Regulations for Doctor of philosophy (ph.D.) ,2009 Passed by Academic Council on 20.10.2008 Approved by Board of Management on 02.12.2008
1.

The management and organization of research programmes leading to the Degree of Doctor of philosophy (ph.D) sharl rernain vested with the Research councilwith the general approvalof theAcademic council.

ELIGIBILITY:
Any person having Master's Degree in a subject of the Krishna Kanta Handique State open University or any other university recogn izedby KKHSOU with not less than 55(fifty five) percent of marks with relaxation for SC/ST candidates as per UGCiDEC guidelines or equivalent grade in the subject may apply for admission to the ph.D. programme in the subject in which he/she has the Master's Degree or in an allied subject or in open and Distance Education to be considered by the Research council. There is no upper age limit of the candidate.

PROVISIONAL REGISTRATION: (a) A candidate intending to pursue research programmes leading to the Ph.D. Degree will apply for admission in the month of
November every year or in an extra ordinary situation at the time fixed by the Research Council of the University.

(b)

Intending candidates may apply in prescribed forms available in the office of the Dean (Academic), KKHSOU, on payment of prescribed application fee. Selection ofcandidates shall be as per the Guidelines for Ph.D. Admission.
Selected candidates will submit application in triplicate along with three copies of Synopsis signed by the concerned Guide(s), who are to be selected and assigned by the university shall have to be submiued to the Dean (Academic).

College and the founder Vice Chancellor of Guwahati University, he distinguished himself as an educationist, a builder of educational institutions and an authority on many European languages. Prof. Handique was held in high esteem for his learning and scholarship in Sanskrit. A Word from the Vice-Chancellor

Education is the backbone of a society. Education is knowledge and knowledge is power. In order to build a strong society or a strong nation, it is necessary that all sections of society are sufficiently educated. Therefore, along with all the educative purposes pertaining to the objectives of a University, Krishna Kanta Handiqui State Open University was established in order to provide opportunity of higher education through the ODL System to those who have been deprived of higher studies. Established by the Government of Assam and recognized by the Distance Education Council, Government of India, New Delhi, this University is the fourteenth of its kind along with Indira Gandhi National Open University and the only State Open University in the whole of North-East India. The prime objectives of the University are to generate and develop human resource based on the natural resources available in the country and to foster economic growth through education, thereby generating more employment opportunities. We have started our degree programmes from the session beginning in August, 2008. We are happy to state that the University has been offering professional degree programmes such as Bachelor of Computer Applications (BCA), Bachelor of Business Administration (BBA), Bachelor of Mass Communication (BMC) along with Bachelor of Arts (BA) and Bachelor of Commerce (B. Com). More than 35000 learners have so far enrolled for these five degree programmes in more than 150 study centres across the state. Out of these programmes BCA and BBA are offered under Semester System. We have also offered Masters programmes in Computer Application (MCA), Business Administration (MBA) and Mass Communication (MMC) and five P.G. Diploma programmes, all under Semester

System from the academic session 2010-11. From the current academic session, the University is offering Masters Programmes in Social Sciences and Humanities viz. Sociology, Social Works, Political Science, Education, Assamese and English all under Semester System. From the next academic session we plan to offer all remaining and upcoming Masters programmes under Semester system. The University has also decided to offer Honours courses in all subjects of Bachelor of Arts from 2012 in Semester system along with general BA programme. The course structures of these programmes have been designed at per with the national curriculum. We sincerely hope that those interested in pursuing higher education would be benefitted by these programmes and will be able to secure a respectable position in society. The University also offers some vocational and professional Certificate/Diploma programmes to enable the already enrolled students in various colleges / educational institutions of the state to pursue add-on studies simultaneously with their regular courses. The programmes of the University are so designed that it can spread education to all the learners of the region to reach the unreached. This is so because our motto is Education Beyond Barriers irrespective of age, educational qualifications and geographical boundaries. We heartily welcome the learners to various programmes of the University. Without a sound research environment, a Universitys existence cannot be complete. Keeping this in mind, we have appointed Research and Training Assistants (RTAs) to carry out research works in the field of Open and Distance Learning (ODL). In order to create a sound database in various fields of ODL we are offering PhD programme in various disciplines with the aim of finding out deficient areas so that the University can design appropriate courses and programme to meet these deficiencies in future. Already three batches totalling 40 schoolars are pursuing their Ph. D. research works. I sincerely believe that this open university will be able to produce quality Ph.D. works in different areas.

