Purpose: To satisfy the customers requirements is the ultimate quality objective of a project. Therefore, the first step of project quality management is to figure out the customized quality standards for the project. Definite and unified project quality standards are the cornerstone and foundation of successful project delivery. The site engineers handle the process check list. The purpose of the process check list is to satisfy construction quality standards, thus satisfying the acceptance standards. The process check table covers key construction procedures and facilitates the operations of construction personnel (site engineers or subcontractors).

Procedure
Checking Key Points For some deep excavation, should check the side lines and side slopes every other 1 meter, and correct the deviation at all times. Check if the foundation soil is soft according to the soil test report; if so, should use exchanged soil to process it. Check the steel bars type, diameter, quantity and interval. Check if the joint setting, lap length, the concrete protective layer meet the requirement, cement are even distributed and tide firmly. Check if the steel bars are welded and tide firmly, no loose, or deformed. Check the specification, quantity and location of embedded items; check if their interval and levelness are in accordance. Check if there is rust on the steel bar surface, sundries in steel bar framework.

Put stress on checking the specification, size and elevation of anchor bolts before pouring concrete; check the slanting stitch and diagonal of tower; check and control formworks, steel bar and protective layer and the size, specification, quantity and location of embedded items; deviation should conform to the project requirement. Concrete quality inspection: if the weighting correct? If construction mixture ratio is exchanged according to the change of actual water ratio of sand and aggregate. Obverse formworks and their supports, steel bars, embedded items and reserved holes constantly when pouring the concrete, and should take measures in time for abnormal deformation. The concrete should be vibrated till the concrete is no longer sink, no more bubble, and the cement on the surface is even. The concrete should be maintained in 12 hours after pouring. Should check its intensity, appearance quality and the axis, elevation, sectional dimension and perpendicularity deviation of structural elements.

Check and confirm the sizes according to the drawings before installation, and clarify the connection between the tower and other station facilities; check if all the installation drawings are correct and complete, as well as the type and quantity of all components; check the center size of anchor bolts.
When assembling the bolts, each end should not have more than 2 pcs plat washers, neither substitute by a big screw. The bolts should have at lest 2-3 threads exposed.
Must check the coaxial and perpendicularity of flange and the tower body when install the tower to confirm their deviations are within the tolerant range.
Check if the lay range and structure of grounding networks conform to the design criteria, especially the grounding resistance.

Checking Key Points Check if the pedestal is in the middle of cement platform when install the tower structure. Measure the perpendicularity of pedestal by steel angle square to make sure its in the right position; measure the surface of tower structure by level ruler; measure the perpendicularity of vertical bar by steel angle square; check if the bolts between vertical bar and horizontal bar are connected firmly. Check the doors direction when install the doors and wallboards. The outside of two ends of joint between up and down wallboards must be glued to prevent rain from flowing to the room. The seams, between the two ends' gap of upper wallboards of two sides of equipment room, must be filled up with glue around the horizontal bar; the glue of upper part should be in the same level with the upper side of wallboard surface and sealed firmly. The outer edges of the top of four wallboards must be glued even before installing the roof board to make sure theyre sealed; the joints of roof must be glued after installation. Check if the hole for feeder window is in accordance with the design. Check if the joints between feeder window and wall are sealed even with glue. Check if the distributing box and shelter are grounded themselves.

DG Installation
The DG should be placed level and jointed the foundation firmly, the bolts should not be loose. All the cables, terminals and plugs from the main control panel should be fixed and connected correctly, firmly and reliably. All cables should be led in tube and have waterproof treatment. The labels on two sides of the secondary circuit loop should be in accordance with the breadboard circuit.
Checking Key Points Shelter should be connected to the foundation firmly as requirement. Check the levelness and perpendicularity of shelter by level ruler, sash weight or straightedge. The feeder window should be filled and sealed, should be no seam around the led-in cables. Grounding and bus-strap should be placed as requirement to be easy for connecting equipments and feeder grounding cables. Shelter grounding should meet design criteria, the steel framework of inner and outer shelter, pedestal, aluminum corners and antistatic floor should be in good conductivity and integrated as a whole conductor, also be welded with embedded copper bar in the ground, to make sure the grounding resistance of the whole shelter is less than 10 .

DG can be started manually or automatically, operate well with no noise, no leakage; output voltage, frequency, fuel oil pressure, water temperature and other indexes are all normal as instructions. Auto-start function activates upon power failure and diesel set can be switched into operation automatically. Once the commercial power is recovered, the diesel set can be switched to the idle rotation immediately and come to fully stop in 3 minutes. Check if the alarm system operates normally as well as the test.

the inspection against the standards compliance and behaviors. The site engineer should guide the subcontractors take the corrective measures or solve the quality problems on-site. For those major quality problems which could not be solved immediately, the site engineer should issue the Engineering Quality Problem reworking Notification with limited time frame to solve and feedback. The quality manager shall carry out around 10% on-site random inspection depending on the regional inspection situation.
through preventive measures, dont let the happened quality problems repeat, project team shall summarize and make the statistical analysis on the happened quality problems, and work out the corrective & improvement measures, and implement the rework completely on the closed loop basis.
