Mandatory actions for all establishments registered with CPCSEA The renewal of the registration with CPCSEA is required

d after every three years. The proposal for renewal must reach in the O/o CPCSEA, at least three months prior of the expiry of the registration. The IAEC of the registered establishment with CPCSEA are also to be reconstituted and got it approved with CPCSEA after every three years. The constitution or reconstitution of the IAEC will be as per Rule 13 of SOP as Annexed below. No person other than member of IAEC, as approved by CPCSEA, is allowed to attend the IAEC meeting. Every registered establishment with CPCSEA is bound to conduct at least one IAEC meeting after every six months. The requisite quorum of the IAEC members is also mandatory to conduct IAEC meetings. Minutes of all the IAEC meetings are to be submitted to O/o CPCSEA without fail within 15 days from the date of the conduct of the meeting. CPCSEA nominees as a member in the IAEC are required to conduct the inspection of their respective Animal House(s) registered with CPCSEA, once in a year and submit their report to O/o CPCSEA indicating therein the status of the Animal House and record keeping.

All registered establishment with CPCSEA may see and follow these basic norms failing which it will be presumed that the establishment is not willing / interested to continue the registration with CPCSEA as suitable action will be taken against the defaulting establishment.

Annexure Rule 13:

Rule 13 (Composition of IAEC) of the Breeding of and Experiments on Animals (Control and Supervision) Rules 1998, as amended: Every Institutional Animals Ethics Committee (IAEC) shall include 7 (Seven) members as under:

A biological Scientist Two Scientist from different biological discipline A Veterinarian involved in the care of Animal Scientist In-Charge of Animal House Facility of the establishment. A Scientist from outside the institute A Non Scientific Socially Aware Member

The Non Scientific Socially Aware Person nominated to the IAEC must be someone involved in animal welfare activity/ member of NGO related to animal welfare/ social welfare works and shouldnt be associated with the establishment. The Scientist from outside the institute should be from other institute / establishment. The main nominee and link nominee are nominated by CPCSEA for the institute / establishment.
