INTRODUCTION
Disasters occur anywhere. We may be prepared or not, armed or not yet these will not prevent disasters from happening. This simple fact calls for great preparedness and awareness among us. Everyone should be prepared any time of the day. When in our respective schools, disaster may also happen such as earthquake, fire, volcanic eruption, super typhoon and may others That is why it is important to orient faculties and students on disaster preparedness. Among all of these hazards, the most probable to occur are the earthquake and fire. We may be sitting inside our respective classrooms, and earthquake may occur. Or we may be outside the four corners of our classroom then suddenly fire starts out of a building. With this regard, there is a need for us to be informed of what to do before, during and after an earthquake and fire. During an earthquake and fire, students are one of the most vulnerable. As such, it is important for school administrators and teachers to be informed on how to properly conduct an earthquake and fire drill. This will ensure the safety of the students and the faculty and neighboring establishments as well. The conduct of an earthquake and fire drill requires planning and designing of evacuation procedure, as well as orienting teachers and ultimately students on how to do the drill.

OBJECTIVES: 1. Provide scheduled opportunities for comprehensive

earthquake emergency response training for CBEM personnel and supervisory staffs (those persons delegated with specific duties to carry out during a fire emergency) and others; 2. To help the school administration in formulating a drill design; 3. To notify and practice the CBEM faculty (teaching and nonteaching personnel) and students as well, in the conduct of this emergency action plan; 4. To train the CBEM Community how to properly react during and after a fire and earthquake; 5. Determine whether the duties are carried out properly by the designated teams; 6. Assess the ongoing effectiveness of the emergency

procedures under different fire and earthquake scenario conditions; 7. To open the awareness of the CBEM faculty (teaching and non-teaching personnel) and the students, as well of the existing emergency plans and procedures of the college; To identify the proper agencies to be involved in the conduct of the emergency exercises.

II. PERSONS TO ORGANIZE

A. School Disaster Risk Reduction Management Group (SDRRMG) School Disaster Risk Reduction Management Group is a distinct team in the college solely responsible for the formulation and conduct of effective drill design for safety and proper evacuation of the CBEM Community during emergencies, such as fire, flood, earthquake and the like. Composition: First-Aid Team (maintain medical kits and knowing procedures) Daraga Campus Clinic w/ BRTTH and Philippine Red Cross Rescue Team/ Security Team (maintain tools and knowing procedures) CBEM Security Guards w/ Public Safety Officers, PNP Daraga Evacuation Team (assess situation in evacuation area and organize evacuation to it) College Based Organization Officers headed by the College Student Council together with the

All the papers will be produced by the secretariat and evaluation committee. Copies of the evacuation plan will also be distributed to the faculty, students and non-teaching staff for their guidance prior to the conduct of the emergency exercise. At the same time, further reviews and suggestions will be encouraged as long as seen necessary for the drill.

CHECKLIST FOR DEVELOPING AND EVALUATING AN

EVACUATION PLAN A. Organization--provision is made, and responsibility assigned, for the following functions: Determining optimum evacuation routes--can be the same as fire routes, but need not be.

Informing everyone in the building about the evacuation routes and assembly area(s). Assessing the safety of the emergency assembly area. Clearing the evacuation route or designating another. G. Conclusion of Evacuation--you must have a system for deciding to: Terminate the evacuation order. Coordinate a return to the facility OR Issue an order to release all the children as soon as possible (or transfer them to an alternative site and leave the grounds completely).

II. Conducting briefing: DRILL PREPARATIONS FOR PLANNERS AND/OR

ADMINISTRATORS The actual drill will start at 9:00am. Before the conduct of the drill, the different agencies will prepare all the facilities, tools and equipments needed for the drill. Meanwhile, other participants especially the teaching and non-teaching staff, students and the nearby establishments will be briefed as to the flow of activities in the drill to be conducted. The procedures, things to avoid and the proper reaction to the situation on hand will again be discussed for emphasis and clarification. III. Actual Drill Exercise GOALS OF THE DRILL: For the Earthquake Drill Duck, cover and hold--in which everybody gets under a desk or table for 60 seconds and holds on to it. Evacuation--in which only that response is tested. "Walk through--in which actions and responsibilities of each team are discussed by all and coordinated.

