5.8.6 DEMOLITION METHOD STATEMENT

(Regenter ISDS Ref. 2.5.6) Introduction Our absolute priority is the maintenance of health and safety during any demolition works. The Construction method statement sets out the general security arrangements that will be in place throughout construction. This will also be applicable during the demolition stages. The New Build method statement details the security arrangements for the temporary community facilities, which include play areas, during the construction period. For the avoidance of doubt, Higgins Construction will act as the Principal Contractor for the purposes of the Construction, Design and Management Regulations 2007. A detailed method statement and sequencing for each phase of demolition will be issued prior to the commencement of any work on site. These method statements will be reviewed by the Contracts Manager and Appointed Structural Engineer to assess strategies proposed under Health and Safety grounds, as well as the effects on any surrounding structures, services, etc.

Party Wall Awards The Party Wall Act 1996 came into force in 1997. The Party Wall Act does not affect any requirement for Planning Permission or Building Regulation Approval for any work undertaken. Likewise, having Planning Permission and/or Building Regulation Approval does not negate the requirements under the Party Wall Act. The Party Wall Act comes into effect where work is being carried out on a relevant structure - for the purposes of the Act 'party wall' does not just mean the wall between two semidetached properties, it covers:

A wall forming part of only one building but which is on the boundary line between two (or more) properties. A wall which is common to two (or more) properties, this includes where someone built a wall and a neighbour subsequent built something butting up to it. A garden wall, where the wall is astride the boundary line (or butts up against it) and is used to separate the properties but is not part of any building. Floors and ceilings of flats etc. Excavation near to a neighbouring property.

Putting up shelves and wall units. Replastering. Electrical rewiring.

What work needs a notice and permission The general principle of the Party Wall Act is that all work which might have an effect upon the structural strength or support function of the party wall or might cause damage to the neighbouring side of the wall must be notified. Work covered by the Party Wall Act include:

To demolish and/or rebuild a party wall. To increase the height or thickness of a party wall. Insertion of a damp proof coarse (either chemical injection or a physical dpc). Cutting into the party wall to take load bearing beams. Underpinning a party wall. Excavations within 3 metres of a neighbouring building where the excavation will go below the bottom of the foundations of the neighbouring building. Excavations within 6 metres of a neighbouring building where the excavation will go below a line drawn 45 downwards from the bottom of the foundations of the neighbouring building.

Higgins will pay all reasonable costs of an agreed surveyor representing both parties as an independent, in order to progress all Party Wall Agreements. These surveyors will also have direct access to all demolition method statements, for assessment of impact (if relevant) to the properties effected by the Party Wall Agreement.

Diversion of existing services and drainage will be completed in advance of any demolition work, following consultation and advice to all affected residents. Only competent and trained operatives will be permitted to carry out demolition works and certificates of competence in demolition, will be inspected and kept on site.

2.5.6.1

Outline Methodolgy Access to the site will be via the stipulated routes as outlined the project Traffic Management Plan which is attached as appendix 01 to this method statement.

Access These routes, the construction phasing and demolition works have been programmed in such a way to prevent land locking, and where ever possible construction and public access / egress separation.

Temporary play areas have been located within zones that will be maintained throughout the construction and demolition phases.

Services All service utilities will be maintained to the block/s until all tenants within have vacated. Notices will be served prior to this date with the respective utility company to disconnect the supplies and remove their meters.

Waste Management In accordance with the Site Waste Management Plan Regulations 2008, a detailed Site Waste Management Plan will be developed for the project prior to commencement of construction. A draft SWMP plan is attached at Appendix 05 to the New Build method statement.

Security Suitable FSC Sheet 3m high security fencing / hoardings will be erected at the perimeter of the demolition site area to protect residents, visitors and members of the public during the course of the demolition works. Any asbestos identified will be removed by licensed operatives in a controlled sequence. The procedure for removal of asbestos is outlined in the section below.

Following vacant possession of the buildings in accordance with the construction programme all buildings and sites will be secured utilising Temporary Steel Screens to all property openings, to prevent access and all utility services will be capped off and removed prior to asbestos surveys and removal.

