Creditors and others having claims against the estate of Dorothy Louise Searle also known as Dorothy Louise Bagger, DECEASED are hereby notied under section 38 of the Trustee Act that particulars of their claims should be sent to the Executor, Thomas R. Delegates also supported amendment of a motion from the Village of Stewart that called on Health Authorities to end unilateral changes to health facilities services and called on the provincial government to audit all Health Authorities to ensure that they were in compliance with all appropriate federal and provincial legislation and contracts. The RDCK Board continued to press the Minister of Health for changes to small water system regulations and continued to advise the Minister of Forests, Lands and Natural Resource Operations that we, as a local government, were not prepared to accept responsibility for diking. 7. Alternate Director Watson Due to increased workload, Alternate Director Watson has agreed to take on attending West Kootenay Boundary Regional Hospital Board meetings and working on land use and planning issues through the Area D Advisory Planning Commission. In addition she will work with representatives of the Ministry of Transportation and Infrastructure, YRB and local community representatives to try to establish winter recreational pullouts between Kaslo and Bear Lake. 8. Here and There Every time I have sat down to write Directors Corner another issue has grabbed my attention that needed to be dealt with first. That is the nature of

politics sometimes, but I do appreciate all the people who stopped me on the street, emailed or phoned to say thank you. Some days this job can seem like an overwhelming task. That said I will not speak of ongoing Emergency Service discussions with the IHA because those are being reported separately, except to note that I found the West Kootenay Boundary Regional Hospital Board tour of New Denver and Nakusp health facilities, in October, very instructive of what small rural health facilities can do. As you may have heard, the UBCM AGM voted to support decriminalization of marijuana and for regulation and taxation thereafter. The convention also narrowly voted to oppose any expansion of oil tanker traffic off BCs coast. The Village of Kaslo and Area D will be considering a request by the Library Board for a 2 cent per $1,000 increase in the assessment rate in 2013. As well, I will be meeting with the Kaslo and Area Recreation, Facilities and Parks Service Commission, including representation from the Arena Board and Curling Club, later in November to discuss the setting of the 2013 budget. The $75,000 federal grant promised, before the 2011 election, for a disabled access toilet at the Historic Ainsworth Wharf Regional Park has finally arrived and the project will be completed before the end of March, 2013, hopefully along with some other additions. On October 19th the AKBLG held a successful seminar with some 60 local government representatives from around the region, who came together to discuss the fact that we no longer wished grant programs to pit community against community when it came to working in partnership with federal and provincial governments around

infrastructure maintenance and upgrading. One of the more sobering facts was to learn that for every dollar collected in taxation in Canada, local governments receive only 8 cents. Over the last year the AKBLG Executive has been engaged in discussion on the redesign of the Fish and Wildlife Compensation Fund Program, opposed further reduction in Greyhound service, sought input into preventing closure of the Department of Fisheries and Oceans office in Nelson, worked with Columbia Basin Trust in developing a process for rural collaboration between local governments and communities across the Basin and in the Boundary, and participated in the local government Columbia River Treaty Committee. All in all it is a pretty full agenda and I always try to ensure that the issues raised tie back to concerns and ideas raised by constituents in Area D.
