NOVA SCOTIA UTILITY AND REVIEW BOARD

NOTICE OF PUBLIC HEARING

The Halifax Regional Water Commission ("HRWC"), has made application
to the Nova Scotia Utility and Review Board, for approval to amend its Schedule of Rates
and Charges and Schedule of Rules and Regulations for the provision of water, public and
private fire protection, wastewater and stormwater services. Specific details of the
application are set out below.

ALL PERSONS are entitled to attend the hearing.
ANYONE WISHING TO MAKE COMMENTS IN WRITING may do so by forwarding a letter
to the Clerk of the Board at P. 0. Box 1692, Unit "M", Halifax, NS B3J 3S3, or by email at:
board@gov.ns.ca, or fax (902) 424-3919 by no later than April 9, 2013.
PERSONS WISHING TO SPEAK INFORMALLY AT THE HEARING are required to advise
the Board any time prior to April 9, 2013, to assist the Board in its scheduling arrangement.
It may be necessary to schedule an evening session if members of the public cannot be
accommodated during regular hearing hours.
ANYONE WISHING TO HAVE FORMAL STANDING to present evidence or cross-examine
witnesses should file such intention with the Board by no later than Monday, January 28,
2012 and a copy of their written evidence by no later than Tuesday, March 12, 2013.

Flow
1 - Charges for Stormwater Service are new separate charges. Previously, Stormwater was included in Wastewater Service for
rate-making purposes.
2 - Based on a residential average of 186 m
2
applying the Street right of Way and Site Generated Flow rates as listed below.
3- Annual Rates are levied based on square metres of impervious area.
Based on estimated annual household consumption of 188 cubic metres, the overall rate
increases proposed for the usual residential services (Water; WasteWater' and strifmwater)
would be 11.2% effective July 1, 2013 and 16.7% effective April1, 2014.
HRWC is also requesting approval of the Cost of Service Rate Design Manual as filed with
the Board on October 31, 2012, which includes proposed allocation of fire protection
charges.
Upon reviewing the Application, the Board, in its decision, may determine that the proposed
amendments should be as requested, or higher, or lower.