We confirm that we are assuming full risk of securing individual demised premises that are void. Our programme is being carefully developed in small phases to reduce the number of demised properties at any one time and ensure that voids are not a large scale problem across the estate. Our costs include allowances for the properties to be made uninhabitable by cutting off utility supplies (see Soft Strip below), securing openings (board up of doors and windows) and for foot patrols to monitor the premises.

Communication As stated in the New Build method statement we will develop a communication strategy to inform residents on a regular basis about progress on programme, timing of decants and demolitions, vehicular and pedestrian management plans.

Communication will be done through newsletters, website, posters as well as open meetings, block by block and individual meetings. Residents will also be able to raise direct questions or concerns through the Resident Liaison staff, the Neighbourhood Management team or by telephone.

Asbestos or Hazardous Material

Upon vacant possession, a refurbishment/demolition asbestos survey shall be carried out to the block / property, by an approved asbestos survey company, in a controlled and safe manner compliant with Legislation (CAWR Regulations 2006, Health & safety at Work Act 1974). We will notify the Authority 14 days before commencement of such work. A risk assessment of the required asbestos removal works will be undertaken and detailed method statements produced prior to the commencement of any required works. The method of removal of suspected contaminated material will be subject to the results of surveys carried out by accredited companies and the findings of laboratory sample testing.

Identification is not easy as you cannot tell if a particular material contains asbestos by looking at it with the naked eye. The colour of the material does not indicate the type of asbestos, which may be present. The ONLY way to be certain if a product does contain asbestos is for a reputable laboratory to analyse it.

Thus, following the survey, all samples will be taken away for UKAS laboratory analysis, of which the results will be entered into a demolition report written by the asbestos survey company. This report indicates all locations of asbestos within the property, its type and required manner of disposal.

Any asbestos removal required prior to demolition will be undertaken by an approved asbestos removal sub-contractor, in a manner compliant with legislation (CAWR Regulations 2006, Health & safety at Work Act 1974), and in line with the above demolition report.

Following the results of the demolition surveys we will ensure that the asbestos subcontractor addresses the measures appropriate in accordance with statutory requirements, to deal with the specific contaminated material found to be present.

Adequate information, instruction and training shall be given to all employees involved in asbestos work. Employees liable to be exposed to asbestos, above Action and Control Levels, must be medically examined by Health and Safety Executive (HSE) approved

medical practitioner, and records kept. The asbestos subcontractor will keep records of all their employees involved with asbestos work.

Personal protection equipment suitable for the work will be supplied, fitted and maintained. Control measures of Personal Protection Equipment (PPE) and clothing, after use, will be enforced along with maintenance of engineering controls etc.

Maintenance procedures with respect to cleaning, washing and changing facilities will be enforced to prevent transfer of dust. Escape of dust and decontamination of plant will be prevented. Premises will be left clean and washed/wiped down. The area of work will be designated, well signposted and cordoned off from unauthorised people.

The regulation concerning asbestos waste disposal, transportation and labelling will be applied. Double plastic sacks, suitably labelled will be available for small waste, then tied and sealed. Large pieces will not be cut, but wrapped in plastic sheeting or placed in totally sealed containers or skips.

Exposure limits measured in fibres per millilitre of air over a period of time will be applied. All Risk Assessments and Safe Systems of Work of all specialist sub-contractors will be approved by Higgins prior to starting work. Asbestos Disposal Asbestos waste is Hazardous Waste when it contains more than 0.1% asbestos. The Hazardous Waste Regulations apply, and a Waste Consignment Note must be completed. All asbestos waste is subject to Schedule 2 of the Control of Asbestos Regulations 2006 and most waste is subject to the Carriage of Dangerous Goods (etc) Regulations 2004 (CDG). Firmly-bound asbestos - asbestos cement and articles with asbestos reinforcement does not release hazardous or respirable fibres easily. CDG does not apply. The Carriage of Dangerous Goods (etc) Regulations 2004 (CDG) applies for all other asbestos waste. Waste must be packed in UN-approved packaging with a CDG hazard sign and asbestos code information visible. Transport will be via a registered waste carrier. Safe disposal will be at a licensed disposal site. Waste Consignment Note will be kept for three years, as required by legislation. An Asbestos Removal Flow Chart is included within Appendix 03.

