Literacy First Process Developing Fluent Readers

1. 2. 3. Fluent readers are characterized by the ability to read orally with speed, accuracy and proper expression. (National Reading Panel, 2000) Fluent readers read orally as if conversing with someone. Fluency is the end result of the decoding and comprehension processes. 4. 5. Fluency results from making connections between the ideas expressed in the passage and the reader's background knowledge. These connections help the reader understand what is being read. Fluency can be developed or enhanced through explicit instruction.
