Title A PROPOSED 3-DAY TRAINING ON THE CURRENT TRENDS IN EDUCATION TEACHER ENHANCEMENT PROGRAM ON CURRENT TRENDS IN EDUCATION: MOTHER TONGUE BASED-MULTILINGUAL EDUCATION (MTB-MLE) II. Rationale The Mother Tongue is slowly dying due to people and the society who gives more emphasis on learning the international language instead of the language we speak at home. Therefore theres a need for us to revitalize our language in order for it to survive. Language is an integral part of an existing culture giving its people its own identity and pride of ones own unique cultural background. Learners taught in their mother tongue gain a strong foundation in the acquisition of literacy and numeracy compared to those who are taught in the third language. With two opposing goal of parents and of our educational system, for the learners to learn English for successful integration the wider society and to inculcate our cultural heritage to the next generation, its a wise choice to integrate the two by starting with knowing the principles Principle 1: Learning requires meaning. We learn when we use what we knowour prior knowledge or schema to help us understand what is new. Beginning with what the learner know, helps them connect the new ideas, vocabulary, skill to what the already know and do, and make it easy to remember. Principle 2: We learn when a more knowledgeable person provides opportunities that help us discover new ideas and information. Principle3: When we truly learn something, we can explain it, apply it, analyze it, evaluate it and use it creatively. Principle 4: We learn a subject (and any other subject) successfully when we can five equal attention meaning and accuracy. Principle 5: Children learn best through peer interactions in which they a=work together creatively to solve problems (the discovery learning again!) Principle 6: Talking helps us make sense of new ideas and information. Principle 7:

We learn a new language best when the learning process is non-threatening and meaningful and when we can take small steps that helps us gain confidence in our ability use the language meaningfully.1 Numerous studies conducted in different countries on the efficacy of the educational advantages of the learners first language and this was also adapted in the Philippine setting. The promotion of the Multilingual Education dates back in the 1940-1960s with the experiments in the First and Second Iloilo Experiment with the use of Hiligaynon as a medium of instruction in Grade 1 and 2, bearing positive results, the experiment expanded into programs with the same end goal of learning in the first language for smooth transition into additional languages. By the year 1999 to 2001, one of the projects of Department of Education was implemented, the spoken language of the region was used as a bridge language, showing with the same favourable outcome to the learners and an increase enthusiasm in the self-confidence of learners and evident support of parents and community in the preparation of materials and in following up pupils assignments.2 In addition to, Mother Tongue instruction is necessary for longer-term development by guaranteeing that cultural and linguistic diversity are part of our sustainable future. The Department of Education had come up with some legal basis, DepEd order No. 74, s.2009 Institutionalizing Mother Tongue-Based Multilingual Education herein referred to as MLE, which promotes the effective use of more than two languages for literacy and instruction. It is also cited in our 1987 Constitution (Article XIV, s.7) states that the language in the regions shall serve as auxiliary medium in media of instruction. Another legal basis is the R.A. 8980 ECCD Law sec 59 which focuses on the childrens total development, considering their individual needs and socio-cultural background and the childs first language would be the medium of instruction. In accordance with UNESCOs EFA/MDG (Education For All/ Millennium Development Goals) is to achieve universal primary education and to address the huge number of learners who drop out or leave school without having gained the most basic literary and numeracy skills.3 III. Objectives 1. 2. Know the principles, goals, legal basis and the International, National and Local implementation of Mother Tongue Based Multilingual Education. Understand the components of the program which include: the use of mother tongue as medium of instruction and as a subject, preparation and construction of instructional materials using the Mother Tongue-Based Method. Use Mother Tongue-Based as their strategy in teaching Grade 1. Use Mother Tongue L1 as a teaching strategy and as a bridge in teaching the National Language Filipino L2 and English L3 in the classroom. Prepare instructional materials and construct assessment tools which are Mother TongueBased.
