To design, construct, maintain and secure safe and productive overburden dumps and coal stockpiles at Mt Arthur Coal.

2.0 RESPONSIBILITY
2.1 Design of Dump
It is the responsibility of the Planning Engineer to design a dump in accordance with this Standard. Consideration in the design should be given to access onto the dump, shape of dump, lift height of dump, capacity of the dump and environmental constraints.

2.2 Construction And Maintenance Of The Dumps


It is the responsibility of the Open Cut Examiner to ensure that the Dump is constructed and maintained in accordance with this Standard.

2.3 Inspections
It is the responsibility of the Open Cut Examiner to ensure that a dump is not used unless it complies with this Standard through routine inspections in accordance with CMRA.

2.4 Communication
It is the responsibility of the Open Cut Examiner to ensure that operators have sufficient information to safely use and maintain a dump. This can be supported by communication between operators on and between shifts. It is the responsibility of the operators of all vehicles including light vehicles to ensure their own (and their vehicles) safety when travelling and parking on dumps, and ROM When travelling and parking in an area where other equipment is operating, the driver of the vehicle entering the area shall take the necessary precautions to reduce risk of collision such as positive communications, use of the mine two-way and maintaining clear line of sight to other vehicles (Refer to MMR, MAC-STERLE-001).

2.5 Maintenance & Condition of Overburden Dump


It is the responsibility of the dozer driver on a dump to ensure that the dump is maintained in accordance with this Standard.

2.6 Maintenance & Condition of ROM It is the responsibility of the front-end loader or dozer operator on a ROM coal stockpile to ensure that the dump is maintained in accordance with this Standard. 2.7 Survey Control on Dump It is the responsibility of the surveyors to provide control on dumps limits and grade taking into account visibility of control at night. Open Cut Examiner and operators are to ensure that survey control is followed and preserved to a tolerance of 0.5 metres.

3. STANDARD
3.1 Lift Height The height of a dump lift will depend upon the nature of material going into the dump and the slope and condition of the floor the dump is progressing over. Lift height should be reduced to maintain stability at the discretion of the Open Cut Examiner, where the material going into a dump or the condition of the floor of the dump deteriorates. 3.2 Material Type Poor quality materials such as wet material, should not be tipped over a dump but block dumped to avoid zones of instability and differential compaction on dumps. Course reject should not be dumped in areas: Where a minimum of 5 metres of cover will not be placed over the area, On the outside of dumps that will be rehabilitated, In areas where future haul roads will be constructed, Where it will affect the stability of the dump or create soft spots. The mine planning should identify areas for placing poor quality material. Competent waste materials should be tipped over the dumps designed for that material and not block dumped in the areas designated for poor quality material.

3.3 Berm Height The berm on a dump should be half the wheel height of the largest truck using the dump. The berm is a guide only and consideration must be given to material type and berm thickness and construction. Signs indicating this are to be installed on all active dumps. Grader drivers shall ensure that material is not graded into the berm on the dump reducing the effective berm height.


3.4 Shape of Dump Dumps should be designed and constructed to avoid sharp corners and curves. Long and square dump faces are safest and most productive. Where it is ecessary to include a sharp corner in a dump, trucks are to dump short. 3.5 Grade of Dump Dumps shall be constructed with positive drainage such that water drains naturally away from the tip head wherever possible (No greater than 3% cross fall). On the occasions when this is not possible provision will be made to drain the tip head by cutting drainage slots in non-active sections of the dump. (These areas to be delineated by witches hats or marker poles). Dump planning and construction should consider the Site Water Management Plan and the design of down grade dumps.

3.6 Lighting on Dumps Lighting plants shall be installed on all active dumps where dumping over a tip head is taking place at night. The lighting plant shall be placed close to the edge and on the truck drivers side when tipping to assist the truck driver reversing to the tip head. Direction of lighting plants needs to take into account the environmental impact on MAC neighbours. Lighting plants used on overburden dumps must be fitted with louvres in accordance with MAC Development Consent Conditions. 3.7 Dump Status Dumps or sections of a dump which are deemed unsafe by the Open Cut Examiner shall be closed according to the following guidelines to avoid inadvertent dumping. A. Dumps with single road access shall be blocked at the access with some form of physical barrier such as a windrow across the road.

B. Dumps without a single road access (i.e. multiple dump access roads or very long dump faces) shall be blocked off with a single row of block dumping along the section of the dump, which is unsafe. The yellow flagged pegs should be placed in each blocked load.

Consideration of drainage in blocking access to a dump is important to ensure dump re-establishment work is minimised. 3.8 Running Surface on Dump All dumps should have a road constructed and maintained onto and across a dump. The road width will be determined by the Open Cut Examiner and clearly delineated to ensure a controlled traffic flow occurs on the dump to the tip head.

3.9 Trucks on Dump Trucks will dump material in places indicated by the dozer driver or the Open Cut Examiner. Trucks will cycle clock-wise when preparing to tip and should cycle no closer than two truck widths from the tip head or tip edge. Trucks should not use berms to stop the truck when reversing up to dump. Trucks should not enter dumps which are closed or blocked off unless under the direct instruction of the Open Cut Examiner.

Trucks must not tip loads over the edge of a dump unless there is a berm to standard. If the berm is not to standard then the load should be tipped at least one truck width from edge. Trucks shall maintain a safety zone of at least one truck width when tipping adjacent to the dozer working the dump.

3.10 Dump Signs All dumps are to be signposted clearly indicating the dump name and dump status (open or closed) in a clearly visible location to all persons entering the dump. Naming of dumps is to be consistent with Modular nomenclature and familiar to operators. Half wheel height signs are to be located on the dump name signs. Dumps will be closed for operational reasons in this manner by the Open Cut Examiner.

3.11 Block Dumping Block dumping of overburden, interburden, course reject, and LOX Material should be in areas designated by the Planning Engineer, and recorded on the Weekly Plan. Trucks must tip their loads in an anticlockwise sequence (to allow the operator to see the previously tipped heap in the operators mirror) adjacent to the previously tipped heap in a manner so as not to reverse up onto that heap.

3.12 ROM Coal ROM coal block dumping should be carried out in the above-mentioned method. When stockpiling ROM coal on multi-lift stockpiles, windrows / safety berms must be constructed half the wheel height of the trucks on ramps and stockpiles to prevent the truck from reversing over an edge.

3.14 Dumping Over High walls No material should be dumped over a high wall. When constructing a dump from a high wall all truckloads will be dumped at least one truck width from the edge and the dozer will be utilised to push the material over the edge. The dozer operator prior to the task being commenced will delineate the high wall stand off tipping line. This procedure will be followed until a stable rill angle on the dumped material is reached.
