What is the role of the CCG Outcomes Indicator Set? The CCG Outcomes Indicator Set (formerly known as the Commissioning Outcomes Framework) is part of the NHS Commissioning Boards (NHS CB) systematic approach to promoting quality improvement. Its aim is to support clinical commissioning croups (CCGs) and health and wellbeing partners in improving health outcomes by providing comparative information on the quality of health services commissioned by CCGs and the associated health outcomes and to support transparency and accountability by making this information available to patients and the public. How did the CCG Outcomes Indicator Set come about? The consultation document Liberating the NHS: Commissioning for Patients proposed that the NHS CB, supported by NICE, would develop a Commissioning Outcomes Framework to hold CCGs to account for, and provide information for the public on the quality of services they commission and the health outcomes achieved through commissioning. Following engagement with stakeholders, the NHS CB has changed the title to avoid confusion with the NHS Outcomes Framework and make it clear that the indicators relate to outcomes from commissioned services, not commissioning itself. How does the CCG Outcomes Indicator Set relate to the Health and Social Care Act? The Act places a duty on the NHS CB and CCGs to improve quality and outcomes. The CCG Outcomes Indicator Set will help CCGs and Health and Wellbeing Boards to identify priorities for improvement and will provide transparent information to patients and the public on the quality of services and the associated health outcomes. What will the CCG Outcomes Indicator Set do for patients and the public? It will provide transparent comparative information on quality and outcomes to patients and the public. However, there is work to do on how best to present this information. The CCG Outcomes Indicator Set will evolve as new measures become available and assured at CCG population level. What sort of measures will the 2013/14 CCG Outcomes Indicator Set cover? It will cover a balanced range, reflecting each of the five domains of the NHS Outcomes Framework, taking clinical effectiveness, patient experience and patient safety in the round. Examples include: premature deaths from cardiovascular disease, health and quality of life for people with long term conditions, and patient reported outcomes for operations. It will also contain measures developed by NICE from Quality Standards (e.g. prescribing rates of anti-psychotic medication for people with dementia) and measures developed from other data collections.

Will local indicators be included? The CCG Outcomes Indicator Set is intended to cover indicators that can be consistently measured across all CCGs. CCGs will work with Health and Wellbeing Boards to determine local priorities for improving outcomes and may well develop other local indicators to support them in planning and monitoring progress. The CCG Outcomes Indicator Set is designed to support CCGs and their local partners in identifying potential areas for improvement, alongside the range of local information that they will have about outcomes. What about other parts of the system that have an impact on health outcomes? The CCG Outcomes Indicator Set is designed to include outcomes achieved through a combination of good provision of GP services and good commissioning of wider healthcare services. It includes a number of NHS Outcomes Framework indicators that are shared between the NHS and public health or for which there are complementary measures in the Adult Social Care Outcomes Framework, to support better integration with public health and social care. Services commissioned directly by the NHS CB (including primary care e.g. dentistry, and specialised services) will not be included. The NHS CB will publish separate information on quality and outcomes for these areas. How have measures in the 2013/14 CCG Outcomes Indicator Set been selected? During 2011 and 2012, the NHS Commissioning Board Authority worked closely with NICE and the Health and Social Care Information Centre (H&SCIC) who have been developing proposals for robust, comparative outcome measures at CCG level. NICE published its first recommendations on 1 August 2012. The NHS CB has made its final decision on the content and balance of measures for 2013/14, taking into account feedback from engagement with stakeholders and the fit with the Secretary of States Mandate. What sort of engagement process has taken place? The NHS Commissioning Board Authority ran engagement events in August and September 2012 for key stakeholders including voluntary groups, patient representatives, CCGs and providers. These were well attended. Consultation and engagement events also took place late in 2011 and early in 2012. The NICE and H&SCIC processes to develop measures are run on a consultative basis the NICE public meetings are part of this. NICE ran a national consultation during February 2012 on the content and evidence base for proposed CCGlevel indicators and H&SCIC gathered feedback from clinicians and commissioners on the suitability of the indicators. How does the CCG Outcomes Indicator Set relate to the planning guidance? The NHS CB is publishing an at a glance table, which sets out the CCG Outcomes indicator Set, with the planning guidance. Further documents will be published shortly after: A table setting out the relationship of the CCG Outcomes Indicator Set with the NHS Outcomes Framework, and the availability of NHS Outcomes Framework indicators at local authority and CCG level; and Technical guidance on the CCG Outcomes Indicator Set, setting out definitions of indicators and data sources.

The majority of CCG indicators are related to the NHS Outcomes Framework, a subset of which is referenced in the planning guidance. However, the CCG Outcomes Indicator Set

will not in itself set thresholds or levels of ambition for CCGs. It is intended to support CCGs in determining local priorities and levels of ambition with Health and Wellbeing Boards. When will the data be published? The NHS Commissioning Board is providing each CCG and Health and Wellbeing Board with an outcomes support pack which provides comparative information at CCG and local authority level. These packs include benchmarking information relating to the CCG Outcomes Indicator Set where data are available. Further detailed information will be released by HSCIC through its indicator portal.