Sir/Madam, There are a number of open Universities in the country offering various degrees/diploma through the mode of non-formal education. The Open Universities have been established in the country by an Act of Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of University Grants commission Act, 1956. These universities are, therefore, empowered to award degrees in terms of Section 22 (1) of the UGC Act, 1956. A circular was earlier issued vide UGC letter N.F.1-8/92(CPP) dated February, 1992 mentioning that the Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards of the Universities in the country. Attention is further invited to UGC circular No. F1-25.93 (CPP) dated 28th July, 1993 (copy enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two types of Universities so that the mobility of students from Open University stream to traditional Universities is ensured without any difficulty. The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure mandatory requirements viz. minimum essential academic inputs required for awarding such degrees. A copy of Gazette Notification regarding specification of degrees issued vide No. 1-52/ 97(CPP-II) dated 31st January 2004 is enclosed. The details are also given in UGC Web site : www.ugc.ac.in. These universities are therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, 1956. It has been brought to the notice of the Commission that the students who have done their M.A. from open universities are debarred by universities from registration for Ph.D. studies. This is most unfair in view of the importance attached to the Open University and distance learning in National Policy on Education, 1986. The programme of Action - 02 also aims at promoting the mobility of student among open universities and among traditional universities. This can be made possible only when there is a workable understanding between open universities for recognition of each others degrees on reciprocal basis. A Memorandum of Understanding has already been signed between Universities of Pondicherry and Indira Gandhi National Open University which provides for recognition of each others degrees and diplomas as well as transfer of credits for courses successfully completed by students between the two universities. The other universities may also make similar arrangements so that the mobility of students from Open University stream to traditional universities is ensured without any difficulty. Dear Sir, The Standing Committee at its 237th meeting held at Utkal University and the 68th Annual Session of the AIU in December, 1993 at the University of Delhi have decided in principle that the Degrees of the Open Universities be recognized in terms of the following resolutions: Resolved that the examinations of one University should be recognized by another on reciprocal basis, provided that the entrance qualification, duration of course and the general standard of attainment are similar to those prescribed by the recognized university. Further resolved that in case of Degrees awarded by Open Universities, the conditions regarding entrance qualifications and duration of the course be relaxed provided that the general standard of attainment are similar to those prescribed by the recognized university. ABOUT THE UNIVERSITY


(In brief)

Krishna Kanta Handiqui : A Brief Profile An illustrious son of Assam, Professor Krishna Kanta Handiqui is one of the greatest Sanskritists and one of the greatest Indologists of the World, and above all, an educationist with uncommon ability and vision. During his life time he became a legendary figure and even to-day the very name K.K. Handiqui stands for all the good and great qualities of a Saintly person. A man given completely to profound study and never bothering about popularity, power and fame Handiqui was a strict disciplinarian in the domain of educational administration. He always thought of getting quality rather than quantity. From 1930 to 1948 Handiqui served as the founder Principal of the Jagannath Baruah College, Jorhat, which was the first non-government degree college of the entire North-East region of India. From 1948 to 1957 Prof. Handiqui served as the founder Vice-Chancellor of the University of Gauhati, the first University of the entire North-East region of India. Born at Jorhat in Upper Assam in July 20, 1898, he had his early education at Jorhat Govt. High School and then at Cotton College, Guwahati. He got a First Class in B.A. Honours in Sanskrit Securing Prasanna Kumar Sarbadhikari Gold medal as a student of Calcutta Sanskrit College in 1917, only at the age of nineteen. In 1919 Handiqui got a First Class in M.A. Sanskrit of Calcutta University with special papers on Vedic literature. With this thoroughly classical and traditional background Handiqui proceeded to England in 1920 and did his M.A. in Oxford University with honours in Modern History in 1923. During his seven years sojourn in Europe Handiqui spent four years in France and Germany. He studied and learnt many a language like Latin, Greek, French, German, Russian, Italian and Spanish. Instead of going for higher degrees he considered it worthwhile to learn as much of European literature and as many of European language as he could, and as a result of this love for learning languages Handiqui had the

