II. INTRODUCTION RATIONALE OF THE PROJECT There is an estimated 1.

3 billion people living in poverty around the world, many of them living in the streets, railways, riverbanks and sewers. In the Philippines alone, at least 4.5 million Filipinos are homeless, 75% of which are informal settlers in main urban centers, while the rest who live in urban areas live in danger zones and disaster-prone areas, making them vulnerable to landslides and flooding. Aside from the lack of security of tenure, homeless families are forced to live in a slum environment, exposing them to a variety of serious sanitary and health issues, especially children. They also have to endure either the lack or high cost of basic utilities, high criminality rate, and other negative socio-economic forces that further degrade their dignity as human beings. GK Community Infrastructure Program or CIP seeks to restore dignity by providing shelter and community infrastructures such as multi-purpose halls, health clinics, and Sibol (preschool) buildings where the GK community can begin to live with dignity. GK CIP program ensures that families have security of tenure in the communities and ensure that these areas are not prone to physical and environmental disasters. Given the magnitude of the problem and the great number of people that need a home, the program builds with excellence, scale and efficiency for helping more families in need. Life will improve with housing and livelihood- VP and Housing and Urban Development Coordinating Council (HUDCC) chairman Jejomar Binay. As our Vice President sees the situation, shelter is a basic need of man. Our country establishes a foundation for giving a shelter which prioritize the problem of the homeless poor and reduce the housing gap and it is

known as the Gawad Kalinga Foundation. GK Community Infrastructure aims to build brightly painted homes in sustainable communities for the poorest of the poor. Homes and other communal facilities (multiple purpose centers, school buildings, clinics, etc. are built through a combination of skilled paid labour and sweat equity of the GK residents themselves. The Housing and Urban Development in the Philippines envisions where every Filipino family is nestled in liveable dwellings that they call their own. This vision encourage us, engineering senior students, to based our proposed project in housing and provide us motivation to plan and probably build infrastructure, subdivision that will help build a community. As we embrace the vision for a slum-free Philippines. We must start here in our province Nueva Vizcaya and in our town Dupax del Norte wherein hundreds of families have not recovered yet from the damages caused by calamities that hit our province. Thousands of hectares of newly planted and ready for harvest rice field, agricultural lands, private properties, farm to market roads and many infrastructures were heavily or totally destroyed by devastating flash flood. Most of the victims are the poor and do not own the lot where their rehabilitated houses are erected. The 6.5-ha is located within the territorial jurisdiction of barangay Malasin, the seat of government of the Town of Dupax del Norte, Nueva Vizcaya, and is classified by the DENR as Alienable and Disposable Land. The Municipal Government of Dupax del Norte processed tilting of the land. The Gk Site is about 14 kilometres away from the Cagayan Valley road in Bambang, Nueva Vizcaya. Originally owned by the Provincial Government of Nueva Vizcaya, it was previously intended as a breeding area for fish and plant nursery.

The absence of available area for the Kalinga Luzon Project and the need to immediately identify a proposed GK-KL Site led to the identification of the lot for the project. The lot is accessible to any type of vehicle and is just about 1 km away from the town hall, district hospital, towns athlethic oval, and a private school for elementary and High School. It is also just a stonethrow away from the BLISS Housing Project. And its terrain is conducive for planting high value crops. On July 23, 2005, LGU Dupax Del Norte thru the initiative of Mayor Jesus V. Bareng with the authorization of the Sangguniang Bayan, entered into a Memorandum of Agreement with the Gawad kalinga Development Foundation, Inc. together with the Provincial Government of Nueva Vizcaya spearheaded by Gov. Luisa Lloren Cuaresma. The Bayanihan, which we are known for is revived! Different sectors, institutions and private individuals became part in the Nation-Building. Building and construction of houses for the victims of series of typhoons in December 2004 was spontaneous. Now, the Binnulig GK village has 20 houses and ANCOP USA-illinois has 15 units. Lifting the dignity and self-respect to our poor town mates by providing them a conducive home to live and teach them value of self-reliance. The housing project will seeks to restore dignity by providing shelter and community infrastructures such as multi-purpose halls, health clinics, and Sibol (preschool) buildings where the GK community can begin to live with dignity. Luckily the Municipal Engineering Office gave us a lot located at Barangay Munguia Dupax del Norte for the propose GK housing project. As a civil engineering students, we will basically plan, construct or provide at least visual

landscape of the proposed housing project for us to anticipate the luxury of having a well and green community. The proposed housing project may at least lessen the homeless family here in our province Nueva Vizcaya. By basic knowledge, Building a house is the first step in building a Home, one reason we take up civil engineering to build others house for them to live and settled happily. And we all know that housing is the major expenditure item for households. It is the largest and most widely owned asset by households.

Objectives of the Project Our proposed housing project goal is to plan, design, and provide a visual landscape for the infrastructure that will probably be constructed in this said proposal. Our proposal will be based specifically: Design economical houses, recreational buildings, roads and structures that can enhance the community. Construct drainage, sanitary and water system for this community. Estimate the total cost of this housing project and provide the project duration. To ensure the estimated cost will be affordable for the donators because we based the proposal in Gawad Kalinga Foundation which is known to be dependent on donations.

Significance of the Project The proposed housing project will benefit, the Gawad Kalinga Foundation, a program responsible for helping the homeless. This may serve as a future plan or reference for their succeeding GK site. It will also benefit our Alma matter especially in the civil engineering courses because it may serve as a model and a reference to visualize the components in constructing a subdivision or community. The victims of calamities that lost their home, this project may serve as their relocations and shelter.

Scope and Delimitation Our proposal will be limited in the technicality of building community like designing economical houses, simple drainage and sewer system, recreational building, roads and as follows estimate the total project cost that the proposal may need, for it to be attained. Our design will be in accordance with the building code of the Philippines and with assurance of providing safe, economical and effective designs for the proposal.
