Helmet law takes effect

NAGA CITY -- As the Motorcycle Helmet Law takes effect starting this month, the Department of Trade and Industry (DTI) provincial office in Camarines Sur will continue to monitor establishments to ensure that helmets being sold in the market bear the Import Commodity Clearance (ICC) stickers. Daet mayor off to us


The local government unit of Daet is active in fostering sister cities and networking both locally and abroad. The local government officials and employees for the year 2012 had joined in Cross-Visits in various sister cities and towns in the country implementing model projects and programs for purposes of getting innovations in local governance and public service.
This month, on January 15-18, 2013, Mayor Tito S. Sarion, the local chief executive of Daet, Camarines Norte as part of the Philippine delegation will fly to United States of America to attend the Inaugural Gala of the re-elected US President Barack Obama at Washington, D.C. Mayor Sarion will also attend meetings with Bicolano Association of Las Vegas, Nevada as well as with Bicol National Association of America (BNAA) to get support for the Go Green Daet (G2D) Program as well

top 10 trends in 2013


Consumers are more likely to get hooked on recreational pursuits, destressing activities and new technology in 2013, according to a report by JWT, one of the worlds largest marketing and advertising companies. In its eighth annual forecast, JWT named top 10 trends that will shape consumer behavior and mind-set this year, based on insights from the response of over 1,000 adult survey respondents from the United States and the United Kingdom. In the report released early December, new technology continues to take center stage, as we see major shifts tied to warp-speed developments in mobile, social and data technologies, JWT said in a statement online. Many of our trends reflect how businesses are driving, leveraging or counteracting technologys omnipresence in our lives, and how consumers are responding to its pull, it added. The report also highlights the impact of stress and happiness on well-being and how businesses are addressing it. The top 10 trends are: 1. Play as a Competitive Advantage: Adults will seek for themselves unstructured playtime and recreational pursuits to balance out their busy lives. Playtime isnt just for kids anymore as adults begin realizing that unstructured, purposeless activity stimulates imagination, creativity, and innovationall competitive advantages. 2. The Super Stress Era: Stress is mounting across the globe. As it gets more widely recognized as a serious and costly issue, governments, employers and brands alike will ramp up efforts to help prevent or reduce it. 3. Intelligent Objects: Everyday objects will get smarter and technology will be embedded into everything: from shirts, to watches, to glasses. As ordinary items become more interactive, these intelligent, tech-infused objects will help us to easily measure, navigate, and augment the world around us. 4. Low Inflation Rate


PROGRESS: Statistics show that the Philippines accomplished a banner year of economic performance in Year 2012. Things look brighter for Year 2013. What makes the achievement more remarkable is the resulting inflation rate just 3.2% for the full year. This is the lowest in the last five years. Paired with the expected real gross domestic product growth our ecofundamentals are now quite strong. Cost of money leads the factors for progress as overnight borrowings are now pegged at 3.5% by the Monetary Board, even as overnight lending rate is set at 5.5%. With these financial parameters, the banks are able to source cheaper funds which they can lend to business and industry at affordable rates. At the losing end are our retirees and OFW beneficiaries who depend on bank deposit interests. PRICES: Selling prices of some manufactured goods have shown downtrends starting last November. The products that were reported to have double digit reduction in prices include furniture and fixtures, electrical machinery and wood products. Among the visible price cuts were those for electric fans and television, including similar appliances and electrical gadgets. Many establishments took advantage of the Yuletide season to launch promotions. There were sectors that reported

price upticks, led by food manufacturing, publishing and printing, and rubber and plastic products. Those with moderate increases were petroleum products, transport equipment, textiles and beverages. The buying public has yet to know the effects on prices by the new Sin Tax Law. As a non-smoking man who drinks only with good company, the price increases in these commodities do not directly affect me. CATHOLICS: The influence of the Roman Catholic Church over its flock is quite weak. The most recent proof is the congressional passage and signing into law of the Reproductive Health Law despite the adverse position of the church. Many observers attribute said sad spectacle to the lack of positive media presentations by the clergy. The special exception is the new Filipino Luis Antonio Cardinal Tagle, who is a master communicator. Despite the big majority of its voters, the catholic influence on Philippine