distinction of knowing as many as thirteen languages including his mother tongue. When in Europe Handiquis heart was in Assam and he occasionally contributed valuable articles in Assamese journals like Banhi and Cetana. His pioneer work in Assamese on Western literature and criticism acquainted the readers with various aspects of Spanish, Greek, Russian and German literatures. The English translation of Sanskrit Mahakavya Naisadhacarita published in 1934 as the first ever translation immediately made Prof. Handiqui known to the whole world. Naisadhacarita composed in twelfth century, is the toughest of all the Sanskrit epics. Handiqui was recognized as a scholar of International fame at the age of thirty-six. His first monumental work Naisadhacarita of Sriharsa has been very well received by the eminent scholars like Prof. A.B. Keith (Edinburgh), Prof. M. Winternitz (Prague), Prof. M.B. Emeneau (California), Mahamahopadhyaya (Benares) and other distinguished scholars from home and abroad. Yasastilaka And Indian Culture, the second monumental work of Prof. Handiqui earned more eminence. The book was published in the year 1949. In fact, Sanskrit studies have become richer by Professor Handiquis contributions on the Nasadhacarita and Yasastileka. Handiquis third monumental work Pravarasenas Setubandha was published by Prakrit Text Society as Prakrit text series XX in 1976 from Ahmedabad under the General Editorship of Professor H.C. Bhayani and Professor D.D. Malvania. Prof. K.K. Handiqui was a scholar of singular distinction, a pioneer Indologist and a philanthropist whose life epitomized an era marked by sacrifice, diligence and devotion to high principles. He is well known for his munificence to literary and educational foundations in the state of Assam. It was therefore more than befitting that the government of Assam decided to establish a state open university with an objective to expand higher education among those who could not be covered or reached by the conventional system of education, and which was named after this great educationist. Accordingly the Krishna Kanta Handiqui State Open University Act, 2005 was enacted by the State Legislature.

General Information:
Established under the provision of the Krishna Kanta Handiqui State Open University Act 2005 of the State Legislature of Assam and published in the Assam Gazette (extraordinary) date 29/9/05, the Krishna Kanta Handiqui State Open University started functioning with the joining of Professor Srinath Baruah as its first Vice-Chancellor wef. 11th Dec 2006. The University has been vested with the authority to prepare its own curriculum, own system of examination and to admit, examine and confer degrees, diplomas and certificates to the learners registered with it up to degree and post-degree level. The University has been recognised and its academic programmes have been approved by the Distance Education Council (DEC), New Delhi. vide letter no. DEC/Misei/07/5957, dated October 3, 2007 and University Grants Commission (UGC), New Delhi vide letter no. F.9-13/2008(CPP-I), dated March 18, 2009. In addition to that, the Government of Assam has recognised all degree, diploma and certificate courses of the University for job and higher study vide letter no. AHE/228/2007/330, dated May 08, 2009. The headquarters of the University is presently located at Housefed Complex, Last Gate, Dispur, Guwahati - 781006, and will be sfhifted to its permanent campus at Patgaon (Rani) on completion of its required infra-structure.

Motto:
The very purpose of establishing this University is to promote education and to reach the unreached through the Open and Distance Learning System. The motto of the University is Education Beyond Barriers of age, academic background and geographical boundaries.

Objectives:
The main objectives of the Krishna Kanta Handiqui State Open University are: 1. to provide access to higher education to large segments of the population and in particular the disadvantaged groups such as those living in remote and rural areas including working people, housewives and other adults who wish to upgrade or acquire knowledge through studies in various fields. to provide opportunities for higher education to a larger segment of the population, including those who could not pursue higher education in the appropriate time due to one reason or the other.

Recognition:
The KKHSOU is established under the provision of the Krishna Kanta Handiqui State Open University, Act 2005 of the State Legislature of Assam and published in the Assam Gazette (extraordinary) dt. 29/9/05. Ph. D. Programme :

Research and Teaching Assistantship (RTA) :


There is a provision of Research and Teaching Assistanship under KKHSOU-DEC collaborative project under which the selected scholars are required to assist the University in its teaching course preparation/design in the concerned subject for a minimum of 6 hours per week besides doing research. They are entitled to get monthly stipends at the rates fixed by the Distance Education Council or appropriate authority. Candidates applying under this scheme shall not be above 25 years of age on 1st July of the year of award.

