INTRODUCTION This method statement includes mobilization and construction activities of shelter foundations for BVT 12-25-26-27-28 sites regarding BVT Security Fortification Works Project. BVT sites construction starting date is planned as on 25.09.2012 according to contract sign date. 90 working days is planned to finalize all construction works for each BVT station. Final date for the completion of all site works is 31.12.2012.

2.0

PERSONNEL AND RESPONSIBILITIES

Project Manager Performing every step of construction compliance with the contract is under responsibility of Construction Manager. Site Representative& Quality Inspector Site Representative is responsible for the civil crew to implement the work mentioned in the Method Statement and related procedures in line with safety rules and quality requirements.

Foreman (Civil) Civil foreman is responsible for all workers of the crew to work according to the schedule and quality requirements of the project to be implemented in safe and technical manners.

HSE Site Inspector Health and Safety Inspector is responsible from checking the activities whether they are compatible with the Health, Safety and Environmental issues and whether the required precautions are taken.

EXECUTION METHOD

3.1 PREPARATORY WORKS Tekfen will obtain the land entry protocol. After the land entry protocols have been signed, 2 Office container and 1 WC cabinet underground septic tank and water tank will be properly placed on a suitable area. Required energy for lighting and heating will be ensured by generator. Generator will be placed on a suitable place at the camp site and its electrical connections will be done properly. 3. Necessary and the most suitable access road will be used as the nearest existing road to the site. 4. Cat detector will used to determine the location of buried cable prior to any hand excavation works with the attendance of the BIL. BTC and any other underground services will be identified by stake and barrier. 5. Each excavation area around the underground facilities route will be taped off before the commencement of each interval digging. 6. No machine excavation to be performed within 1 m of pipeline and existing services. 7. Heavy equipment such as hi-up, excavator etc, will be passed on pairs of steel plates where the road crosses on BTC pipe line. Dimensions of the steel plates will be 15mmX1500X6000mm. Then, the soil material will be laid on the steels and necessary signs will be placed for taking care of the drivers. 8. The shelter will be lifted completely. For this, the accessories will be removed on the sides and the shelter will be removed at four corners by using the track with crane & required lifting equipments. Before the commencement of work, the lifting plan will be sent to BIL and related permit will be taken. 9. Please find lifting plan sketch for the mobilization works below. 10. Temporary wooden shelter with the dimensions of 5mx6.5mx3m will be constructed around the Scada container in order to facilitate the working conditions during winter at the electrical connections to SCADA 1. 2.

11. After completion of all preparatory works and mobilization, hand excavation and fencing works will commence and proceed as mentioned below. 3.2 ACCESS ROAD CONSTRUCTION Each Block Valve Station has its own access road. Therefore new access road construction is not needed. Enhancement will be performed for access road if needed.

3.3 APPLICATION METHOD 3.3.1 Materials

3.3.2 Execution Methodology

Temporary Fence Installation (Specific to BVT28) Temporary fence installation will be performed at the western south part of BVT28 as per the below sketch since the existing fences (at western south) are mostly deformed and inclined 45 degrees and nearly to fall during excavation. Hence the excavation safety will be provided.

Excavation - All procedures required to handle contaminated soil and contaminated underground water will be performed.
- Hand excavation will be performed to locate all known services before any machine

excavation takes place. No machine excavation will be performed with 1m of pipeline and existing services. (Pipe& cable)

- The excavation area to be detected by CAT detector to locate the underground cable routes, pipe routes etc. and the located underground routes to be marked using colored (different than white) marking dust to give high attention during the excavation works to prevent any damage to existing underground system. - The excavation area is to be electrically isolated before commence to excavation work. - A maximum slope of 1.5 horizontal to 1.0 vertical may be used for open excavation. In case the depth of excavation exceeds 1m, berm cut is to be done.