Opinions Unlimited is against this kind of cure-all solution. If this is proclaimed, the lawless elements (who dont respect our laws) will have their heydays against the hapless lawabiding citizenry. What we need are stricter regulations for the ownership and carrying of firearms. Only responsible citizens should be given the privilege of owning guns. Renewal of permits must be coupled by personality and psychological tests. Periodic bans on the carriage of firearms are suggested like during the campaign and election period (stricter enforcement) and during the Yuletide season when fireworks are permitted. The record of fire arms ownership and permits must be computerized for easy verifications. PROVERB: Do not boast about tomorrow; only God knows what each day brings! HAPPY EPIPHANY!

You better watch out, Chinas Aggressive Stance and RH Law


There is a Christmas song with the following words: You better watch out, you better watch out, you better watch out Im telling you why. Sta. Claus is coming to town. I believe most of us know this song and I want to borrow the phrase, you better watch out because the May 2013 election is already near and we need to elect Senators and Congressmen who will not sell us down the river. Congress which is composed of the Senate and the House of Representatives will have to act on the Framework Agreement between the government and the Moro Islamic Liberation Front and its Basic Law. This pact declares that Bangsamoro shall be established to replace the Autonomous Region of Muslim Mindanao but it does not state in the pact that it wil be an autonomous Bangsamoro. In fact it has the attributes of a nation-state. It has a definite territory, denied people, its own armed forces disguised as police force, its own Constitution called the Basic Law and its own state institutions. I hope our legislators will study this thoroughly, carefully and not hastiliy because it involves the patrimony of our nation. Bangasamoro is described not as an entity under the Republic of the Philippines.

When the earth drowns in deluge or when drought scorches the earth, our people pray. They pray until a miracle occurs. This reveals their complete trust in God.

They will accept anything, typhoons or floods or even burning skies, without protest if decreed by the Lord. When Reming sent terrifying floodwaters from Mt. Mayon to the lowlands in Albay, people prayed for deliverance. Yet the deluge came and carried away everything, including their loved ones. But despite this seeming abandonment, their trust has not wavered. This had allowed them to accept what they could not change. Gods will, they said. Prayers have given them strength to suffer without flinching. Despite their wretched condition, their too much poverty, they still look at lifes beautiful side. MACATANGAY NAGA CITY --- The Local Government of Naga spearheaded another round of its Business One Stop Shop (BOSS) activity at the Naga City Peoples Hall which started on the first working calendar of the year. The activity aims to encourage more businessmen to either renew their respective businesses or start a new one by making the process less tedious, less time consuming and less expensive. Naga City Mayor John Bongat has reiterated his intention to make Naga a business-friendly city by putting more innovations that would encourage investors to put their moneys worth in any business endeavor. Putting all the agencies in one venue is one of these innovations. In the venue are the desks of the City Engineers Office, City Planning and Development Office, City Treasurers Office, City Health Office and Bureau of Fire Protection (BFP). Personnel are tasked to assist their clients to hasten the process of their application. To make the process more systematic and easy,