Admission to Ph. D. programme :


Admission will be given based on performance in the admission test followed by presentation of the Synopsis before a panel of experts. The written test will comprise of General English, current affairs, general awareness and aptitude. There will be objective type questions for 100 marks and the duration of the test will be 2 (two hours). A maximum number of 15 candidates including RTA will be admitted into the Ph.D. programme, not exceeding two candidates in a subject. Candidates will be selected on the basis of the result of written test followed by presentation of synopsis.

Guidelines for Ph. D admission


The Ph.D programme shall be offered as per the Ph.D regulation 2008, passed by Academic Council (Committee) and approved by the Board of Management vide its Resolution No. BM/7/2/2008 dated 2/12/08with the guidelines for admission to the Ph.D programme approved by the Academic Council 19.3.09. 1. Application for Ph.D programme will be invited once in a year in the month of January (excepting the first batch). 2. Considering the constraint of physical infra-structure and core faculty, the total number of Ph.D candidate to be registered will not exceed fifteen (15) per year. The guides will be selected by the University on the basis of research proposal accepted, with the approval of the Research Council.

3. The Ph.D. programme will be, at present, confined to the following areas of research, i.e. distance education, social sciences (Political Science, Economics, History, Education, Sociology, Philosophy), management, computer science, mass communication, commerce and selected language and literature (Assamese, Sanskrit and English). 4. More weightage will be given on the research in Distance Education System for which a minimum of 3 seats will be allotted and remaining seats will be allotted to the other areas of research. 5. The candidate must posses consistently good academic record with a minimum of 55% marks at the Masters level with relaxation for SC/ST as per UGC/DEC guidelines. 6. Candidates for Ph.D will be selected on the basis of written test followed by the research proposal (synopsis) and its presentation before the experts. 7. The candidate once selected and admitted in the Ph. D. programme has to undergo course work at least for one semester of this University before applying for final registration. The final registration will be subject to successful completion of the course work. 8. Candidate shall apply in prescribed application form to be available in the Office of the Dean (Academic) on payment of application fee of Rs. 500/- including written test fee in the form of Bank Draft drawn in favour of K.K. Handiqui State Open University payable at Guwahati. 9. Candidates who qualify for admission shall have to submit application in triplicate along with the copies of Research Proposal (Synopsis) and other relevant documents to the Dean (Academic). 10. Candidate serving in an institution other than this University shall be required to submit No Objection Certificate from the employer along with the application form.

11. Dean (Academic) will scrutinize the forms with synopsis, and the applications along with the synopsis will be sent to experts for opinion as to whether the proposed research proposal can be accepted for Ph.D. If the expert suggests revision of the research proposal, the same has to be done by the candidate within one month and the same will be forwarded to the expert again. 12. All the applications alongwith expert comments will be placed before the Research Council for final consideration for admission. 13. A candidate selected for admission in the Ph.D. programme, will be provisionally admitted on payment of the following fee(one time) i. Admission fee ii. Registration/Enrolment fee iii. 14. A Ph.D. scholar once provisionally registered shall pay monthly fee @ Rs. 500/- from the date of provisional registration till the date of submission of the Ph.D. thesis. The fee shall be paid quarterly at the beginning of a quarter. 15. Internal Ph.D. scholar (faculty member and RTA) need not pay library fee and identity card fee. 16. At the time of submission of the thesis, a scholar shall have to pay the examination fees as may be decided by the University from time to time. 17. When a scholar has to appear for viva-voce after the examination of the thesis, a viva-voce fee as may prescribed by the University shall be paid by the scholar before holding the viva-voce. 18. Matters on award of the Ph.D. degree will be guided by the Ph.D. regulation of the University. The Research Council will be the final authority in this regard. Notwithstanding anything contained in the above guidelines, the decision of the ViceChancellor on any matter related to Ph.D. programme shall be final and binding.
