A new service tax regime has come into force from today. All services, except 38 services in the negative list, will now attract 12 per cent service tax. The government has also widened the definition of 'Services' to bring in more activities under the tax net but services such as metered taxis, auto rickshaws, betting, gambling, lottery, entry to amusement parks, transport of goods or passengers and electricity transmission or distribution by discoms have been kept in the negative list and will not attract the tax. Coaching classes and training institutions will however come under the tax net, though the tax will not be levied on school and university education and approved vocational courses. Railway Minister Mukul Roy has said railways will not introduce service tax on freight and fare from today saying that he has written to the Prime Minister Dr. Manmohan Singh on the issue, who is now holding the Finance portfolio. The new approach to taxation of services is intended to take the country and the economy a step closer towards the introduction of Goods and Service Tax, GST. <><><>

<><><> The Supreme Court today restrained the Reserve Bank of India from granting licenses or permission to foreign law firms to practise in India. A bench of justices R M Lodha and A R Dave also issued notices to 31 law firms in the country on the appeal filed by the Bar Council of India against a Madras High Court judgement,which took the view that foreign lawyers cannot be debarred from certain arbitration proceedings in India. <><><> The government has approved a proposal to extend the scheme of interest subsidy of one percent on housing loans upto 15 lakh rupees for the year 2012-13. The Union cabinet also gave its nod to the proposal to offer financial support for the development of Electronics Manufacturing Clusters, EMCs. EMC Scheme is aimed at providing world-class infrastructure for attracting investments in the Electronics Systems Design and Manufacturing Sector. The Cabinet also approved the proposal for Kochi Metro Rail Project. The CCEA has also approved the proposal of the Department of Fertilizers for reimbursement of freight for distribution of Phosphatic and Potassic fertilizers under the Nutrient Based Subsidy Policy.

British MPs voted unanimously last night to ban IM, placing it on the list of 47 organisations that have been banned from functioning in the UK.

India had banned IM in June 2010 after it was suspected of involvement in the attack on a Pune bakery. <><><> The department of telecom, DoT, has released an initial set of guidelines for the upcoming auction and allotment of spectrum in 1800 megahertz, MHZ, and 800 MHZ bands. In a notification issued on its website on Tuesday, the DoT said it will auction eight blocks of bandwidth in the 1800 megahertz, band. Each block will be of 1.25 megahertz and the validity of the spectrum auctioned will be 20 years. In the 800 MHz band, three blocks each of 1.25 MHz will be put on auction. It added the auction will be open to all, including companies affected by the Supreme Court ruling canceling their telecom licenses.

Nato supply trucks crossed into Afghanistan today from Pakistan, for the first time in seven months after Pak authorities lifted a blockade of the vital routes, ending a bitter standoff with US. Customs officials told the media that three container trucks had crossed through the Chaman land border in south-western Balochistan province. On Tuesday, Pakistan ended the blockade of supply lines to Afghanistan after the US apologised for a cross-border NATO air strike in November last year that had killed 24 Pakistani soldiers. <><><> Agnieszka Radwanska will face Serena William in the women's singles final of the Wimbledon Tennis Championship on Saturday as both reserved their berths after victory over their rivals in the semi-finals today. A notification for the Vice President's Election has been issued. The Lok Sabha Secretary General and returning officer TK Vishwanathan issued the notification. <><><> India and Poland have signed an audio-visual co-production agreement to enhance bilateral cooperation in the films sector. The agreement establishes a legal framework for relations in audio visual co-production, especially films including animation and documentary films for cinema and television and those solely intended for dissemination on analogue or digital data carriers. According to an official release, the agreement will also facilitate producers, screenwriters, directors, technicians and actors to enter and briefly stay in each others country. The agreement will be valid for a period of five years. <><><> In order to meet the shortage of coal production in the country,the Prime Minister's Office, PMO, today sought to give a push to Coal production by directing the Environment Ministry to grant clearances to 12 projects which would lead to an additional output of 10 million tonnes per year. The meeting specifically reviewed the status of 12 projects of the CIL which propose to increase production by 25 per cent. <><><> Planning Commission Deputy Chairman Montek Singh Ahluwalia today said that achieving an average GDP growth rate of 9 per cent in the next five years i.e. 2012 to 2017, is not possible, because of the deteriorating global economic situation. Instead, he said GDP growth of 8 to 8.5 percent may be feasible. But he said this will require a major effort. <><><> The Ministry of tourism today signed a Memorandum of Understanding with the Railway ministry for implementing Clean India campaign in the Indian Railways to promote the country as a preferred tourist destination overseas. the Indian Railways runs 12000 trains every day moving 20 million people and better facilities and cleanliness at Railway Stations and trains will go a long way in boosting tourism.