Soft Strip

Following the removal of all asbestos, and having gained receipt of the relevant certification of asbestos clearance, soft strip of the void properties can begin. Where soft strip can not be completed due to hygiene and/or environmental health issues, then an environmental clean will be completed.

The soft strip process includes the removal of the following elements: Bathroom Suite Kitchen units, worktops, & sink Internal doors Copper piping Plasterboard partitions Making the property un-inhabitable, reducing the likelihood of squatters.

Hard demolition

The demolition will start at roof level working progressively down to ground level. Long reach excavators fitted with hydraulic pincers will be utilised where appropriate.

A 360 degree tracked excavator and pneumatic breakers will be utilised to break out the concrete ground floor slabs and foundations.

Sheeted protection scaffold will be erected to minimise dust and disruption to neighbouring properties and residents.

Dust emissions will be reduced by spraying water at the buildings during the mechanical breaking.

Environmental Policy The proposed demolition will be undertaken in accordance with our overall Environmental Policy and our Environmental Management Plan for the Myatts Field regeneration project.

Based on our present policies and Method Statements, we will develop the Construction Environmental Management Plan (CEMP) which is detailed in the Construction Management method statement.

Mitigation Practices

All reasonable care will be taken to keep noise and dust to acceptable levels through the use of FSC sheet security fencing/hoardings, sheeted scaffold and damping down where appropriate. During demolition, the entire site area proposed for demolition will be sprayed with water from hoses fitted to the machines, helping to suppress any resulting dust.

Any noisy plant shall be fully suppressed and when in intermittent use shall be shut down during the periods of non-use.

Resulting debris will be cleared, processed and stockpiled ready for crushing or removal from site. All metal rebar and mesh will be loaded away for recycling.

A concrete crusher may be positioned on site in an area to be agreed with the Authority. Crushed concrete may be used as part of the works on site, by approval of the structural engineer, for back filling, pile mat use (where and if required), sub-base material, temporary roads and hard standings.

Debris designated for removal from site will be loaded directly into waiting lorries or roll-on roll-off skips. These will be sheeted to avoid dust emissions and removed from site to prevent unnecessary build up of waste materials.

Vehicles leaving the site will be inspected and a wheel spinner/wash used before driving onto the surrounding roads. Road cleaning will be carefully monitored and a visiting road cleaner used if deemed to be necessary.

Pest Control

Prior to the start, and during, the demolition period we will utilise specialist pest controllers who will remove and cull all pests such as rats. They will be engaged to monitor progress weekly. Prior to any works specialist sub-contractors will conduct a risk assessment and

develop control measures for dealing with the pests. Attached at appendix 02 is an example of a Pest Control Risk Assessment.

This Assessment will also set out the level of anticipated eradication needed, and as such the level and timings of control methods.

Pest eradication by the specialist sub-contractors will be progressed through smaller sections of the buildings scheduled for demolition, in line with the following process:

On arrival, sign in, in accordance with site procedure and report to the nominated contact. The technician will refer to the Pest Control file, and nominated site contact, to become acquainted with any recent work undertaken and any ongoing or recent pest problems. The technician will inspect the fabric of the premises plus all rodent and insect monitoring points in accordance with the Departmental Check List. All rodent and insect monitors will be dated and replenished as necessary. Missing or inaccessible monitors will be noted on the Checklist and Pest Control report. Soiled or damaged monitors will be replaced. Carry out any treatments necessary against contracted pests. Complete a treatment report detailing inspection results together with housekeeping and proofing recommendations. Complete other pest control paperwork in accordance with the specification. On completion, the inspection results will be discussed with the nominated site contact. Arrange any subsequent treatments that cannot be undertaken during the routine inspection. If necessary arrange for a survey and quotation for treatment against noncontracted pests.

Pests such as rats do come to the surface more often during demolition works and thus come into increased contact with the humans. For this reason, we will provide a 24/7 emergency call out from our pest control sub contractor during the demolition phases.

Safe Working Practices We will adapt our practices and procedures to maximise safety when working adjacent to existing occupied buildings. The adoption of safe working methods for residential access

and construction works is of paramount importance and fundamental to the successful operation of the project. All operatives will receive an induction course prior to starting on site which will ensure that site rules are adhered to and that safe working practices are upheld.