DOLE gives equipment to handicraft makers


LEGAZPI CITY --- The Department of Labor and Employment (DOLE) provided weaving equipment to water hyacinth handicraft weavers in Camarines Norte to enhance the growth of the industry. The equipment worth nearly P250,000 was given to the Daet Water Lily Weavers Association (DWLWA), a group of families engaged in the production of exotic handicrafts out of the perennial aquatic herb that always clogged their rivers and lakes. Nathaniel Lacambra, Bicol DOLE regional director said that the weaving equipment was provided by the DOLE under its Integrated Livelihood Program (DILP) for informal sector. It will help the association expand their production of native handicrafts, Lacambra said. DWLWA produces strings of dried water hyacinth fibers that are woven or interlinked to form a braid or cord used for making bags, baskets, footwear, hats, vases, Christmas lanterns, matting, decorative materials and other items. The group is composed of about 100 handicraft weavers organized by the Daet Technology and Livelihood Development Center. The Department of Trade and Industry (DTI) provided the members with industrial technology and also trained them on the various aspects of production and marketing. Apart from keeping the local handicraft industry alive and providing employment and livelihood opportunities to hundreds of families in the province, DWLWA also helps tempering the multiplication of water hyacinth which grow dramatically on rivers and lakes. Water hyacinths massive growth covers water and, blocks water flows and sunlight from reaching native aquatic life, causing lack of oxygen that results in fish kill, Lacambra said. The plant also creates a prime habitat for mosquitoes, the classic vectors of disease and a species of snail known to host a parasitic flatworm which causes schistosomiasis. The massive fish kill in Lake Buhi, Camarines Sur last year has been attributed in part to the uncontrolled growth of water lily. Since the plants are so prolific, harvesting them for industrial use serves also as a means of environmental control, Lacambra explained. Besides handicraft, the plant, being abundant in nitrogen content, can also be used a substrate for bio gas production and the sludge obtained from the bio gas. Its dried stems are used for baskets and furniture

A leader has the authority, responsibility and accountability. It is on this premise that as a leader, it is a must that he should be very effective in order for the subordinates to deliver and become productive. There are plenty of leadership styles that can be utilized in attaining increased productivity. However, there is no best style for different situations. It depends on many factors such as the type of subordinates, kind of tasks and many others. One preference that could be considered to have an effective leadership is to rely on interpersonal relationship more than the tasks to be accomplished. The focus should be on people and their development. As a leader, you should not underestimate people. Give them a chance to show their skills and competence to increase their commitment on the job. Having these in mind, an effective leader is motivating, encouraging, open-minded and transparent. Have an open communication to every member of the organization for positive feedbacks. Always deposit positive emotional capital to the followers to create a harmonious relationship in the

Many who care for and know him are keeping watch over this young man who shows a lot of promise watching over him in their prayersthat God hovers over him and keep him safe today, tomorrow and tomorrow and all the tomorrows in his life. Safe not just for his family (he is a father to her second princess, Baby Margaux who is not even a month old) but safe for many who believe that this young man has much to offer to make Iriga even more progressive. Nobody can deny the fact that Iriga is what Iriga is now because Mayor Madelaine Alfelor-Gazmen, GangGangs sister, did a lot to put Iriga in our mind now beautiful, clean, very progressive, not the Iriga where we used to move around in the pastsleepy, dirty, very unprogressive, some kind of place we never like to bring along friends from other places. I took along two friends from Manila before I finally settled in my hometown, Iriga of course, in 2005. There was no place they could stay comfortably and I had them housed in my brother Jaime and sister-in-law Isit Llorin-Botors residence in San Juan where they feasted on the best of Irigas cuisinegulay na katnga, Irigas Bicol Express, tinuktok, sinanglay na tilapia and what they were most amazed ofgulay na santol and libas na maali as in talagang maali. When they came back to Iriga for the annual Ms.Iriga/Ms Rinconada/Ms Tourism two years ago, they were awed by the transformation of the city and I just felt elated they found their two-day stay a happy experience. Was I proud to be an Irigueno and Iriga is my wonderful hometown, thanks to an inde-fatigable Madelaine Alfelor-Gazmen, the city mayor who made the city its new look never given by any of her predecessors and now, GangGang, the Mayors younger brother is going to give Iriga a lot more in terms of progress. This is a fact. This is Mayor Madels last term, just months away. We wish it were not. So, somebody has to take over and keep Iriga clean and progressive, ever cleaner and more progressive. This is where the man to watch comes in. GangGang.Ronald Felix Yorobe Alfelor, Mayor Gazmens young and only brother, an engineer, an entrepreneur is my perfect man for the position that his sister is leaving after three terms. I have known Ganggang since I came home and had worked with some projects of Mayor Gazmen. Gang gang had always been a big factor that kept those projects like the new Ms Iriga beauty pageant, Tinagba, the city chartered anniversary events to remember because they were simply beautiful. GangGang manifested a leadership that is not just easy to let go. He is a very creative individual and is very versatile too. Talk of music and dance, of organic farming, of entrepreneurship and human relations, he is not lost. He should be our next Chief Executive. He is capable. He is a very hard working chap as his sister is. I know he knows how to steer Iriga to continuously move towards progress and prosperity, He might not be very well known and he has all the time to make himself known and us who know him, what are we doing? Let us give GangGang the chance to be known through us. Let us also pray for his safety because we all pretty well know he is being targeted. Juan Ponce Enrile said, therefore if a personal wants to have sex and needs a condom, why should the government buy for him? He should be the one to buy it. Sen. Jinggoy Estrada said that with RH bill we will be promoting contraceptive mentality. Deputy Speaker Noli Fuentebella also said that the Constitution says we should protect life and not prevent life. Well, the Reproductive Health Law is not compulsory. Those who want to avail of it are free to do so. Those who do not want it are not also obliged to follow it. Anyway, we will be all judged by God on a case to case basis. I have no doubt that those who were in favor of the RH Bill have good intentions. I am only surprised why there are some people angry with the priests who raised moral issues about the bill. Preaching morality is their mission. But they are still citizens of our country. They studied in the seminaries to be priests while others study in schools to be doctors, lawyers, engineers, educators, etc. Let;s not allow this RH Law to cause more divisiveness in our country.

