the courtesy and acceptance of the framework that officials and health workers are working under, even thou gh he probably will take it. He had probably expected a rougher treatment in pri son and is surprised (and pleasantly surprised?) over that he will not be abused . It seems as if the first ten days were relatively "high on adrenaline and action ", and then got a float from depression before he embarked on efforts to plead i ts case, which put him in a better mood. It is also possible that these fluctuat ions are connected to different psychoactive substance coming out of the body. H e may have had a temporary 'withdrawal period (epinephrine or other substance). He has served in various interviews and on inspection, talked to experts and the ir lawyers. He has received special treatment in prison in the form of access on a PC in his own cell. He has also noted the many extraordinary circumstances ar ound his person, transportation, high readiness, construction of the glass wall in conjunction with the Division G, frequent audits through the hatch etc. It's unclear what he had expectations of prison, he did not know what is reasonable t

o ask whether and which control the other inmates are subjected to, yet he must have been aware of the extraordinary efforts of his person. He has been employed daily by health care professionals who have not found reaso n to consider him as in need of treatment or suicidal. Risk assessment with recommended management measures: ABB seems increasingly to be a man with a mission. He has been willing to go to extreme acts allegedly to bring out his message. It should however also be an op ening for his motivation for the attacks have been other, more complicated than what he expresses. He stated that he wants to use the criminal case as a podium to reveal his ideology. He also stated that he knows that 95% of Norwegians toda y will despise him, but said when asked he will be a historical hero in a few ye ars. I believe that this, in the context of the above, indicate that ABB themselves w ill want to stay alive until the trial is over. I would think that he does not w ant to be interested in carrying out "normal" violence that harm employees of pr ison, he has enough demand that his crimes should be spectacular. His good impul se control will probably also prevent a sudden violent impulse of acute frustrat ion. It is likely that the time of the detention orders may be vulnerable periods. I assume that he will continue, as he has hitherto done, to come with different re quirements that neither the court or prosecuting authority can comply. I assume that he "must" do this in order to maintain his self-esteem, he is probably most interested in the noise around such claims than they actually result in changes . I think that in the autumn will be able to spend much time writing notes to hi s defense, and that this is an activity in which he confirms himself and thus ge t better. The prison should continue to pave the way for him to do that the daytime when h e is not busy with other things (questioning, conversation with defense counsel or experts). His "manifesto" was the 1500 pages, and he managed to write this wi thout confirmation from the outside world. This is something that I am sure that he is able to write for hours and enthused by his own arguments. If he stops wr iting when he can, the reason should be sought. There may be some good reason for this, but it can also be a sign of despair. He has since he came to Ila provided the spark of life in percent. Zero percent wo uld indicate the apathy, the assassination he would have had 95%. He has stated that he does not necessarily suicidal at O%, but if this persists, he may be. He has stated that he has at least ten methods of suicide (which he calls "self-te rmination") is in prison. I think that there is no point in placing too much emp hasis on these percentages. He is nevertheless able to "trick us" if he wants to be perceived as non-suicidal when planning a suicide. In my opinion it is more reason to assess his general activity level. He should bleed / trim every day. He has stated that he trains on the cell several hours e ach day, which is unlikely as he has observed. Aerobic exercise training outside their own cells will be, positive, officials should sign the strict time interv als and intensity. As it gets smaller events around him, when experts and prosec utors finish calling, prison should facilitate the activities of his isolation. Physical activity has already been mentioned, he should be encouraged to read an d listen to music / watch TV. After conversations with the police is closed, it is reasonable that the officials are talking more with him. It is recommended th at you still can not talk about his case, even though it may be difficult to ste

er clear of, one that people talk about TV programs, music, other news, etc. I t hink ABB needs to emerge as the big man in such calls, I do not see it as approp riate officials of trying to "jack him down," but they must of course do not act as seduced by his thoughts. I find it likely that the great psychological case will only come when the trial ends. He will then have existential problems - "was this all??". Prison authori ties must consider care. For the time being, I think it's good for the security that he feels like a VIP prisoner, which he is, actually. I believe that prison will have the least problems with him as long as he can maintain his facade, his megalomaniac self and steady activity. It can of course be that the time until trial is still long for ABB and he devel ops a depressive reaction and wonder what it is he has done, with the consequenc es it will have on suicidality and more. However, I find this less likely. I fin d it more likely that if his psychological defense fails, he will be manic psych osis with obvious delusions, opposed to the current situation where he has an in flated ego and is systematic and controlled.
