SUPPORT CCC PROJECT Component 2: Capacity Building TERMS OF REFERENCE Compendium of VIA Tools and Frameworks

A. Background The Climate Change Commission underscores the importance of enhanced vulnerability and adaptation assessments towards achieving the objective of building the adaptive capacity of communities and increasing the resilience of natural ecosystems to climate change. A series of one- day consultations was conducted starting June 2011 to provide a platform for all vulnerability assessment (VA) developers and users to share their tools to relevant stakeholders and research institutions. Currently, the Commission has already conducted five (5) consultations on VA tools developed in the country focusing on different sectors namely agriculture, coastal and marine, fisheries, health, water and community-based approaches. The consultation series was conducted to: a. Scope all assessment instruments relevant to climate change; b. Explore the applicability and capacity of all vulnerability assessment tools in addressing the gaps in climate change research and practice in the Philippines; and c. Use this platform to share experiences among stakeholders as regards management options on climate change. In this regard, the Commission, through the support of GIZ under the SupportCCC project is aiming to scope all locally applicable regional and international vulnerability, impact and adaptation assessment tools that can be useful in assessing vulnerabilities of different sectors such as agriculture and fisheries, health,etc.The scoping of the applicable tools will be guided primarily by the development thrusts set in the National Climate Change Action Plan 2011-2028, Philippine Development Plan 2011-2016 and other relevant sectoral plans (e.g. draft CC R&D Agenda). The target users of the compendium are local government units and support institutions (e.g. national and regional government agencies, NGOs/CSOs and academe). B. Objectives The compendium of tools on assessing vulnerability, impacts and adaptation seeks to promote the development and dissemination of methodologies and tools for impact and vulnerability assessment. It seeks to provide key information about the tool such as general description, appropriate use of the tool, scope, key input and output, capacity required and cost. Case studies supporting the applicability of the tools in similar context as the Philippines will also be included. C. Scope of Work In order to achieve the objectives above, a consultant shall be responsible for conducting the following tasks:

a. Scope locally applicable regional and international VIA assessment tools b. Prepare case study documenting the application of each tools (e.g., as used in the country or other neighboring countries in the region and lessons learned) c. Enhance the initial compendium of the Climate Change Commission on VIA tools; d. Evaluate the tools for application in the countryusing the criteria set by the CCC; and e. Package the compendium into a user-friendly collection of VIA tools.

D. Outputs (deliverables) and timeframe The consultant is expected to provide the CCC with assistance to enhance the VIA Compendium by conducting a series of activities mentioned in Section C in this document. The consultancy requirement covers an estimated 18 person-days spread in two months. Upon completion of the tasks stated above, the consultant should submit an enhanced Compendium of VIA Tools. The final delivery should be made by November 15, 2012. E. Qualification The Consultant must have a good understanding of mainstreaming CCA-DRRM in development activities, current institutional landscape and conceptual discussions on VIA assessment. S/he must also possess good research and writing skills with minimum of two years experience in related research work. Applicants with educational background in environmental management, economics and related courses will be prioritized. The Consultant shall not be considered in all respects an employee of the Climate Change Commission. Neither shall she or he be considered a staff member of GIZ. However, the Consultant shall be subjected to and covered by the rules and regulations provided for in the consultancy contract with the Deutsche GesellschaftfrInternationaleZusammenarbeit (GIZ) as the commissioning body.

F. Reporting Requirements In the implementation of this assignment, the consultant will be guided by Asec. Joyceline Goco (Deputy Executive Deputy Director of the Climate Change Office Climate Change Commission) and work closely with Ms. Jella Villanueva (CCC Focal Person for SupportCCC Project Component 2: Capacity Development) and Ms. Agnes Balota, GIZ Senior Advisor SupportCCC Project. All major final outputs should be formally accepted and endorsed by the Climate Change Commission. Reports and all supporting documents will be submitted in electronic form with three (3) sets of printed copies. G. Remuneration The consultancy fee shall cover the professional fee (PF) of the short-term consultant, which

includes all of the Consultants costs and profits as well as any tax duties, fees and charges that may be imposed upon him/her. Costs for the consultations are excluded from the PF and shall be borne by the CCC-GIZ SupportCCC Project subject to the agreed workplan submitted by the consultant.

H. Rights and Obligations of the Consultant The rights and obligations of the Consultant are strictly limited to the terms and conditions of this Contract. Accordingly, the Consultant shall not be entitled to additional payment, subsidy, compensation or pension from the Project or from the GIZ. The Consultant shall not be exempt from taxation by virtue of this agreement and is solely responsible for taxes levied on the payments received under this Contract. I. Title Rights

The title rights, copyrights and all other rights of whatsoever nature of any material produced under the provisions of this Contract shall be vested exclusively in the Project.

J. Unpublished Information The Consultant shall not communicate to any person, government, or other entity external to the Project any unpublished information made known to the Consultant by reason of performing his duties under the terms of this Contract, except as required by the assignment or by the Project. This provision shall survive the expiration or rescission of the Contract. The Consultant shall disclose in advance to the Project any business or professional employment or activity in which he or she may be engaged in the course of the present Contract. These activities shall not be incompatible with the performance of the services outlined in this Contract.