"Shock--in which first aid response to injuries is tested. Full Scale--actual field test of a complete plan during a simulated earthquake. ASSUMPTIONS 1-minute strong shaking signified by 1 minute siren/bell Person cannot stand. Buildings may have been damaged but no collapse. Possible falling objects including glass windows. No immediate assistance will be available for at least several hours. Self-help and sustenance are required. Possible members. injuries, fear, panic among household

INSTRUCTIONS In conducting the Earthquake Drill Exercise: 1. Once the siren/ alarm is heard, stay calm. When you are inside a structurally sound building, stay there. 2. DUCK, COVER AND HOLD SCENARIO 1. Once the CBEMians heard someone say

"EARTHQUAKE, DROP AND COVER!",take cover under your desk as quickly and quietly as possible. 2. The shaking and commotion can last as long as 60 seconds. ***There will be a timer for this 3. Be sure to stay in the covered position under your desk and hold on to the legs so that the tables/chairs cannot slide away from you. 4. If you don't have a shelter to hang on to, drop and cover with your hands linked on the back of your neck, and cover the side of your head with your arms to protect your neck, head and face. 5. Remain in place until the shaking stops. COUNT ALOUD to 60 -- earthquakes rarely last longer than 60 seconds and counting is calming. 3. Then after the siren, someone will say "Please,

everyone, GET BACK IN YOUR SEATS.", sit quietly and wait for instructions about what to do next.

4. If it is safe to leave the building and evacuation is ordered by the facilitators, the CBEM community will be lead and will proceed to the CBEM parking space or at the open grounds in front of the Students Lounge for a temporary refuge area. 5. While walking along the hallways, be alert and watch out for falling debris. Beware of falling objects. Be alert and keep your eyes open. 6. DONT: Run, DONT Push, DONT Talk, DONT Return, DONT bring your things and DONT PANIC. 7. If youre already outside the buildings when an

earthquake occur,, move to the designated temporary refuge area.

In conducting the Fire Drill Exercise: 1. Siren/ alarm is the signal that a fire is occurring. Once you heard this, stay calm and dont panic. 2. Walk slowly towards the door for exit and proceed to the temporary refuge area. In CBEM Fire drill, the temporary refuge area will be the parking space and the open area in front of the Students Lounge.

3. Once outside, listen attentively to the instructions being given by the supervisory staff. PROTOCOL OF A FIRE DRILL: The Lead Director initiates the exercise, and makes all decisions regarding the overall conduct of the integrated exercise, including cancellation. Given the substantial commitment of resources needed for a large-scale exercise, cancellation would only occur if conditions on the grid or circumstances affecting a significant number of participants were serious enough so as to threaten the viability of the exercise. To start the exercise, the description of initiating conditions is sent to all exercise Directors. The Lead Director maintains an open conference call throughout the exercise and exercise Directors can call in anytime to seek assistance or confer with the Lead Director. Periodic, usually hourly, conference calls ensure the exercise stays on track and allows any adjustments or interventions to be coordinated amongst the participants.

Cue cards, developed in advance by the Exercise Design Team, are used to prompt actions by participants and to play out the scenario. Directors hold the cue cards and distribute them

to their participants according to the master cuecard schedule. It is important these cue cards be distributed in a timely manner so that the scenario unfolds in a synchronized manner with all participants. Participants are encouraged to play out their response as realistically as possible, using the information, tools and procedures they would normally use to respond to events.

The exercise ends when the Lead Director notifies the Director Team via conference call. The Directors in turn advise all participants that the exercise is terminated. Things to remember during fire: Use the fire extinguishers placed in every corner of the Building to put out small fires. Water can also be used if the fire is not electrical or chemical. Do NOT try to put out a fire that you cant control. If the fire that is too big to put out, leave the college building.

If you can see smoke in surroundings, stay low to the ground as you make your way to the exit. Do not run, if your clothes catch fire but Stop Drop and Roll instead. When youre trap in a room, do the following: Check to see if theres heat or smoke coming in the cracks around the door. Dont open the door when you the smoke coming under the door. Touch the door if you dont see the smoke. If its hot or very warm then dont open it. If you dont see smoke and the door isnt hot, then slightly use your fingers to lightly touch the doorknob. If its hot, dont open it. If the doorknob feels cool and you dont see any smoke around, only then you can open the door slowly and carefully. When you open the door and you feel a burst of heat or see smoke pours into the room, quickly close the door and make sure it is really closed. If theres no smoke or heat when you open the door, quickly make your way out.

IV. EVALUATION The said activities to be made following the exercise drill on the things to do during fire and earthquake are important to sustain an alert environment in the campus. The awareness of the personnel as well as the students is a must in case an earthquake occurs. Developing a committee for the preparedness is also necessary to train the staffs, personnel, and students on the dos and donts before, during, and after a fire and earthquake. Renovation and equipment upgrades like emergency exits and first aid kits should be observed at least within a year after the drill. A proper allocation of the budget for making further renovations and exercises not only for earthquake is advisable, but also for other threat against the safety in the campus. Overall, the cooperation of the staffs, personnel, and students are needed to guarantee the success of this exercise.
