Less than four months after he launched his gubernatorial bid during his 78th birthday celebration last September 30, Angara made the announcement following a meeting with local political leaders at his residence in Barangay Reserva at around 11 am yesterday. The STANDARD TODAY tried to call up the Angaras Senator Angara, his Congressman Juan Edgardo, his sister Gov. Bellaor Angara-Castillo and the senators running mate and nephew Rommel - for their statements. But for one reason or another, none of them returned the calls nor can be reached. But a local political leader of the Angaras, who declined to be named, conrmed the meeting and the announcement. The senator, the leader said, told those present that he received a position in the Cabinet which he had accepted. He declined to specify what particular position it was. Those present were the governor, Rommel and Mayor Angara who was himself reportedly taken aback by the announcement. Sources said one of the compelling reasons for the senators withdrawal, aside from the offer was the low ranking of his son, Congressman Angara in recent surveys. The Harvard-educated congressman, a recipient of the prestigious Ten Outstanding Young Men (TOYM), was ranked 13th in the latest Social Weather Stations Survey, down from a high of seven a months ago. called on his political leaders in the province to explain to Aurorans that he would not be able to devote himself full-time in the campaign trail because he would also be helping his son out. simply not in his favor. The Catholic vote, which according to the crooked pollsters cannot possibly exist, has nally arrived. It is here. Aquino may not be completely unaware of it. How else explain his saying in a cable TV broadcast after the vote that he had nothing to do with it, despite his being in the thick of it? It was like saying he had nothing to do with the impeachment and removal of Supreme Court Chief Justice Renato Corona after he did it. Or that, as a senator, he never signed up for the RH bill but had been listed as a co-author by sheer mistake. This was something he told the bishops as a presidential candidate, and they believed it. We hope Aquino realizes the deep mess he has created. By allowing himself to be completely under the thumb of foreign population controllers he has shown the countrys urgent need to be liberated from his puppetry and his masters pernicious control and inuence. By showing total disrespect and contempt for the religious belief of the Catholic majority, he has justied the need for a strong Church response. A fusion of nationalist and Catholic forces could emerge to lead the call for reform and regime change. Some analysts now suspect that Aquinos decision to remove Corona from the Supreme Court and name his own Chief Justice was part of a long-term plan to prepare for a constitutional challenge to the RH law, whose passage he had obviously committed to his foreign patrons when he rst assumed ofce. But despite all this, many lawyers and non-lawyers alike are condent that no SC justice could possibly misread the Constitution to legitimize a patently unconstitutional enactment. Until the nal vote, the pros tried to focus their arguments on the supposed economic, demographic, and scientic wisdom and merits of the bill, while the antis insisted on the lack thereof. The pros refused to touch its constitutionality, and the antis failed to exploit it. In the voting in the House, only two congressmen cited the bills constitutional inrmity; in the Senate, not even Senate President Juan Ponce Enrile, a legal luminary, did. Yet the most glaring constitutional disconnect now stares us in the face. While the Constitution says the State is the protector of the life of the unborn from conception, the proposed law prescribes birth control to all, and makes the State the main provider and promoter of contraception. eruptions, tsunamis, landslides, and mudslides consume its time, personnel and budgetary resources. Yet, the National Disaster Risk Reduction and Management Council, an agency under the Department of National Defense, has been designated as the one responsible for ensuring the protection and welfare of the people during disasters or emergencies. DSWD has its hands already full in administering a multitude of programs that demand its undivided attention on conventional social welfare programs for the abused, homeless and abandoned elderly, women, youth, persons with disability, etc. It conducts livelihood training programs, clears adoption and travel documents of minors, and attends to distressed overseas Filipino workers. It assists indigents get funding for their life-saving surgical operations. DSWD has been the unchallenged agency for social welfare and public assistance activities, a role that was further strengthened in 2003 under Executive Order 221. But no hint was ever dropped about any expanded role concerning social protection, a newlydeveloped social framework of social insurance, labor market interventions