DOH drive cited for less firecrackers injuries

MACATANGAY NAGA CITY -- Authorities attributed the minimal number of cases of firecracker-related injuries during the holidays to the Department of Healths campaign dubbed APIR or AKSYON: Paputok Injury Reduction program. Dr. Filip Pio, spokesman of the Bicol Medical Center, said Camarines residents heeded governments call for a zero casualty incident for firecracker-related injuries. He said only 4 minor cases were recorded by the office for out-patients treated for minor burns. One firecracker related injury was also reported in Rinconada Medical Center in Iriga City involving Michael Anthony Robusa, 9, who suffered blast burns from the prohibited piccolo firecrackers. Another injury was reported at Lourdes Hospital, also in Iriga City, bringing to seven the total reported firecracker-related injuries in the province. Four victims were also admitted at the Naga City Hospital here, with the first injured patient recorded last Dec. 25. Most of the victims were children whose age range from 13 years old and younger. Chad Ryan, 13 year old from Naga City was treated for a blast injury on his fingers when the Piccolo he was holding suddenly fired out while in his hands. Another victim, 11 year-old Haneel San Juan of Zone 7 in Calauag, Naga City was accidentally hit by a kwitis and two other firecracker victims were also noted. All of them were also treated on an out-patient basis. This number is still lower contrary to the 2011 firecracker related injuries recorded in the province. The Provincial Health Office (PHO) recorded a total of 1,021 firecracker-related injuries, 987 of which were result of fireworks blasts, 5 from firecrackers, 39 from stray bullets and 11 persons who have ingested firecrackers. We started our online national electronic injury surveillance system last Dec. 21 and BMC has only recorded one victim related to firecracker injury which was last Dec. 25. The patient was treated on out patient basis which means that he did not incur serious injury. DOH continues its campaign on APIR until Jan. 3 and hopefully there will be no more addition to the numbers that we have reported earlier, Pio said.

