Establish a risk policy determining the level of risk acceptable to the organisation 3. Develop and establish long term (5-year) strategic objectives to operationalise the HSE policy 4. Endorse the yearly HSE plans 5. Endorse HSE rules for the staff 6. Review the effectiveness of the implementation of the HSE strategic objectives and plans & determine the action required to meet the targets set if there are deficiencies 7. Review the effectiveness of the implementation of the HSE management system 8. Endorse the HSE training matrix for all staff and review the effectiveness of the training 9. Establish Key Performance Indicators for HSE and review the status at every meeting 10. Review all serious accident reports and ensure lessons learnt are cascaded to all staff 11. Review all audit findings and ensure that they are closed out as soon as possible
Functions of Departmental HSE Committee 1. Draw up departmental HSE plans in line with Company HSE plans 2. Implement the HSE programme and review effectiveness 3. Establish KPIs in line with company HSE KPIs and monitor HSE performance 4. Investigate all incidents and implement recommendations from findings 5. Conduct HSE audits and inspections 6. Review effectiveness of training of staff
Functions of Sub committees 1. To ensure that the programmes developed under the various headings are implemented so that the objectives are met 2. To monitor the progress and implement corrective actions where required to meet the objectives 3. To report to the HSE Steering Committee on progress of implementation and seek direction