and social assistance. Social Security System, Government Service Insurance System and PhilHealth make up only a part of the social insurance component. Unnoticed, DSWD recently reinvented itself by assuming a very ambitious mission: To develop, implement and coordinate social protection and poverty reduction solutions for and with the poor, vulnerable and disadvantaged. I was pleased reading DSWDs vision of a society where the poor, vulnerable and disadvantaged are empowered for an improved quality of life but was aghast that it now envisions itself to be the worlds standard for the delivery of coordinated social services and social protection for poverty reduction by 2030. All these require the unconditional commitment of Presidents yet to be elected in 2016, 2022 and 2028. The Expanded Senior Citizens Act of 2010 abruptly established a social pension program with DSWD as implementor. This program increased tremendously its load. With little preparation and a miniscule budget of P1.2 billion, DSWD could only accommodate about 200,000 beneciaries out of the 6.3 million senior citizens. In contrast, it accelerated the devel-
opment of the conditional cash transfer program from a mere pilot project in 2007 into one of the countrys most popular social programs with a cumulative budget that is soon to reach P100 billion. By 27 June 2012, its registered beneciary households stand at 3 million. It is implemented in 79 provinces covering 1,261 municipalities and 138 key cities in all 17 regions nationwide. The maintenance of a national registry of beneciaries is the most challenging operational aspect of the CCT program. Beneciaries must be continuously revalidated, compared with others to avoid duplication, and updated to add new beneciaries. The tasks are more demanding than the combined Comelec, SSS, GSIS and PhilHealth databases and could break the back of any workhorse. DSWD expanded too soon and too fast during the Arroyo and Aquino Administrations. It couldnt even muster enough condence to dispense on its own the budgeted billions of pesos to its millions of beneciaries. It had to contract out to non-governmental and peoples organizations, a convenient way of avoiding nancial responsibility, so thought DSWD. Not surprisingly, the Commission
on Audit has found DSWD ineffective in administering its huge funds. Worse, COA has uncovered a P2-billion leak in its fund transfers to NGOs and POs in 2011. An innovative social program would benet our people, but Congress must rst give its imprimatur via an enabling law. The operational structures, conditions and limitations are then collectively and transparently established in a more apolitical manner. But for reasons not disclosed publicly, the CCT program continues to operate and even expand devoid of this legislative process. So far the CCT program has been expediently given a huge budget in the General Appropriations Act but on a year-to-year basis. It is immediately terminated once deprived of budgetary allocation. We weep in silence when we see a small child carry a bigger brother with disability and clap our hands in applause when we witness townspeople merrily move a house Bayanihan-style. But we stamp our feet in protest when we see a workhorse being overburdened. Like an overburdened workhorse, DSWDs workload should be lightened. Other public institutions would be more than capable carrying that load.

Cruz THE Philippines has become the rst Asian country to criminalize enforced disappearances after President Benigno Aquino III signed into law Republic Act No. 10350, or the Anti-Enforced or Involuntary Disappearance Act of 2012, on Wednesday, according to the laws principal sponsor Albay Rep. Edcel Lagman.
Lagman on Thursday welcomed the Chief Executives signing of the law which took almost two decades in the making. RA 10350 specied three elements of the crime of enforced disappearance: a victim is deprived of liberty, the perpetrator is the State or agents of the State and information on the whereabouts of the victim is concealed or denied. These principal elements make enforced disappearance a distinct crime separate from kidnapping, serious illegal detention, murder or any common crime, Lagman said. The law seeks to end impunity of offenders even as it envisions a new or a better breed of military, police and civilian ofcials and employees who respect and defend the human rights and civil liberties of the people they have sworn to serve and protect. No political instability, threat of war, state of war or any public emergencies can justify the suspension of the enforcement of RA 10350, Lagman said.

THE Metropolitan Manila Development Authority said it will put up eight permanent rotundas along different major intersections where the incidence of road mishaps is high. After yesterdays installation of the agencys rst portable rotunda on Epifanio de los Santos-Ayala Avenue interchange, Chairman Francis Tolentino announced his plan to task the agencys Planning Ofce to study the construction of permanent rotundas. He said they are coordinating with the National Commission on Culture and the Arts for the design of permanent and uniform rotundas, but he did not say where they would be put up.

