Estimate It is the calculation of quantities required and expenditure likely to be incurred in the construction of a project. It is the anticipated or probable cost of a work and is usually prepared before the construction work is taken up.

It is prepared by computing or calculating the quantities required and then calculating the cost at suitable rates, to get the expenditure likely to be incurred in the construction of the structure/project. Objective: To enable one to know beforehand, the cost of the work (building, other structures, etc.).

Estimate can be; Preliminary/rough cost/approximate estimate; introductory estimate which can be done by various methods without going into details of the different items of work. Accurate/detailed/item-rate estimate; which is prepared in details item-wise, in which the work is divided into different items of work.

Data required for estimate 1. Drawings: They can be PLANS, SECTIONS, ELEVATIONS. The scale on which they are drawn must also be known. No detail shall be left missing in them. 2. Specifications: General/brief specifications: these give you the nature, quality and class of work and materials in general terms. It gives a general idea of the whole building and helps in preparing the detailed estimate.

Detailed specifications: these give the detailed description of various items of work, showing the qualities and quantities of materials, workmanship and execution of work. 3. Rates: The rates per unit of various items of work, various materials to be used in the construction, and the wages of skilled and unskilled labour, has to be known. These may be obtained from PWDs CSR.

Detailed estimate: It consists of working out the following; a) Details of measurement and calculation of quantities: The whole work is divided into different items of work such as earthwork, concreting, brickwork etc. The items are classified and grouped under headings. The details of measurement and quantities are computed in a prescribed form called Details of Measurement Form, DMF.

b)Finding out the abstract of estimated cost: The cost of each item of work is calculated from quantities already computed at suitable rate and total cost is worked out in a prescribed form called Abstract of Estimate Form, AEF.

Contingencies: The term indicates expenses of miscellaneous character that cannot be classified under any distinct item subhead, they are the part of the project expenses though. A certain amount in the form of contingencies (3-5%) of the estimated cost is provided to allow for the expenses of these miscellaneous unforeseen petty items or minor changes in the design.

Work-charged establishment: It is the establishment which is charged to works directly. It means that the employees who are employed on the work directly for actual execution of a specific work (in addition to the usual labour), or watchmen for supervision of labours, stores, machineries etc. are paid from this fund. It ranges from 1-2% of the estimated cost.

Revised estimate: It is a detailed estimate and is required to be prepared under anyone of the following circumstances; a) When the original sanctioned estimate is exceeded, or is likely to exceed by more than 5%. b) When the expenditure on the work is exceeded, or is likely to exceed the amount of administrative sanction by more than 10%. c) When there are material deviations from the original proposal.

Supplementary estimate: It is a detailed estimate and is prepared when additional works are required to supplement the original; works, or when further development is required during the progress of work. This is a fresh estimate in addition to the original detailed estimate.