Planning Commission Deputy Chairman Montek Singh Ahluwalia has said that quarterly targets for the progress of development works have been fixed for the first time for various ministries and projects would be monitored at three levels, including the PMO. Talking to reporters in Ludhiana the Mr. Ahluwalia said that targets have been fixed, especially in the areas of transport, energy and infrastructure. He said there would be three phases to monitor the progress of development projects-- at the Planning Commission, the ministry level and overall monitoring will be done in the PMO,". He also asserted that several effective steps are being taken to improve the economy which is in some difficulties. <><><> A UN report has said, major global companies consider India their third most favoured destination after China and the United States and investment inflows could increase by more than 20 per cent both this year and the next. Releasing the UNCTAD's World Investment Report 2012, Mr. Nagesh Kumar, Chief Economist, United Nations Economic and Social Commission for Asia and the Pacific said, Foreign direct investment (FDI) flows into India leapt 30 per cent to nearly 32 billion dollar in 2011. He said, though held back by slow pace of

reforms, it still remains a long way down the league table of FDI recipients. China drew 124 billion dollar last year, while Brazil attracted nearly 67 billion and Russia 53 billion dollar. Some 179 global companies - from the manufacturing, services and primary sectors - were surveyed between February and May, on their favoured investment destinations for 2012 to 2014. Mr. Kumar said FDI growth seems to be keeping its momentum in 2012. <><><> The Tourism Ministry has decided to provide clean and hygienic environment at 98 prominent tourist sites including Taj Mahal, Dal Lake, Red Fort and India Gate.. Round-the-clock garbage clearance,and maintenance of parking lots and toilets are some of the steps to be carried out under the Clean India campaign launched by the ministry. Mr. Sahai said, they are seeking the involvement of corporates, PSUs and NGOs in the campaign as the project will be carried out in the Public Private Partnership model. There are about 14 tourist sites in the national capital including India Gate, Connaught Place, Chandni Chowk, Lotus Temple, Jantar Mantar, Rajghat, Purana Qila and Safdarjung Tomb which have been selected to be covered under the project. It has resulted in proving employment to a large number of people. All the passengers of New Delhi-bound Air India airbus A-319 flying from Abu Dhabi have arrived at Delhi's Indira Gandhi International Airport on a special Air India flight. Air India airbus A-319 had to make an emergency landing at Pakistan's Nawabshah airport in southern Sindh province today following a reported problem in its hydraulic system. it was due to a technical fault in the indicator of the cockpit which had given a false alarm. <><><> The Centre and the Bihar Government today signed an agreement with the World Bank for 560 crore Rupees additional credit to scale-up the ongoing Bihar Rural Livelihoods Project, Jeevika.The Project is aimed at enhancing the social and economic empowerment of the rural poor in Bihar. .These include access to social security pensions for nearly 29,000 households in partnership with the social welfare department and access to wage employment under the Mahatma Gandhi National Rural Employment Guarantee Act in partnership with the rural development department for nearly 5000 Self Help Group women. <><><> Gross direct tax collections during April to June in the current fiscal have registered a 6.77 per cent growth at 1,11,182 crore rupees as against 1,04,135 crore rupees in the same period during the last year. Gross collection of corporate taxes showed an increase of 3.48 per cent and stood at 70,594 crore rupees which was 68,223 crore rupees in the same period last year. Gross collection of personal income tax was up by 13 per cent and stood at 40,520 crore rupees as against 35,858 crore rupees in the same period last year. Net direct tax collections were up

by 47.16 per cent and stood at 84,273 crore rupees compared to57,267 crore rupees in the same period in the last fiscal.