The positive outlook reects our more favorable assessment of the prevailing political conditions and of the administrations improved capacity to pursue its reform agenda, the credit rater said. We may raise the ratings next year on an improved government revenue structure, a continued diminished reliance on foreign currency government debt nancing, or a lower government debt burden. We may also raise the ratings if institutional and structural reforms lead to improved investment environment, and thus better growth potential, it said. The debt watcher, however, warned it might revise the outlook back to stable if the Philippines commitment to scal consolidation weakened or if the countrys external liquidity position deteriorated signicantly. S&P said the ratings on the Philippines encompassed the countrys relatively low income, weak scal prole, and high, albeit improving, public debt and interest burden. These constraints are balanced by a robust external prole, as shown in a net external creditor position and strong liquidity ratios, as well as a consistent track record of moderately strong growth, it added. The gross domestic product grew 7.1 percent in the third quarter, bringing the average expansion in the rst three quarters to 6.5 percent, above the governments target of 5 percent to 6 percent. Strong foreign exchange inows pushed the countrys gross international reserves to a record $84 billion as of November, eclipsing the foreign debt of $62.5 billion. Finance Secretary Cesar Purisima said while the international credit rating agencies rated the country still a notch below investment grade, it received a more favorable treatment from the market.

PPP ceiling exemption
THE Bangko Sentral extended for three years the exemption of projects under the publicprivate partnership program from the 25-percent loan ceiling of banks. The Bangko Sentral said its policy-making body, the Monetary Board, extended for another three years the original three-year period allowing a separate single borrowers loan limit of 25 percent of the net worth of banks for PPP projects. It said the extension was expected to encourage the nancial sectors participation in the PPP program of the government, particularly with respect to the projects that were still in the pipeline. The Bangko Sentral issued Circular No. 700 in December 2010, allowing a separate single borrowers loan for PPP projects for three years ending Dec. 28, 2013. However, due to the long and complex process involved in the awarding of PPP projects, very few projects were awarded subsequent to said BSP issuance. Several projects are still in the pipeline, the Bangko Sentral said. It said following the approved extension, the window would be opened until Dec. 28, 2016. Loans, credit accommodations and guarantees based on the contracted amount as of Dec. 28, 2016 period shall not be increased but may be reduced and once reduced, said exposures shall not be increased thereafter, the Bangko Sentral said. GLOBE Telecom Inc. said Thursday it completed the tender offer on the restructured debt of Bayan Telecommunications Inc. and unit Radio Communications of the Philippines Inc. Globe said in a disclosure to the stock exchange at least 92.9 percent of the aggregate remaining principal amount of notes was validly tendered and not withdrawn when the tender offer expired Tuesday. It said all the conditions to the tender offer were satised or waived. Globe expects to accept for purchase all of the notes validly tendered and not withdrawn in the tender offer, Globes assistant corporate secretary Marisalve Ciocson-Co told the exchange. The Ayala-led rm earlier said it would pay holders an amount in cash equal to $310 for each $1,000 remaining principal amount of notes. Meanwhile, holders who tendered their notes after the extended early tender date would be paid $307.50 for each $1,000 remaining principal amount. As Globe has previously announced, it expects that the settlement date of the tender offer will occur not later than Dec. 21, 2012, New York City time, Ciocson said. The company said of the original outstanding principal of $200 million, the remaining principal amount stood at $184.5 million or $922.391 per $1,000 original principal amount of the notes. ROBINSONS Land Corp. and the Okada Groups Tiger Resort Leisure and Entertainment Inc. plan to open their $1-billion integrated entertainment and gaming complex in Paraaque City by late 2014. Robinsons Land general manager Henry Yap said in a media brieng the 44-hectare Manila Bay Resorts would have three hotels with 2,000 rooms. The consortium will build two luxury hotels and one budget hotel. Yap said the gaming component of the project would cover 30,000 square meters offering 3,000 slot machines and 500 gaming tables. He said for the retail development, Manila Bay Resorts would contain a shopping mall, a trade hall, luxury retail stores and restaurants. The casino complex will have a water fountain as one of its major attractions as well as residential towers, he added. Robinsons Land expects the landmark project to draw interest from local and foreign