Daet to publish book on first Rizal monument

CALLEJA DAET, Camarines Norte A book entitled The First Rizal Monument, Nationalism and the 1898 Daet Uprising written by Prof. Danilo Gerona, a renowned Bicolano historian, will soon be out of the press. The book, whose publication is sponsored by the Order of the Knights of Rizal and which is coming out this year, Gerona said over the week, would explain the details of the monument that sits on a square base in front of the municipal hall on the corner of Justo Lukban and Magallanes Iraya Streets here. The publication of the book was arrived at during the celebration here of the 116th anniversary of the death of Dr. Jose P. Rizal who was executed by the Spaniards at the Luneta on Dec. 30, 1896, Mayor Tito Sarion, a member of the Knights of Rizal, on Thursday said. The Order of the Knights of Rizal is a fraternal organization created to honor and uphold the ideals of Philippine national hero Jose Rizal. Established on Dec.30, 1911, the organization was granted a legislative charter by the President of the Philippines as a civic and patriotic organization on June 14, 1951

Gerona said the first Rizal monument was built in this provincial capital because the first uprising against the Spaniards was started in this town by the Masonic movement, a local group of intellectuals who studied at the Ateneo de Manila and the University of Sto.Tomas. The uprising here in April 18, 1898 was in sympathy for Dr. Jose Rizal, because some of the intellectuals like Ildefonso Moreno, Vicente Lukban and other local heroes were believed to be his classmates, he said.

Serving as a pity dedication of Daeteos which in fact erected in distillation of their patriotic fervor, the monument was built through the initiative of the freemasons and local folk three years after the Rizal execution. Shaped like an obelisk, which was inspired by ancient Egyptian structures that taper like a pyramid on top, the monument used coral stones which were taken from the old Spanish prison house where many Katipuneros were tortured and executed in April 1898. Those coral stones were

soaked and stained, so to speak, with the blood of Bicolano Martyrs. The First Rizal Monument therefore was hallowed, as it were, by the blood of the Bicolano Martyrs and Patriots who fought and perished during the Daet Revolt of 1898, according to a research paper written by Abel Icatlo, the curator of the Camarines Norte Provincial Museum. Icatlos paper says that on Dec. 20, 1898, Gen. Emilio Aguinaldo issued a decree declaring Dec. 30, 1898 as Rizal Day and in response,

Bicol upland farming to boost natl rice production

ATENTO LEGAZPI CITY -- The Department of Agriculture (DA) has targeted a P6million organic rice upland farming project in the Bicol Region to boost its contribution to national rice production. Dr. Jose V. Dayao, DA Bicol regional director, said that the project will capitalize on drought-tolerant rice varieties and will be initially implemented in the river basin towns of Baao and Nabua in Camarines Sur. Bicols upland rice varieties have the potential for higher grain production and tolerance to drought needed to survive the prevailing climate change threats. higher market potential than traditional upland rice strains since it can exceed the general average yield of one to two metric tons (MT) per hectare. A comparative study conducted by the Bicolandia Greenfields Development Organization Inc (Bigfis), one of the project partners, also shows that some of Bicols upland rice varieties have the advantage over DAs check varieties. Some upland rice cultivars in Bicol such as Palawan, Gayang-gang white, Kinarabao, and Magdami were found to have higher grain yield than PSB Rc9 variety, Bigfis reported. In the 1960s, an upland

area of 63,699 hectares in the region were used for complete rice production according to the International Rice Research Institute. However based on DA report, the coverage area dropped to 3,281 hectares in 2008 due to unpredictable weather conditions in the region and a shift in the planting of other crops such as corn and legumes. Moreover through a proper climate change program such as this project, Eleazar noted that the said upland areas can be revived for rice production in the region which formerly contributed 20 percent of the total rice output in the country.

