4- Step Procedure I. Relevant Facts

The protagonist, is a head of a small aid agency in the Congo. The agency is tasked to provide services for refugees who have fled the several civil wars in the region. Currently, they are giving assistance in a camp of fifty people, where the people, including the population of children, in the said camp have acquired blindness because of a peculiar parasite which destroyed the cornea of their eyes. As head of the agency, the protagonist tried to call out for some assistance from Doctors Without Borders (a nongovernment agency), however, the possible cure/ remedy might be difficult to perform. On the other hand, the said nongovernment agency referred another Chinese Aid Agency which would willingly help the affected people although; the goods donated are bought from the corrupt prison wardens who execute criminals.

Issues

a. Factual Issues The matter regarding execution of criminals as well as selling of body parts are of which the moral issue which causes the protagonist to think whether or not to accept the said donations. These impelling concerns are yet unresolved since many countries have now accepted such matters. However, other countries, especially those religioninfluenced ones, are strongly against to such matter since it would violate their belief. On the other hand, this issue also led the protagonist to consider whether or not to accept such offer because the protagonists acceptance would tantamount to his tolerance from buying and selling of body parts as well as executing criminals by the prison wardens. b. Conceptual Issues Corneas the transparent part of the coat of the eyeball that covers the iris and pupil and admits light to the interior. It is a vital part of the eye for man to be able to see.

Execution of the prisoners depending upon the law of a country, execution may be legal or illegal. The issue comes if the mode of execution is acceptable to people or is in line with what is prescribed by the law.

Taking and selling of the human body part generally, selling of human body part is an unacceptable act. What the issue about selling the human body part is it is not sanctioned by the government. It is only done by those people who would want to take advantage of the profit that they can gain.

c. Ethical/Moral Issues

The issue is about whether the killing and selling of human body part is accepted in their culture. If we consider those situations here in the Philippines which is a Christian country, it is not acceptable because Filipinos value life and has respect for life. However, because of cultural relativism, those acts may still be acceptable in those countries.

III.

Alternatives 1. The person is hesitant to receive the corneas due to how it was obtained. As an alternative, he may look for other donors whose real intention is to help those refugees and not to make business with them. 2. The second alternative is to ask the people if they would want to accept those corneas despite of how it was obtain. If we look at it, the persons who were executed were prisons and if we compare it with the benefits of helping the refugees, the benefit is offering a better deal.

IV.

Primary Stakeholders The primary stakeholders would be the community that needs immediate assistance because of their health conditions. Also the agency would be at stake if decisions are not done properly. The agency may not be entrusted anymore to provide services in any other cases.
