Minutes of the meeting of Brierley Hill Community First held on Tuesday 17th July 2012 at St Michaels Church commencing at 7pm. Present June Bowen, Ray Gibbs, Graham Hudson*, Peter Plant*, David Proctor, John Rogers*, Tim Sunter* *Indicates panel member Apologies Kevin Gripton, Rachel Harris, David Hoskin, Andrew Mann Ray, Steve Martin, Tom McCormack, Chris Szygowski In attendance Sandra Shepherd from Brockmoor and Pensnett Community First was welcomed to the meeting. Declarations of Interest Ray Gibbs declared an interest in both of the applications under consideration and took no part in the decision making other than to provide information requested. Minutes of the Previous Meeting The minutes of the previous meeting had been circulated and were agreed as a correct record. Matters Arising (a) Hawbush Community Gardens had found a more cost effective way of purchasing a storage shed. As such they had asked if the savings could be spent on purchasing more equipment to put in the shed. TS reported that he had contacted CDF with regard to this and they had indicated that as long as the panel were satisfied with this there should be no problem. Consequently panel members had agreed by email to the proposal. (b) Funding for United Kids Outreach there appeared to have been a delay to the funding for United Kids Outreach. This had been explored with CDF and an updated list of status of grants had been provided. Steps had been taken to resolve the matter and hopefully the grant had now been received. The list of grants and current status was circulated to members of the panel. (c) Meeting with Francis Maude MP a meeting with the cabinet minister with responsibility for Community First had taken place at Brierley Hill project recently. This had been a good meeting with lots of positive messages and

Community First Brierley Hill 18th September 2012 information exchange taking place. It was agreed to invited the Community Worker for Brierley Hill to the next panel meeting. (d) A paper clarifying which projects qualified for support was circulated to the meeting. Bids for July 2012 A summary table of bids is given below, covering amount requested, which priorities the bids met and proposed match funding. It was agreed to recommend the Crusaders After School Club for funding, but members felt that before agreeing to recommend the Estella Dance Academy more information would be required. This included which charity it was proposed to support, questions about cost of venue hire, whether the project was local or covered a wider area. It was agreed that TS should email the Academy with the questions and that, in order to minimise delay, the panel would indicate whether or not they supported the application one a reply was received. Community First Action Plan Tom McCormack had drafted a focus group questionnaire which was circulated at the meeting. CDF had indicated that they would be issuing guidance on how to draw up the Community First Action Plan during July. In the light of this it was agreed to defer this item until the guidance had been received. Some discussion took place about whether it would be advantageous to produce a joint action plan with Brockmoor and Pensnett panel and Sandra Shepherd agreed to consult with her fellow panel members on this matter. Please describe your project (No more than 150 words): A Karate Club for children and teenagers for the community of Brierley Hill and the surrounding neighbourhood. Students will learn the art of karate, discipline, respect, responsibility and deportment. Participants will be taken to competitions to practise and compete what they have learnt. By taking children & young people off the streets, teaching them a craft, respect and discipline and increasing their confidence, physical abilities, self-respect and pride. About the project


Project Title Give your project a short title so it can be easily identified (Max 10 words) Young People Speak Out: Alcohol What's The Attraction? Parents Speak Out: Alcohol What's the Attraction? Project Summary. Please describe your project (No more than 150 words): The Dudley Strategic Campaigns Team is to organize with local young people (aged 16-25), an interactive youth discussion and debate that will raise awareness of the problems with alcohol abuse. The debate will be led by young people, and will feed into a youth strategy for the area. The debate is to be held at the Brierley Hill Project. The youth event will have videos that will be the cataylst of the discussion. This will gain the real views and opinions of young people on not only their perceptions of alcohol abuse but also their ideas for change. We will also launch an interactive youth magazine, which will include sections such as comments and reflections from young people in Brierley Hill. A similar event targeting parents will be held the week after. Two groups (youth and parental) are to be formed after these debates, who will continue to advocate against alcohol abuse.

Which of local priorities identified for your ward does this project address? Priority 2: To support activities which enrich the lives of those most in need, in particular young people, the elderly and those with special needs. How does your project meet this priority? After engaging extensively with young people, adults and community workers in Brierley Hill, it was clear that alcohol abuse was a significant concern and issue in the area. Team members have knocked on doors, spoken to residents on the streets and in community centres to gain an understanding of community issues. With this concern arising strongly, the idea for this type of event was developed. This project is targeted towards enriching the lives of young people in Brierley Hill through creating an environment for dialogue, understanding and

Community First Brierley Hill 18th September 2012 participation in decision-making. It will allow for public health messages around alcohol abuse to be delivered to young people. It will also engage young people in project development and therefore build their practical skills. Furthermore it will engage parents who will be tasked to become advocates against alcohol abuse in the home and wider community of Brierley Hill. This debate will be held on Thursday 22nd November 2012. 25 parents will attend the Parents Speak Out: Alcohol Whats the Attraction Debate? This debate will be held on Thursday 29th November 2012.

What are the key benefits?

The key benefits to this neighbourhood are as follows: The further development of youth civic participation in Brierley Hill A more coherent and holistic understanding on the issue of alcohol abuse in Brierley Hill The development of project management, and event organisation skills for volunteers. The development of an interactive youth resource (youth magazine) that will have significant input from young people in Brierley Hill. This magazine will be a tool to display the youth voice on issues that matter to them The empowerment of parents and the distribution of resource tools for parental advocacy A post-debate report will be developed which can be used to feed into a strategy for alcohol interventions in Brierley Hill The development of increased intergenerational dialogue and mutual understanding in Brierley Hill

This project represents good value for money as we have checked at least three quotes before deciding on the material of choice. We have checked thoroughly that cost-effective materials will be used for the delivery of this project. This project will not be standalone with limited impact, but rather we have planned for a legacy to be created for increased youth and parental civic participation. Therefore, this project will be the catalyst for the planning and development of an informed youth strategy in Brierley Hill. Through the usage of inspired and motivated volunteers value for money will surely be achieved.