Variance of 25,000 registered motorists in the province is no longer certifiable, and therefore motorists bought new ones, already with ICC stickers, Tejada said in an interview. DTI will ensure that all helmets comply with the specifications on safety standards. Aside from the usual helmet stickering in their provincial office, DTI personnel also made rounds across the province to ensure that all motorcycle owners would be given a chance to register their helmets. The DTI team went to the towns of Sipocot, Libmanan, Calabanga, Pili, Goa, Nabua and Iriga in partnership with the Liberty Commercial Center (LCC) and concerned local government units. Those were strategic areas in the five districts of Camarines Sur. We also sought the help of the media to ensure that the information is well disseminated. I believe our efforts were enough to help the motorists comply with the law, Tejada added. The motorists are reminded that non-compliance of the law would mean the imposition of a penalty. The law states that first time offenders will be meted out with P1,500, P3,000 for the second offense, P5,000 for the 3rd offense and P10,000 for the fourth offense, including the confiscation of the uncertified helmet. The law which has a national scope, authorizes DTI through the Bureau of Product Standards to check and certify the helmets. BPSO is mandated to usethe United Nations Economic Commission for Europe Protocols with regard to the standards that will be applicable to the approval or disapproval of motorcycle helmets that will be sold in the country.

Albay Gov.Joey Salceda has already directed Provincial Tourism and Cultural Office (PTCAO) chief Dorothy Colle to inventory accredited mountain climbing guides in the province and to review the basic mountaineering standard procedures for climbers to comply with when trekking mountains within the provincial areas. This, Salceda said, is the first order of business for the Sangguniang Panlalawigan to deliberate on, I hope it would be enacted the soonest possible time. The governors directive came after two members of University of the Philippines (UP) mountaineers were lost after they were left behind by their group, despite the presence of a local mountain guide, when trekking the 2,462-meter high Mount Mayon at the volcanos border in Barangay Bonga in Bacacay town. It can be recalled that personnel of the Albay Public Safety and Emergency Management Office (APSEMO), Philippine Red Cross (PRC) and other local search and rescue groups rescued Rosanne Aldeguer and Ramon Vizmanos, members of a 16man UP mountaineers that climbed the summit of Mayon Volcano recently. The Mayon Volcano climb tour was recently allowed after the Philippine Volcanology and Seismology (Phivolcs) lowered the alert level status to zero. the Bicolanos, through the revolutionary firebrands of Camarines Norte decided to hold the Rizal Day Celebration with appropriate stately ceremony and ostentation. The ceremony included the groundbreaking for the building of a monument, an event that earned for the Bicolanos the distinction of being the first ones to observe Rizal Day with fitting pomp and homage for Rizal. The design of the monument was rather unique for it did not bear an image of Rizal. Accounts had it that it was designed by the mason artist, Lt. Col. Antonio Sanz, who was also the revolutionary head of the local government, Icatlo said. Sanz and Lt. Col. Ildefonso Alegre led the people in collecting contributions for the building of the said monument. The work was completed sometime in February 1899. According to some oral accounts, under the base of the monument was buried a time capsule that contained the list of contributors for the construction of the monument, Icatio said. Today the monument still stands impressive and majestic and is situated at the riverine park in this booming town known for its fine jewelry crafted by highly skilled local goldsmiths and queen Formosa, the worlds sweetest pineapple. The park where it stands was the site where the Katipunan held their ground during the April 14-18, 1898 uprising, Icatlo said. The monument is some 20 feet in height and appears like a modified obelisk. The base of the monument, which is cube-shaped, props up the two rungs of three-sided trunk that forms an equilateral triangle, the topmost being pyramidal in shape just like a spire. In 1961, the National Historical Commission attached a marker briefly describing the manner by which the people erected the monument. There was also the title of the three famous books authored by Rizal written in black paint at the three sides of the square base namely Morga 1889, El Filibusterismo 1891 and Noli Me Tangere 1886. The question now that rings among many curious observers as well as history buffs is: Why the oldest monument dedicated in honor of Rizal is located here where ironically Rizal never set foot and not in Calamba where he was born, neither in Dapitan where he spent a good four years of his life nor in Manila where he went for his education? The reasons for this, Icatlo said, could be seen in the events that served as a prelude to the construction of the monument. For one, the people of Bicolandia, particularly of Camarines Norte, had a heightened level of social and political consciousness on the eve of the turn of the century. Through the channels in Masonic cells, he said, the political philosophy propounded by Rizal was able to seep through the psyche of the restive men and women disenchanted, as they were, by their colonial masters. The second reason, according to Icatlo, was that the people of Camarines Norte were in the mainstream of national upheaval. The involvement of Jose Maria Panganiban in the Propaganda Movement in Spain, which was well-acknowledged by his compatriots such as Rizal and Graciano Lopez Jeana, only suggests that Camarines Norte was at the forefront of the struggle for reforms. The revolutionary spirit of Gen. Vicente Lukban, who established the lodge Triangulo de Bicol and La Cooperativa Popular, served as a big boost for the radical advocacy for freedom. Additionally, the heroes of the Daet Revolt of 1898-which included Tomas Zaldua, Marianito Zaldua, Telesforo Zaldua, Ildefonso Moreno, Gavino Saavedra, Jose Abao, Domingo Lozada, Isidoro Avila, Andres Dames, and Leonas Canranceja, among many others--eloquently proved that the people in this part of the archipelago were deeply immersed in the fight for change. And thirdly, he said, the respect and admiration for the example shown by Rizal were but deeply ingrained virtues among the people of Bicolandia. These virtues had found their expression in the building of the First Rizal Monument. Certainly, the monument is a product of years of education and struggle of the Bicolanos to grow as a nation. It is a silent testament to the preeminence of Rizal as a national hero as much as it is a homage to the patriots and martyrs of Bicolandia who offered their lives for the cause of freedom. More than just a cold artifact of our heritage, this stone structure should be viewed as an educational tool that would provide countless and timeless lessons from history because it is symbolic of the greatness, the heroism, the patriotic fervor and the deep love for freedom of the Bicolanos, he added.