visitors, especially from Asia-Pacic. The project is also expected to generate more than 5,000 jobs. Robinsons Land signed a deal with Universal Entertainment Corp. of Japanese pachinko magnate Kazuo Okada to develop Manila Bay Resorts last week. Robinsons Land, under the agreement, will purchase a majority stake in a Eagle I Land Holdings Inc., a company that owns 30 hectares of land located within the casino project. Robinsons Land will also subscribe to a minority stake in Tiger Resorts, Leisure and Entertainment Inc., the company that was awarded provisional license to own, develop and manage an integrated mixed-use, resort, and gaming development within the Philippine Amusement and Gaming Corp.s Entertainment City in Paraaque. Vista Land said in a statement the company was adopting an aggressive expansion program to take advantage of the strong economy and prospects for faster growth in 2013. IT is the Friday before Christmas. This Friday marks the beginning of a weekend of preparations, not only for the holiday season but for the turning of the year. For some, this date, Dec. 21, 2012, which coincides with this years winter solstice, is not about Christmas at all. Today is the last day of the current cycle in the Mesoamerican long count calendar. This ancient calendar was used by many cultures in pre-Columbian Central America, and probably most popularly, by the Mayans. There are even some people who actually believe the world will end today. Also this week, on Dec. 18, the Reproductive Health bill was passed on third reading in both houses of congress. The senate version of the bill passed all three readings on the day of the third reading of the house version. Bloomberg.com, in an article Thursday actually pointed out that the versions of the bill had been introduced and blocked repeatedly since 1998. The matter of how The RH bill has been called many thingssensitive, divisive and other words not t for use in polite company. A measure of how high emotions run concerning this bill is that some of those impolite words have come from individuals one would normally expect to exhibit the most exemplary of speech and behavior, especially in public forums. Bloomberg credits the Philippine president for the passage of the RH bill. Bishop Gabriel Reyes, an outspoken Catholic leader also seems to believe that the president heavily inuenced the passing of the bill. Credit may not be the word he would use, I suspect. A Rappler report by Agence-France Presse quotes Reyes: The struggle between the pro-RH and the anti-RH... was really the struggle of Malacaang (the presidential palace). Aquino certied the bill as urgent following the successful passage of the bill on sin taxes, which he had earlier certied as the most urgent of the bills pending in Congress. Whether credit or blame, it is obviously unfair to discount the tireless work of the many people who supported the RH bill, including those who shepherded the bill through both houses of Congress. However, it is impossible to discount the reality that the president did, in fact, certify the bill as urgent. The question of what led to the RH bill nally being passed is a matter explained partially by the changes in the composition of the individuals who make up the two houses of Congress. Over the last decade, the number of women who serve in Congress increased. Also, there are now younger politicians in both houses. Whether male or female, these younger politicians are perhaps more cognizant of the changes in the constituency they serve. For a long time, the polls have shown that majority of Filipinos support the passage of the RH bill. As early as 2008, the Social Weather Station has been taking polls on the popular sentiment concerning the RH bill. In a June 2009 article, Mahar Mangahas wrote: The national survey and all three local polls (Manila, Paraaque and Cebu) showed great support for the bill. In fact, many legislators used this as an explanation for their afrmative vote for the billthat their vote reected the opinion of their constituencies. The question of why In a representative form of government, that is the expectation that we have of those we vote into the legislative housesthat they will represent us fairly. This does not always happen, of course. Quasi Romualdez, former Secretary of Health, actually pointed this out in a Dec. 13 Tweet: Unequal distribution of power is shown by the extremely close vote on RH despite overwhelming approval by electorate in polls. That the RH bill was successfully blocked for many
