What are Subsidized Employment Programs

Programs

Subsidized Employment
Subsidized employment programs link TANF participants and other low income individuals to public and private sector employment which leads to stronger self sufficiency.
Participants work in a position where they receive a paycheck, pay taxes and qualify for EITC Employers are reimbursed for all or part of participant wages, benefits and employment related tax and insurance payments

Successful Programs
Incorporate a series of case management strategies:
Job and life skills training Housing and transportation assistance Child care referrals Health care access Financial literacy Access to mental health, substance abuse and domestic violence treatment services

EMBEDDED PROGRAM: In house program where all services are provided directly by grantee REFFERAL PROGRAM: Spoke and Wheel where grantee acts as a manager/facilitator of services provided by other partners, assess the client needs and helps the participant navigate the service system to get needed services MIXED MODEL PROGRAM: Hybrid model where grantee provides some of the major intervention components and partners with other organizations to provide other important elements.

federation organization focused on improving credit worthiness of low income applicants EVIDENCE INFORMED PRACTICE: Promising Pathways, 10 sites across the US, that are defining their programs using their logic model as a tool, developing indicators and measures, and documenting their practice

The Research

Responsible Fatherhood (RF) Grantee Study


Examined the work of 31 of 36 RF grantees funded by OFA between 2006 to 2011 Authorized activities for this grantee group included incorporating economic stability activities in their programs Five major categories of economic stability activities were reviewed: education services, financial literacy services, job readiness and training, job placement services and job retention services

Best Practice Findings from RF study

Provide a comprehensive set of services Partner with other community agencies Provide long-term services Involve mothers/fathers in program activities Use trained staff who relate well to participants Use teaching methods and materials that are appropriate for the participant populations Provide family friendly meeting space

Subsidized employment goes hand in hand with supportive services Successful programs incorporate a series of case management strategies Subsidized jobs targeted to disadvantaged individuals benefit not only participating workers and businesses but also entire communities and society at large Flexibility makes success possible in many different environments Subsidized employment programs can be implemented at reasonable cost

Description: Assists low income residents by providing part-time community service assignments with nonprofit and governmental agencies Components: comprehensive educational and skills training program, employment skills and job search training, placement into unsubsidized employment with one year retention

Continuum of Care
Missouris ARCHS Program
Description: Provides a community based pipeline of trained and job ready individuals to meet the needs of local businesses on a subsidized basis Components: Wrap around services and other supportive employment services including childcare services, transportation, housing, substance abuse prevention, mental health and other services

Job Training and Placement


Pennsylvania Transitional Work Corporation
Description: A nonprofit organization, TWC provides TANF participants with job training and placement services to entry-level managers to fill local staffing needs for local not-for-profit and for-profit organizations on a temporary basis Component: Job training, life-skills development, transportation assistance, and child care

Job Readiness
Family Health and Education Institutes, Inc. (Seabrook MD) RF program
Description: As part of the RF program, participants (after several academic and career assessments) experience the Inner Journey Traininga 3 day, 20 hour course designed to empower fathers to gain personal insight into the attitudes and behaviors that have prevented their employment success Components: Financial planning, job readiness, job placement, job retention

Description: Dedicated job recruiters that works to help fathers find jobs Components: Job recruiters assess fathers, develop relationships with employers, encourage fathers to get GED and provide supportive services including transporting to and from interviews and work

Goodwill/Easter Seals of Minnesotathe FATHER Project (St. Paul, MN) RF project
Description: Comprehensive program that offers parenting, empowerment, employment readiness, individually tailored child support payment and fatherhood plans. Components: 12 hour employment readiness training, financial literacy, self-confidence and behavior exploration
