HOMICIDE SUSPECT ARRESTED TODAY


Oliva victim in 29 Road apartment, August 2011
Mesa County, Colorado In the early morning hours of August 1, 2011, dispatch received a call that quickly turned into a homicide investigation. Luis Alberto Vasquez Oliva (Oleave-a), 26, was found deceased in his apartment, located at 540 29 Road, Grand Junction. As the sun was coming up in Pennsylvania today, detectives with the Montgomery County Homicide Unit arrested the murder suspect, 36-year-old, Billy Joe Delacey (Da-lacie). Delacey was a resident of Fruita at the time of Olivas death, but most recently has been living in Lansdale, PA, where he was arrested this morning without incident. A grand jury convened this year and reviewed this homicide case. This week, that grand jury indicted Delacey on the following charges: 1 count of Murder in the First Degree, a class 1 felony charge 1 count of Murder in the Second Degree, a class 2 felony charge 1 count of Possession of Sexually Exploitive Material, a class 6 felony charge 1 count of Theft, a misdemeanor charge Delacey is currently being held in the Montgomery County Detention Facility with no bond. Extradition to Colorado can be a lengthy process and there is currently no estimated date of arrival in Mesa County. The grand jurys indictment is attached, along with the current booking photo of Delacey from the PA facility. In addition, a photo of Oliva is available upon request. ###

OLIVA HOMICIDE UPDATE


Adult massage may be connection to suspect
Mesa County, ColoradoInvestigators continue to actively work the homicide case of Luis Alberto Oliva. Through the course of the investigation it has been learned that Oliva advertised, via various internet methods, to provide adult massages to other males. It is believed that these encounters took place at Olivas apartment on 29 Road. It is unknown at this time if these relationships played a role in Mr. Olivas death, but investigators have not ruled out the possibility. Anyone with information about Oliva and/or his customers should contact Crimestoppers at: 241-STOP or call Inv. Peter Burg at: 244-3263. ### Previously Released on August 8, 2011 at 11 a.m. The homicide case of Luis Oliva remains active and on-going. Further updates will be released as they become available. ### Previously Released on August 4, 2011 The Mesa County Sheriffs Office is releasing the identification of the victim of the homicide on August 1st, 2011 at 540 29 Road. The victim is 27 year old Luis Alberto Vazquez Oliva who resided at that address. Luis was commonly known as Alberto or Beto. A photo is attached. Investigators continue to explore all available leads and are asking for anyone who may have known the victim or have other information regarding this crime to call Investigator Burg at (970) 244-3263 or Crime Stoppers at (970) 241-STOP (7867). The Mesa County Coroner has ruled the death a homicide and investigators continue to follow up on all available leads . The cause of death and identification of the victim have not yet been released.