years in spite of scientic evidence that the electorate favored it could be taken as evidence that certain segments of the populace do have a disproportionate inuence on legislators. That it has nally passed could mean that we nally have enough men and women in Congress who actually listen to their electorate. Those who walk the corridors of power will afrm that some voices are heard over others and that more as well as less goes on than simply the honest work of legislation and governance. The temptation to deviate from the path of responsibility and integrity is rife even in the private sector. There are many in government and media who will point out that many forms of corruption require at least the passive complicity of the private sector. Bribery involves not only the ofcial who receives the bribe but also the individual who pays the bribe. A matter of courage In the international MBA classroom, when we speak about ethics, we cannot afford to discuss the matter in a vacuum. We must discuss the realities and challenges of operating in developing countries. Pursuing the ethical path can be very difcult in many developing countries. In fact, in some countries, even senior executives in the private sector will sometimes attempt to justify minor deviations from global policy. What my mentor, Prof. Jess Gallegos, always says about ethics is this: We can teach you how to determine what the ethical route is. What you actually do is your choice. Being ethical is very different from knowing what is ethical. Sometimes, doing what is right, requires courage. Ralph Waldo Emerson had this to say about courage: Whatever you do, you need courage. Whatever course you decide upon, there is always someone to tell you that you are wrong. There are always difculties arising that tempt you to believe your critics are right. There are those who believe the world will end today. If that is what you believe, then today you must be doing something that reects that belief. If you are Catholic, you believe that Noah endured ridicule while building the Ark. If you are Christian, you believe that Jesus endured torture and crucixion because he stood for something. They made their choices. The best that can ever be expected of people is that they do what they feel is right. For my students who graduated this year, here is what I hope they remember about the challenge of making tough decisions. The question of practicality is very real for those who have no choice. The man who has a gun pointed at his head can perhaps be forgiven for attacking his assailant. The father who needs to feed starving children can perhaps be forgiven for lifting fruit from a neighbors garden. But there are many who have the education, background and talent to walk away from a job that requires them to do something unethical. If you have talent, you have choices. This means you have responsibilities. The correct question to ask is this: Am I making the world a better place? Am I part of the solution? Or part of the problem? THE French has always been known to be a bit of left of center and trendsetters. From their world renowned cuisine, designer RTWs and architecture, even cars that are from France are fashionably different.
With a brand name most Filipinos nd difcult to pronounce, Peugeot is the latest European brand to hit the domestic automotive market. For World Rally Championship (WRC) fans like this writer, Peugeot-Citroen represents the scourge of Japanese manufacturers starting with the agile Peugeot 307 of Marcus Gronholm and Sebastian Loebs feisty Citroen Xsara. These two cars battled it out with the Subaru Impreza STi and the
Mitsubishi Lancer Evolution. So one can just imagine my excitement when Dong Magsajo, marketing guru of Eurobrands Distributor Incorporated exclusive importers of the French brand, lent me the Peugeot 3008 1.6 e-HDI for a weekend test drive. For starters, the most noticeable feature of the 3008 is its spaciousness, high stance and the oversized grinning grille design. Admittedly, this crossover variant is an SUV, part estate, part hatchback and part MPV rolled into one. While its lacks four-wheel drive, the 3008 offers a grip control system that does clever things with the traction control and ESP during aggressive driving on loose gravel and mud. Amazing is the word that best describes the suspension feel of this French MPV. The 3008 utilizes Peugeots familiar Platform Two which it shares with Citroen relatives. Developed by Japanese suspension specialist Kayaba, the 3008 rides on a simple torsion beam with central hydraulic cylinders linked to the rear dampers. It contains a oating piston pressurized to 20bar. This technology stiffens the dampers action and levels the 3008 during aggressive cornering maneuvers and a comfortable ride. The good stuff does not end there, step inside and one will marvel at the well laid out multi exible interior. The driver has a high vantage point and is cordoned off from the front passenger by a large central console big enough to accommodate a body bag. Paddle shifters are behind a meaty steering wheel and the dash controls are within easy reach with a digital heads up display speedometer thrown in for driver convenience. The rear cabin provides ample head and leg room and the 60/40 rear seats can be folded back further increasing its cargo hauling capacity. Hands down, anybody who has driven a 3008 would agree that the wow factor of this crossover MPV is its panoramic sun roof. This feature proved itself useful when I took my nephews and nieces for a drive around Makati City to marvel at the well lit buildings and avenues. That kept them behaved and seated as they ogled at the visual display as we drove along.