<><><> Union Home Minister P Chidambaram today said that the government is trying to contain fiscal deficit by tightening revenue collection and stopping wasteful expenditure. Talking to media persons in Bangalore today, Mr. Chidambaram said that due to preventive measures and stimulous packages, the growth rate stood at 6.7 percent last year, which is one of the highest in the world. The Current Account deficit is tackled by confidence building measures to attract more investments. He informed that the Government has made strides in improving the human development index. The Home Minister assured that the National Counter Terrorism Centre, NCTC will soon become a reality after addressing the concerns raised by some Chief Ministers. he said that some of the concerns raised by the Chief Ministers, such as NCTC coming under the Intelligence Bureau and also on the powers of NCTC to take up any action on its own in the states will be addressed soon. <><><> The government today said, remittances from abroad will not attract service tax, putting to rest the concerns raised in view of new tax norms. The Central Board of Excise and Customs (CBEC) in its release said that the matter has been examined and it is clarified that there is no service tax will be applicable on the amount of foreign currency remitted to India from overseas. It added, that remittance comprises money; the activity does not comprise a 'service' and thus not subjected to service tax.The clarification follows concerns over reports that there was a move to levy 12 per cent tax on money sent back home by Indians abroad under the changed service tax regime from July 1. <><><> Planning commission Deputy Chairman Montek Singh Ahluwalia today said, a realistic target for growth in the 12th Plan would be 8 to 8.5 per cent . Dr Montek Singh also said that government is streamlining the Centrally sponsored programmes. He added that the Planning Commission is

The Government has decided to set up an institutional mechanism for speedy completion of Public - Private Partnership projects. The proposal approved by the cabinet today says it will have a two tier mechanism. The project monitoring unit will oversee the performance of Public Private Partnership projects at the Project Authority Level and performance review unit will monitor its implementation at the Ministry or the state government level. The Cabinet also approved the proposal to provide a special incentive package to promote large-scale manufacturing in the Electronic System Design and Manufacturing sector. According to an official release, it will foster the manufacturing of indigenously designed and manufactured chips creating a more cyber secure ecosystem in the country. The policy is

expected to create an indigenous manufacturing eco-system for electronics in the country. The scheme provides subsidy for investments in capital expenditure - 20 per cent for investments in Special Economic Zones, SEZs and 25 per cent in non-SEZs. The Cabinet Committee on Infrastructure, CCI, approved the proposal for the development of the two laning of Rai Bareilly - Jaunpur section in Uttar Pradesh. <><><> A moderate intensity earthquake measuring 6.1 on the Richter scale today shook the Kashmir valley, causing panic among the residents. The Committee will submit the draft GAAR guidelines to the government by the 30th September this year. <><><> The Centre has decided to give an active role to the local government bodies in its fight against female foeticide. Tribal Affairs and Panchayat Raj Minister Kishore Chandra Deo told reporters in New Delhi that his ministry has initiated an action plan for curbing the inhuman practice of female foeticide with the help of gram panchayats. Explaining the nature of the plan, he said that during the last one year, the elected representatives have been given training on two issues, Firstly, sensitivity towards the problems faced by women and children and secondly, awareness of the social programmes introduced to address these problems. He said that the Panchayat Raj Ministry has also started organising special Gram Sabhas across the country to address social problems. The Chairperson of the National Commission for Women, (NCW) Mamata Sharma has recommended a government job for the victim of the Guwahati molestation case, along with proper counselling and rehabilitation. Talking to newsmen after meeting Assam Chief Minister Tarun Gogoi in Guwahati, Mrs Sharma also asked for better police patrolling with the presence of women personnel. Mr. Agnitori said out of the 706 electors comprising 698 Member of Parliament, MPs and 8 Member of Legislative Assemblies, MLAs were permitted by the Election Commission to vote at Parliament House. 682 electors, comprising 674 MPs and 8 MLAs cast their votes before closure of the poll. <><><> The Department of Telecom ,DOT has extended the deadline for submission of bids to manage spectrum auction till the 30th of July. The auctioneer will manage auction of airwaves in 1800 MHZ and 800 MHZ bands. The DOT has announced a fixed component of five crore rupees in auctioneer fee. <><><> The government has decided to set up a Project Clearance Board for speedy one time clearances to oil and gas projects. This will include security aspects. It is to be set up on the lines of Foreign Investment Promotion Board-FIPB. The Board will include representatives from the Ministries of Home, Defence, Environment and Forests, commerce, Coal and other Ministries. The decision was taken at a meeting held in the Prime Minister's Office to review the status of clearances of Oil and Gas Blocks awarded under the New Exploration Licensing Policy-NELP. To be headed by Cabinet Secretary,the Board will meet on a monthly basis to review the status of clearances for energy and infrastructure projects and expedite issuing of security and other clearances. Ministries would report to this Board about the status of issuing of clearances after following their internal due diligence processes. For the Petroleum and Natural Gas sector, the special cell for clearances being set up in Directorate General of Hydrocarbon, will act as the secretariat. A common mechanism for all sectors will be evolved soon and the Board will be set up in the coming weeks. <><><> Russia and China have vetoed a draft resolution at the UN Security Council to impose sanctions on Syria. The resolution sponsored by Britain, France, Germany, USA and Portugal calls for sanctions on Syria under Chapter VII of the UN Charter if the regime does not withdraw heavy weapons and troops from cities and towns within 10 days. There were 11 votes in favour of the resolution, two against and two abstentions. The Empowered Group of Ministers, EGoM headed by Home Minister P. Chidambaram today decided to recommend to the Cabinet a lower than sector regulator TRAI- proposed reserve price for auction of spectrum. The Telecom Regulatory Authority of India had recommended a base price of 3,622 crore rupees per unit of spectrum, called MegaHertz, for the auction of spectrum vacated from the Supreme Court cancelling 122 licences issued by the then Telecom Minister A Raja in 2008. This base price translated to over 18,000 crore rupees for a pan-India spectrum for new companies. Empowered group of Minister discussed three specific issues today, number one what should be the reserve price? Number two - what should be the spectrum usage charges and

