EXCERPTS FROM THE PRE PLANNING MEETING for 12th Luzonwide Higher Education Press Conference held Sept

24-25, 2012 at the La Piazza Hotel and Convention Center, Legazpi City 1. Host Region and Date The 2012 Luzonwide Higher Education Press Conference will be hosted by the Bicol Association of Tertiary Schools Publication Advisers (BATSPA) Inc. Region V in Legazpi City on FEBRUARY 10-13, 2013. 2. Theme The theme of the conference shall be Responsible Campus Journalism in the New Media Technology.

OBJECTIVES General: 1. To provide an effective medium in the development and promotion of campus journalism, imbibe consciousness among the campus writers an understanding of responsible expression and appreciation of the many contributions the school paper gives to the school, community and the nation as well. 2. To improve the quality of management and production of campus papers. Specific: 1. To undertake activities that will develop the campus writers creativity, analytical mind and integrity. 2. To identify and give recognition to outstanding campus writers and campus papers. 3. To provide an avenue for intellectual and social interaction among student and adviser delegates. 4. To create an atmosphere of competitiveness and excellence in undertaking journalism activities and towards achieving the goals of campus journalism.

4. LEGAL BASIS Section 8 of Republic Act 7079 (Campus Journalism Act of 1991) states that the Department of Education, Culture and Sports shall sponsor periodic competitions, press conferences and training seminars in which studenteditors/writers and teacher-adviser of student publications in the elementary, secondary and tertiary levels shall participate. Such competitions, conferences and seminars shall be held at the institutional, divisional, and regional levels, culminating with the holding of the annual national elementary,

secondary or tertiary School Press Conferences in places of historical and/or cultural interest in the country.
5. Venue No specific venue has been identified as of September 25, 2012. The Organizers thorugh the ALTPA shall finalize the specific venue once final details are already available for press release. 6. Registration Fee

A registration fee of P4,000 will be charged each delegate to cover 3-nights and 4 days accommodation and meals, conference kits and other seminar costs. Check in of delegates starts 2 pm on February 10 and check out shall be 12nn of February 13. First meal starts at dinner on February 10, and the last meal is breakfast on February 13. ONLY Principal meals will be served
during the conference.

The Opening Ceremony shall be held on February 10, 2013 around 2-4PM. b. Regional CHED Directors shall be invited however, the directors allowance, travel, stipends, hotel accommodation shall be the responsibility of their respective Regional Association . Only food shall be provided by the Host region. c. To properly identiify the participating regions during the Openign Ceremony, the following color coding of Regional Shirts shall be implemented as follows;

9. Individual Writing Contest: a. Eligibility. Any bonafide college student and a member of the school publication are eligible to participate in the Luzonwide Press Conference. Certification from the school registrar is required upon registration. b. Participation in the individual writing contest is exclusive to the top 5 regional winners as certified by the report from the Regional Association Presidents. c. There will be 12 contested categories in English and Filipino. The following: EDITORIAL WRITING, SPORTS WRITING, EDITORIAL CARTOONING, PHOTOJOURNALISM, FEATURE WRITING, POETRY WRITING, DEV COM WRITING, COMIC STRIP DRAWING, COPYREADING/HEADLINE WRITING, NEWS WRITING, COLUMN/OPINION WRITING and LITERARY GRAPHICS ILLUSTRATION.

d. Contestants in Editorial Cartooning will use charcoal and/or pencil only. 1/8-illustration board will be used for the competition. e. Use of ink in Comic Strip Drawing is allowed. Comics drawing should be in 4 boxes. 1/8-illustration board will used for the competition. f. For Literary Graphics Illustration, contestants are to interpret a poem or any prose to be given by the lecturer/judge in a 1/8-illustration board. Any medium with maximum of six (8) colors are allowed.

g. Writing style in opinion writing will be informal, with commentary breaks on national or developmental issues. h. Photojournalism contestants will be using digital SLR Cameras however printing cost for 6 pictures shall be shouldered by the contestants. Only one (1) photo shall be used as official entry during the Phase 2 of Photojournalism using 1/8 illustration board. i. Top 10 will be announced winners, all will receive medals and certificates of recognition, while certificates of merit will be awarded to the contestants adviser.

10. Group Competition: a. School papers/publications published within the present academic year (June 2012-January 2013) will be considered entry to the group competitions. b. There shall be 5 brackets: MAGAZINE, NEWSLETTER, TABLOID, BROADSHEET and LITERARY FOLIO. c. Schools can enter their publications in ANY or ALL bracket category provided no duplication of the same bracket type as entry. d. Standard Sizes of Print Publications shall be observed (stated below). Discretion of the organizing committee shall be respected in determining acceptance of entries deviating from the following sizes: Magazine (8.5 x 11.5 or 9x12, minimum of 24 pages) Best Newsletter (8.5 x 11.5 or 9x12, minimum of 12 pages Best Literary Folio (any size, minimum of 40 pages) Broadsheet (13/13.5 x 22, minimum of 12 pages) Tabloid (12 x 18 , minimum of 12 pages) e. Mimeographed and computer printed papers will not be allowed for competition. f. Seven (7) copies are required for competition. g. Top 10 will be announced winners, the first 5 shall receive trophies and certificates while 6th-10th places shall receive certificates of recognition. h. entries in the group competition. j. Failure to comply with these requirements will disqualify the paper from the contests. NOTE: No contestants shall be allowed to take the contest once the competition has started, hence in cases of conflict of contest schedules, the contestant shall choose which contest he/she will join. Sessions are given 2 hours, the 1st 45 minutes is allotted for the lecture and the rest of the hours shall be for the contest. Contestants can skip the lecture part if he/she is attending another contest but has to make sure

he/she will check in with the proctor on or before the contest starts. Dress code shall be properly observed. No contestants shall be allowed inside the contest rooms in house clothes. Advisers are not exempted from this house rule. 11. Best Blogger Award. During the 12th LHEPC Closing Ceremony, this award will be given from among the submitted entries.