1 cup water 3 tbsp brown sugar tsp cinnamon powder 10 pcs our tortilla, market bought 1 k Purefoods Fiesta Ham, sliced 150 g Magnolia Queso de Bola, grated 1 tbsp Magnolia Nutri Oil, for brushing Procedure: In a medium size pan on low heat pour pear, fruit, sugar and cinnamon powder. Simmer for 10 minutes until color change and become syrupy. Set aside to cool. Get a piece of our tortilla and put a piece of ham on top of it, arrange grated queso de bola and a tbsp of caramelized pear and roll till end and seal with toothpick. Repeat procedure on the remaining ingredients. In grill pan on high heat, brush oil. Grill each rolled ham and let it have grill marks. Set aside. Slice tortilla rolled ham 1 inch and lock every slices with toothpick. Arrange in a plate and serve immediately. Chef Rjs Christmas Ham Glaze Ingredients: 1 btl raspberry jam (market bought) cup walnuts, chopped 1 btl San Miguel Premium All Malt Beer 3 pcs cinnamon bark 2 tbsp sugar 1-3.48 kl Purefoods Fiesta Ham Smoked Bone-In Procedure: Pre heat oven 350 degrees Celsius. In a pan, combine everything together. Simmer until it reduces in half. Set aside. Brush glaze all around the ham and broil in the oven for 10 minutes. Take out from the oven and rest ham for 5 minutes. Slice thinly and place in a presentation plate. Serve. Makes 15-20 servings. Makes 30 slices. Chef Kcs Asparagus Wrapped in Ham Ingredients: 1 k Purefoods Fiesta Ham, sliced 800 g asparagus, cleaned and washed Salt to taste 1 cup Magnolia Nutri Oil, for brushing 1-250 ml plum sauce, market bought 1 tbsp sesame seeds Procedure: In a plate, arrange esta ham slices and cut in half lengthwise. Set aside. In a bowl, season asparagus with salt and drizzle cup of oil. Mix well. Set aside. Pre-heat the grill on medium heat and brush with the remaining oil. Get 6 pcs of asparagus and wrap with ham and lock with toothpick. Repeat procedure on the remaining ingredients. Grill for 2 minutes each sides or until asparagus soften. Approve all valid claims for VAT refund on local purchases, and insofar as input VAT on importations is concerned, determine the validity of the claim and issue the authority for the Bureau of Customs to issue the refund. Request for funding of approved refunds from the DBM, in accordance with existing guidelines and procedures. For taxpayers with pending claims for Tax Credit Certificates (TCCs) on VAT received by the BIR prior to the effectivity of Executive Order (EO) No. 68, including those with unclaimed TCCs, the BIR shall request for the taxpayers option in writing as to whether they would like to apply for refund instead.
B. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a single contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The BOC shall separately submit to the DBM, the House Committee on Appropriations, and the Senate Committee on Finance, either in printed form or by electronic means, quarterly reports on the utilization of the amount appropriated for the payment of tax refunds, and ensure that said reports are likewise posted on its official website. The BOC shall verify the authenticity of the BIR endorsement with authority to issue the refund on input VAT on importations. Further, the BOC shall validate actual receipt of payments from the importer in compliance with the requirements of the Commission of Audit.

The Department of Public Works & Highways (DPWH) thru its Bids and Awards Committee for Goods (BAC), through GAA 2012, intends to apply the sum of Eighty Two Million One Thousand Eight Hundred FiftyNine Pesos only (Php 82, 001,859.00) being the Approved Budget for the Contract (ABC) to payments under Contract ID: C-0709-0191-12, C-0709-0247-12, C-0505-0246-12, P-1800-0358-12, P-4200-0449-12. Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (R-IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act. The BAC will conduct the procurement process in accordance with the Revised IRR of R.A. 9184. Bids received in excess of the ABC shall be automatically rejected at the opening of bid. To bid for this contract, a contractor must submit a Letter of Intent (LOI), purchase bid documents and must meet the following major criteria: (a) prior registration with DPWH, (b) Filipino Citizen or 75% Filipino-owned partnership, corporation, cooperative, or joint venture (c) with PCAB license applicable to the type and cost of this contract, (d) completion of a similar contract costing at least 50% of ABC within a period of 10 years and, and (e) Net Financial Contracting Capacity at least equal to ABC, or credit line commitment at least equal to 10% of ABC. The BAC will use non-discretionary pass/fail criteria in the eligibility check and preliminary examination of bids. The BAC will issue hard copies of Bidding Documents (BDs) at DPWH-lsabela 1st District Engineering Office, Ilagan, lsabela, upon payment of a non-refundable fee stated above. Prospective bidders may also download the BDs from the DPWH web site, if available. Prospective Bidders that will download the BDs from the DPWH website shall pay the said fees on or before the submission of their bid documents.