Guialani formally received the stewardship of the citys police station, becoming the first Muslim Philippine National Police (PNP) Chief to hold the said office in the city. This after City Mayor John Bongat personally visited Camp Crame to handpick a replacement for Senior Superintendent Antonio Gardiola JR., former OIC City Police Director of Naga City who was given a new assignment at the PNP Regional Office at Camp Simeon Ola in Legazpi City. Gardiola, a native of Naga City assumed the said post on August 2011. It will be recalled that Camp Simeon Ola had already sent sets of qualified PNP Chiefs in Naga City and presented them to the Sangguniang Panlungsod (SP) members for Bongat and the SP members approval. Yet the post seemed so elusive that nobody among the contenders got the nod of the Chief Executive and its officials. Bongats visit in Camp Crame ended the search. The ceremony was officiated by PS/Supt. Pancho Adelberto M. Hubilla, Acting Deputy Regional Director for Administration (ADRDA), PNP Regional Office V. In an interview with members of the local media, Guialani assured the public that his being a Muslim will not hamper his role to enforce the law, more so to prevent crimes and ensure public safety. As a Police Officer, I have specific roles to implement- maintain peace and order, protect lives and properties, provide internal security and see to it that our top priority is to ensure the safety of the members of the community. I will strictly adhere to what the law says and my being a Muslim is not an issue for me to attain those mandates, Guialani stated. Guialani added that he will continue Gardiolas campaign specifically the consistent implementation of the Police Patrol System within the probable crime areas in the city, decrease the cases involving the ridingin-tandem robbery hold-up groups and to run after the drug pushers whose trade still proliferates in the city outskirts. I have strong faith that Supt. Guialani will do his utmost obligation as OIC Chief of Naga City. I instructed him that gambling and drugs have no place here and that means he have to work on these areas and give Naga a drug-free community. In 2012, the crime volume in Naga City decreased by 20 percent, hopefully it will be sustained under his stewardship, Bongat said. Guialani was also elated with the warm welcome that the PNP Naga had given him, including members of the Sangguaniang Panglungsod who came in full force during his installation.
