The Department of Social Welfare and Development-(DSWD-8) bagged awards for last years implementation of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) during the recently concluded DSWD 62nd anniversary celebration held at the DSWD National Project Management Office (NPMO) in Quezon City, Manila. Region Eight garnered the following awards: best in finance team, most promising gender mainstreaming initiative on improving womens participation in paid labor, best peacepromoting projects, best public and private partnership (PPP) initiative, and most effective conflict-sensitive planning and implementation. Indeed, throughout much of the ancient world, the snake, or serpent, was symbolic of underworld evil and chaos. But like almost everything, snakes also have their good points, and hence they also represented life and healing note the serpents in the caduceus, the symbol of the medical profession. In Chinese culture, nding a snake in your house was considered a good thing since it meant the family would have enough to eat. Furthermore, the snake represents, among other things, intelligence and wisdom. And since we never have too much of those qualities, the Year of the Snake, which begins Sunday, is arriving just in time.

After the last election, an alleged operator claims succeeded manipulating the result. Whether or not it is true, the public wonders the expos never passed congressional inquiry.
The glitches of the voters counting machine created impressions that the manipulation may be true. Remember the unseating of former Senator Miguel Zubiri? It was found out there was a dagdag-bawas, in English, add-subtract, done during the mid term election under former President Gloria Macapagal-Arroyo. If it was done in the past. could it not be possible this coming May 2013 election? While it is true that Comelec Commissioner Ricardo Brillantes, an election lawyer, knows what is to be
done to avoid cheating, the question exists: Can he control the whole election system? How about the modern technology? Is it foolproof? The way the mock election was held seems there is no assurance the machines will be hundred percent relied upon. How will the people trust those chips containing the program

And its good that it will now be the national government who will pay the premium as it is the only entity which can afford the higher price (of the premium), Bacareza said. Under the new scheme, from the current P1,200, the premium will now be doubled or at P2,400. This new and higher amount, Bacareza said, would make the local government units complain. According to the PhilHealth official, the premium to be paid by the national government would come from the income generated from the implementation of the sin tax. The sin tax law has been passed. I think the money is now available, Bacareza said. The new scheme is expected to be implemented by June of this year.
At present, there are more than 167,000 poor families enrolled by various local government units across the region. Bacareza also said that the beauty of this new design is that the health program could be insulated from politics. The distributions of health cards have been one of the most abused practices among local leaders especially during election time as they distribute these cards as a way to entice prospective voters and boost their chances of winning. (Aside from the fact) that we can now demand higher prices, we can now avoid in turning the distribution of the PhilHealth cards into a political issue, Bacareza said. According to him, the listing and identification of prospective beneficiaries under the program would be done by the Department of Social Welfare and Development (DSWD). He, however, admitted that this set up is not fool proof as abuse is still possible considering that many people find ways just to find loopholes and exploit the process.