In order to minimise nuisance that may occur, we will plan and sequence all operations in advance, operating modern plant and equipment. Our policy will be wherever possible to concentrate noisy activities within agreed periods. We will also enforce the following site rules:

Careful selection of demolition method. No personal radios will be allowed on site. Equipment to be fitted with appropriate attachments to reduce noise and dust. Decibel rating of plant and equipment advised accordingly. The careful selection of specialist subcontractors who we know to be experienced in this type of work. Recognition of stipulated requirements.

Consultation Prior to the commencement of demolition works we will convene a series of meetings with residents to explain the scope and duration of the demolition works. Our Resident Liaison Staff will be in daily contact with the residents will attend regular meetings to discuss proposed demolition and site activities and address any concerns the residents may have.

The RLO staff will ensure that all parties are kept aware of activities and any changes affecting pedestrian and/or vehicular movements during site working hours. They will also deal with complaints, hold regular Health and Safety talks, be a contributor in the monthly newsletter and join the SPV General Manager in visits to and talks with the local schools.

The Decant method statement details how we will work with reluctant residents and access refusals as well as additional support required by vulnerable residents.

Site Supervision, Safety and Welfare for the Demolition Works All site operatives and visitors to the site will be suitably inducted by the site management staff before being allowed onto the site.

All works to be undertaken will be carried out under the supervision of a permanent site representative from Higgins Construction PLC They will discuss with the demolition contractor the full extent of the works taking place and explain all the restrictions applicable to this contract.

All subcontractor operatives on site will be experienced workers trained in their respective duties and conversant with the companys Health and Safety Policy and project-specific method statements and safe systems of working.

All trade operatives will be under the supervision of the Site Manager, who if applicable, speaks the particular language of any non English speaking operatives and will translate all site induction/toolbox talks and emergency evacuation procedures. A signed statement is obtained to ensure all operatives on site have received and understood all such safety instructions from Higgins Staff.

All operatives will be expected to use in the proper manner, the correct tools, equipment and Personal Protective Equipment for the task in hand. Each operative shall demonstrate a concern for safety on site, for other workers, as well as for themselves.

We will ensure that each operative wears the requisite personal protection equipment. The site will be designated a hi-viz and hard hat area and operatives will comply with this.

All operatives and visitors will be required to undergo an on-site safety induction to ensure they are conversant with the site rules and safe methods of working.

Plant operatives will be Construction Skills Certification Scheme holders and be responsible for the correct safe use of the items of plant they are using and ensure that it is operated in accordance with the manufacturers instructions. All plant and equipment shall be the most appropriate for each operation and the plant will be properly maintained and in good working order.

Site personnel will maintain warning signs, barriers and safety measures etc, and report any defects to their foreman for his immediate attention and action.

We will assess the requirements for First-Aid based on the numbers of operatives on site, and together with the subcontractors, provide the necessary facilities on site. An appointed member of Higgins Site Staff and/or subcontractors supervisors will be an appointed first-aider.

In the event of any emergency on site, requiring attendance of the ambulance or fire fighting services, once services have been informed, the Site Manager will take the appropriate action.

A Fire Plan and emergency evacuation procedure will be in place and all operatives informed of these by the Project Manager or other appointed site staff.

A traffic and pedestrian plan will also be agreed prior to implementing and clearly displayed on site. This will be regularly reviewed and amended as necessary.

Prior to commencing on site a full and detailed risk assessment will be carried out and Safe Systems of Working issued to the Clients Agent for approval.

General Procedures All operatives are issued with the relevant safety equipment and have strict instructions to ensure that they are worn at all times within the confines of the site.

All plant operatives are registered with the regulatory body. All plant and equipment is suitable for the tasks which they will be required to perform, and are maintained in accordance with the manufacturers recommendations, and the statutory requirements.

Adequate signs and notices will be displayed at all times in the appropriate areas. Suitable hoses and standpipes are available for damping down as the work progresses.

Ensuring Safety We will work to an Integrated Management System (lMS). This covers Occupational Safety and Health, The Environment and Quality Assurance.

The British Standards Institution accredited the IMS to ISO 9001:2000 (Quality), ISO 14001:2004 (Environment) and OHSAS 18001:1999 (Health and Safety). Occupational safety and health management for the site is based upon The Principal Contractor's Construction Phase Developed Health and Safety Plan and this document, the ECL Safe System of Work for the works. Environmental management for the site is based on The Principal Contractor's Environmental Plan and Site Waste Management Plan for the contract.