- All excavations will be performed by hand excavation. Excavator or any other type of mechanical excavation machine will be used if the area is free of any underground cables or pipes. - Hand excavated soil will be placed out of the excavation, again by hand, excavator will only be used to move the hand excavated soil which is placed out of the trench by hand to load it to dump truck under high supervision. - The excavated area is to be compacted layer by hand compactor. - Civil engineer / foreman will ensure that the excavation and backfilling is completed to the highest standard of neatness with respect to the visible fences and the arrangement and alignment of fences and support elements. - All earthworks will be carried out in accordance with project specifications ILF-SPCEMC-SPG-001 and BS 6031 "code of practice for earthworks" - Backfill for foundations and pits will be placed in layers not exceeding 200mm and well compacted. The degree of compaction of backfill will be 95% of maximum dry density as determined by compaction tests in accordance with BS 1377- part 4. - Unsuitable material detected below foundation level in areas of cut will be excavated to firm ground. - The final location of all excavated area is agreed at site with the supervisor before installation. - The excavated soil will be collected at a particular place for further removal.

Foundation Works

-The bottom of foundation excavations will be firm and well compacted soil. The soil will be compacted to 95% of maximum dry density as determined by compaction tests in accordance with BS 1377 part 4. - Blinding concrete with 10 cm thickness will be cast below concrete foundations as per DWG TKR-DGA-EPC-PLG-102 0. Blinding concrete can be prepared on site by hand. - Blinding will not be placed on frozen ground. -In case of any excess excavation below the foundation, the level will be filled up with blinding concrete. -The underground and above ground existing services that may conflict with the new facilities will be relocated/re-routed or protected. The relocating/re-routing/protection of services will be in accordance with the applicable standards, specifications and any

regulating authority and will be approved by the client prior to the commencement of the works.

- The surface below ground level will be coated with a proprietary or bituminous coating to give a total minimum thickness of 1mm. The bituminous coating will be an emulsion with solid contents of at least 55% bitumen and also containing 10% of rubber latex compound or equivalent. The coating will not become brittle below freezing temperatures. - All concrete works will be carried out in accordance with project specification ILF-SPCEMC-SPG-001. - All foundations will be placed on a 10cm thick blinding layer. - Steel reinforcements (Class C fyk= 500 N/mm2) will be cut to specified length as per the structural drawings by a rebar cutting machine. Stirrup reinforcements will be brought to site. Steel reinforcements and stirrups will be tied up and fixed inside of installed foundation formwork. - 16 bars will be welded to 25 cross bars mentioned DWG TKR-DDT-EPC-PLG-103 0. on the foundation of the shelter as

- All reinforcement steel will be clean and free from rust, grease, mill scale or any other substance that will affect it's bonding with the concrete.

- Plastic spacers will be fixed into the reinforcements to maintain 50mm cover of concrete around the rebar. Concrete cover will be 50mm unless a foundation is to be cast against a bare excavated surface, then the cover is to be 75mm. - After completion of all reinforcement works for foundations, formwork will be placed and installed for concrete foundations. - Concrete (fck= 35 N/mm2) will be cast for the foundations of the shelter. All concrete works will be carried out in accordance with project specification ILF-SPC-EMC-SPG-001. -There will be 2 alternatives for foundation concrete casting on site. Pump with mixer will be used for foundation concrete cast if pump is available for renting in pump station or concrete will be cast by wheelbarrows transporting concrete from mixer to the formwork with labours.

INSPECTION AND TEST PLAN

- All materials, equipments and systems will be subjected to site incoming material inspection by the
relevant disciplined inspectors and tested and inspected completely before installation. - All used equipment and material for installation will have the appropriate certification. - After completing excavation and backfilling works, the excavated, backfilled and compacted area will be checked whether they are compatible with the drawings. - An I&TP shall be prepared for the piling works by the Contractor and submitted to BTC.

- Approved Inspection and Test Plan will be used as a reference to guide the tests and inspections. - Required material approval forms and related test certificates will be submitted to BTC for approval. - Each phase of the work will be controlled with the attendance of BTC Co. - Concrete design will be submitted to BTC approval. -Characteristic compression strength test results of taken cube samples from poured supports concrete will be provided by Contractor. Samples will be taken from the concrete every day. The results of 7 days, and 28 days of concrete strength values will be recorded. -Visual inspection checks will be done. - As-built surveyed drawings will be provided by Contractor with datum point reference. - All certificates of the used materials will be provided by Contractor and submitted to BTC Co.s approval prior to usage.
- GOC forms will be provided by Contractor.

