Position works with contract administration specialists, project engineers, construction inspectors, and contractors. This position is project fund supported. *Performs administrative and clerical work in support of the contract administration specialists, construction inspectors, and project engineers relating to the construction of the Citys capital improvement projects *Drafts agenda, attends, and takes and distributes minutes for pre-construction meetings and other construction coordinating meetings as needed *Assists project managers and construction inspectors with coordinating and organizing critical meetings during construction with outside agencies and utility providers *Processes and tracks contractor submittals and requests for information *Processes, tracks, tallies and completes verification of material tickets, field measurement sheets, and traffic control flagging hours, ensuring required documentation is complete *Process and completes the verification of contractor force account documentation prior to payment *Assists contract administration specialists with the tracking of Statements of Intent to Pay Prevailing Wages and Affidavits of Wages Paid; compares State and Federal prevailing wage classifications and wage rates to verify accuracy of certified payroll records; interprets DBE and training requirements for federally funded projects to ensure that the funding agencies requirements are being met *Maintains construction project files in a manner that satisfies City, State, and Federal Protocols applicable to each project

*Prepares and drafts letters and memos of project milestones for use by Project Managers and Construction Inspectors *Provides assistance with preparation of contract files and documentation related to state and federal audits *Maintains contractor emergency after hour list for construction projects *Maintains project filing for electronic photo data *Maintains and tracks the Record of Materials (ROM) to meet documentation procedures outlined in the Local Agency Guideline (LAG) Manual and the WSDOT Construction Manual for federally funded projects *Tracks the daily and weekly reports and insures proper filing of the documents *Supports the assigned construction inspector in monitoring construction progress schedules during the life of the project *Assists with the release of contractor bonds in a timely manner upon approval by the Construction Manager *Assists the contract administration specialist and department secretary in preparing contract files for archiving *Processes purchase orders and invoices primarily related to purchase contracts *Monitors certificates of insurance expiration dates, requesting updated certificates, as needed *Maintains knowledge of WSDOT and City specifications and State requirements related to public works, with an emphasis on construction contracts *Prepares, maintains, and reviews documents and spreadsheets in the performance of the job *Performs other duties and responsibilities as assigned. Performs backup duties in the absence of the Contract Administration Specialist Performs backup duties in the absence of the Office Assistant Handles messages and complaints from citizens and the public in a polite and professional manner; determines nature of message or complaint and, if it cannot be resolved by the employee, refers it to the appropriate staff member Performs basic clerical tasks *Courteously and effectively works with the public, public officials, citizens, consultants, contractors, supervisor, and other employees, both in person and over the telephone; assisting them with a wide variety of information pertaining to City and department *Completes work and projects in a thorough and timely manner Understands and follows directions from supervisor, posted work rules and procedures Regular, reliable and punctual attendance

*Due to internal and external customer service needs, incumbent must be able to work a full time schedule, on-site (appropriate City work sites) *Shows initiative in performing the job functions. * = Primary duty Graduation from high school or the equivalent, and a minimum of one year of full-time MINIMUM QUALIFICATIONS related experience in public works construction and/or contract administration in a municipal environment. Working knowledge in computer programs (Outlook, Word and Excel) required. Possesses and maintains a valid state drivers license throughout tenure of employment with the city, without impending loss at time of appointment.