Quality management for the site is based on The Principal Contractor's Quality Plan.

2. Working Hours All sub-contractors and employees will be advised of the allowed working hours. These times will be in accordance with LBLs Code of practice for construction sites, i.e., 08.00hrs 18.00hrs Monday to Friday, and 08.00hrs 13.00hrs Saturday. No works will take place during UK holidays

3. Sequence of Work Set up site welfare (Principal Contractor) Erect temporary heras fencing/fixed timber hoarding to form a demolition exclusion zone to each phase as required around the structure to be demolished Ensure all live services that require disconnection have been carried out by the client and obtain written conformation. Erection of scaffold screens and working lifts as required prior to each phase starting. 4. Training and Personnel Details All operatives will attend the principal contractor's site induction prior to commencing work and obtain security passes. All operatives receive the Contractor's site safety induction, which is site specific for work on this project. As part of this, all operatives receive a copy of this Safe System of Work and sign as having read and understood it. If any substance that resembles toxic material or Asbestos Containing Materials is found during the course of the demolition works operatives are trained to cease work, inform the site supervisor who will then contact the Contract Administrator.

5. Assessment of Existing Services Check all available drawings from the statutory authorities. Before commencing work, ensure that all the services have been disconnected and made safe and that there is Certificate of Isolation for this on site. Mark up location and date of all disconnections on a site plan. Physically check identified redundant services for validity prior to commencement of work.

6. Plant and Machinery Inspections Plant Inspections will be carried out and recorded in the CHSaW 1996, LOLER 1998 or PUWER 1998 registers accordingly. Applicable 12-monthly statutory certificates for lifting plant are available on site.

7. Safe Access and Egress Provision to Workplace Segregate pedestrian and vehicle routes and sign them appropriately in accordance with the HSE's HSG144:1998 "The Safe Use of Vehicles on Construct ion Sites". Regular monitoring of routes will be carried out and included as a toolbox talk item.

8. Protection of the Public

Keep other contractors and visitors away from the demolition works by forming a Demolition Exclusion Zone separated from the remainder of the site works by a 'Heras' fencing barrier with safety warning signage.

9. Welfare provision Set up a site establishment comprising meeting room, office, canteen, electrical power, hot running water, a secure changing room to store clothing and PPE, an area to dry wet clothing, toilets , washing facilities prior to commencing site work.

10. Arrangements for the Disposal of Waste Place 40 cu yd3 ro-ro bins inside the site boundary to take soft strip arisings, this will be cleared to an off-site licensed Materials Transfer Station. 40 cu yd3 bins may not be possible due to traffic restrictions, in which case the material will be loaded into 8-wheeler tippers. Ground slab and footings waste will be broken up and loaded into 8-wheeled tippers for off-site disposal at a licensed recycling facility or crushed on site as required. Spill kits located around site deal with spillages of oil. They are disposed of as special waste.

11. Site vehicle control Management of vehicles on site will be in accordance with HSG144:1998 and INDG199 2002 observing that all site vehicles and mobile plant are banked by trained banksmen and signs indicating vehicle routes will be posted on site.

12. Environmental considerations Dust suppression is to best practicable means: Use of pulverising equipment wherever possible. Continuous water spray across point of demolition.

Noise reduction is to best practicable means:All plant is the most modern available for the work. All breakers are muffled. Sequence of demolition to provide noise and dust barrier to vulnerable facades.

Vibration will be minimised by best practicable means i.e. crushing instead of breaking method and minimise the use of impact breakers. All reasonable measures will be taken by during demolition works to prevent mud being deposited on the site access road and the main road. Such measures will include, but are not limited to:

Provision and use of wheel washing or scrubbing equipment for the duration of the contract, to be used in particular prior to vehicle departure from site. Good housekeeping on site Effective traffic management Reduction of vehicle movement on site as far as is reasonably practicable

Crushing of Hardcore Materials on Site Achieves maximum site recycling potential. Minimises traffic movements within the inhabited estate and surrounding areas. Provides material for piling mat or hall roads for rebuild phases. The plant used is self contained quite and has its own dust suppression system .