HEALTH & SAFETY 4.1All workers will use specific P.P.E. 4.2All equipment will have certificate (the ones which the mechanical chambers can certify) and will be inspected by BV/Supervisor 4.3Only trained employees will involve the work. 4.4Before commencement to work a toolbox talk will be done 4.5This method statement and risk assessment will be described. Supervisor will provide proper access and access to installation area. Housekeeping at workplace will be provided permanently. 4.6H&S Inspector will be at site during the construction activities. 4.7All excavations are being performed as per BIL permit system and Tekfen excavation form will be used. 4.8All work permits and a copy of the method will be available at site. 4.9One trained banksman needs to be assigned for the each working vehicle and without any banksman, vehicles should not move. 4.10 All vehicles (Excavator, JCB, loaded, hi-up, truck, light vehicles etc.) shall be inspected daily by operator, driver etc. 4.11 No night driving and no night work will be allowed 4.12 The trucks will be loaded as per the highway transportation rules not to damage the village roads. 4.13 Road risk analysis will be prepared and submited for the transporation routes and routes to the accomodation locations from site. 4.14 Inform BTC Co Security before mobilization to site, for arrangement of local Gendarme 4.15 All personnel log out of base locations and list travel plans, then adhere to those plans unless the trip management centre is first notified of desired changes. 4.16 Supervisors are responsible for their crew personnel, they know the whereabouts of each member at all times 4.17 Surface of the ground should be levelled for tipper truck operation. 4.18 Life line should be installed in case of fall to river. 4.19 Truck should have hydraulic tail gate and hydraulic operated 4.20 Daily inspection check list first of all must be performed before mobilization, such as necessary quantity Arrow Signs, Speed Signs, Indicating Locating Signs, Indicating Steel Plates signs and First Aid Boxes, Fire Extinguishers etc. must be put into the containers before mobilization, and Inspection check list needs to be verified by responsible one. 4.21 Cat detector and Balances calibration certificate needs to be provided, 4.22 Careful attention must be given for usage of soft and hard barrier, warning tape not to be used instead of hard barrier.

ENVIRONMENT 5.1Environmental impact mitigations (topsoil management, house keeping, waste management, reinstatement, etc.) will be handled in line with BTC Statement of Environmental & Social Requirements (BTC-SOR-ESM-GEN-001). 5.2All wastes (other than inert) will be; segregated, labeled and stored in a dedicated area and transfer to the nearest BIL Facility accompanied with a BIL Waste Transfer Form. (Please see attached BIL Waste Transport Form) 5.3 Inert material originating from construction activities are subject to reusing / recycling. Should villagers and/or local authorities are willing to take those materials, written consent/approval from villager/mukhtar/local authority (whichever is applicable) will be signed to receive materials for reuse and collect pre-handover photographs of the site. If not, approved quarry/landfill will be used as an option. No quarry or landfill will be used without approval from BTC Co. Written consent/permit for disposal and sign-off document (confirming that there are no residual issues and no complaint) should be obtained from the quarry/landfill owner or licensed operator and photographic evidence on the pre, during and post disposal status of the disposal site will be collected. (Please see attached BTC Fill Material and Concrete Waste Disposal Form Topsoil management requirements/rules should be followed carefully. Tree and shrub management (if applicable/required):

- Local representative from Forestry General Directorate (OGM) shall be invited to work location for the identification of species and amount of the trees. In the absence of OGM representative, contracted landscape specialist can carry out the same task. - For forest trees and shrubs (excluding fruit trees) offset planting ((number of cleared trees&shrub+%30 additional)) will be applied. A protocol will be signed with Provincial Directorate of MoEF for offset planting. Handover of the cleared trees will be agreed with Local OGM. - For fruit trees such as apple tree, pear tree, orange&mandarin tree, local representative from Ministry of Agriculture should be invited to the work location for the identification of current market values of trees. For cleared fruit trees payment shall be done to landowner at current market value. 5.6 The area is not an ecologically sensitive area: The repair work location is not Ecologically Sensitive Area. However, there is some faunal sensitivity to be considered.