13. Assessment of Health & Safety Hazard/Risk, Environmental Risk & Risk from Hazardous Substances (COSHH) and Control Measures Risk is assessed in accordance with the HSE's Guidance Note INDG163:2002 "Five Steps to Risk Assessment" plus our Professional Health and Safety Adviser's document "Risk Assessment Made Easy" as: Look for the hazards Decide who might be harmed and how Evaluate the risks and decide what control measures are required Record the findings Review the assessment and revise it if necessary

For a contract such as this, we separately assess health and safety, COSHH and the Environment. The assessments are located within the site managers file and are specific to the substance to be used on the site.

14. Responsibilities In order to safely manage the project the following management resources is provided. A Site Manager resident on the site. The Contracts Manager will support him. The Site Manager is qualified and experienced in the work to be undertaken. Sufficient competent trained and certificated operatives are provided to undertake the work safely within the timescale envisaged. They are working under the direct supervision of the Site Manager. All operatives are provided with and wear appropriate PPE.

Services Disconnection Ensure that the utility services that require disconnection have been disconnected and made safe in both structures. Obtain written confirmation of all disconnections. Mark out all live sewer lines and gas mains running throughout the sites and maintain them.

Asbestos Removal All asbestos will be removed prior to the demolition works to the requirements of the survey. All ECl operatives have been trained to recognise ACM's. If remaining ACM (asbestos lagging or AlB ) is located in the building, work will cease and the Site Manager is notified. An asbestos surveyor will be called to site and a sample taken for testing.

Scaffolding A full height working scaffold with monoflex sheeting is to be erected around the building the building and link bridges. The link bridges are to also have crush decks built underneath them.

Soft Strip Works Soft strip fixtures and fittings (doors, cupboards, false ceilings etc). Appropriate PPE to be worn i.e. steel toe caped boots, gloves & goggles. Dispose of arisings via the establishment of demolition drop zones as required, these areas will cordoned off using heras fencing with safety signage attached. This area will be located at a convenient point so as the soft strip material can be drop out of the windows and then cleared by machine to roll on/off skips or artie bulk tripper lorries. Transport off-site to Licensed Materials Transfer Station. When soft strip is complete, commence remote demolition.

Structural Demolition With all asbestos containing materials and soft strip works completed one of the demolition excavators will begin to remotely demolish the terraced structures making sure that any live drain run are not located close to the machines starting point. The machine will start remote demolition at a point in the centre of each block, once an opening has been the machine will move into the foot print of the building.

The second 360 machine will separate the arisings into stockpiles of hardcore and timber as the demolition works progress. Once stockpiles have reached sufficient size bulk articulated lorries will be used to dispose of the arisings to a licensed waste transfer station for of site recycling and disposal. As the remote demolition reaches the end of the structures adjacent to inhabited homes remote demolition will stop. Operatives working from the scaffolding will then commence work using hand held compressed air tools to demolish the end wall of the last house, operatives will wear harnesses secured back to the scaffolding whilst this sequence of the works takes place. The method of demolition will involve the use of breakers to reduce the height of the end wall, arisings will be allowed to fall into the footprint of the building so as not to over load the scaffold lifts. Scaffolding will be struck in tandem with the demolition works. Operatives are to wear fixed lanyard harnesses anchored back to fixing points on the scaffolding. P3 dust masks are to be worn along with gloves and goggles at all times, operatives will also be rotated in accordance with the HAV's risk assessment so as not to exceed their daily exposure limit. During demolition water sprays will be used to reduce the effect of dust to the surrounding areas. Noise, dust and vibration monitoring will be carried out at points around the boundary of each phase, these records will be made available to the client team. As one block is finished the footings and foundations along with ground slab areas will be removed and demolished. As drain runs are opened up they will be backfilled with crushed hardcore arisings to prevent rat infestations, baited traps will also be placed around the site. The sequence of work will be repeated for each block of redundant structures in turn. Lorries entering the site to cart away arisings will be banked at all times, the current hard standing roadways will be retained throughout the works, this will eliminate lorries leaving the site with mud and dirt on their wheels, a diesel powered jet wash if required will be situated on the concrete slab close to the gate and will be used as required.

On completion of the works the welfare units will be removed, the site will be left clear and tidy for hand over to the client.