number three what should be to the terms of payment. Telecom companies bidding in the auction will pay the government an annual fee for using airwaves, called spectrum usage charge, besides the price at which they buy the spectrum.The industry had been pitching for an 80 per cent cut in the reserve price as they felt TRAI recommended rates would lead to upto a 100 per cent hike in mobile telephone charges. <><><> Agriculture Minister Sharad Pawar will head the Empowered Group of Ministers (EGoM) on the effective management of issues related to drought. The EGoM, constituted by Prime Minister Manmohan Singh in April 2012, was earlier headed by Finance Minister Pranab Mukherjee who resigned to contest the Presidential poll. The EGoM is authorised to review the situation and take quick and timely decisions" on policy and other matters for effective management of drought and related issues. <><><> As the Syrian conflict between the rebels and the government worsens, India today asked its nationals to avoid "all travel" to Syria. The government had in April, filed a Presidential Reference in the Supreme Court to understand the impact of apex court's judgement that cancelled 122 telecom licences. <><><> The UPA Government has taken several measures to tackle the menace of corruption. Following the two reports submitted by the Group of Ministers (GoM) on Anti corruption set up in January last year, the Government has directed that requests for sanction of prosecution are to be decided upon by the competent authority within a period of three months. Mr. Pranab Mukherjee today became the 13th President of India. In Assam, the situation in the violence hit districts of Kokrajhar, Chirang and Dhubri is limping back to normal as security forces have intensified patrolling. <><><> In Jammu and Kashmir, the operation to dig open the 280-meter long tunnel, which was discovered yesterday along the Indo-Pak Border in Samba district, is in full swing. BSF troops are using more dozers and men to find the origin of the tunnel towards the Indo-Pak border. "According to BSF sources, more dozers and men have been deployed to uncover the tunnel into India from Pakistan. It will take some time to dig the entire tunnel. The BSF has not raised the issue of detection of tunnel with Pakistan Rangers so far as the operation is not complete yet. The tunnel was detected after an area caved in a straight line at two three places due to rains near Chillayari Border Out Post (BoP) of BSF along International Border. The secret tunnel was discovered accidentally by a farmer of Chachwal village. <><><> India today test fired the BrahMos supersonic cruise missile as part of a user trial by the Army from a test range at Chandipur off Odisha coast. Defence sources said, the missile, developed under an Indo-Russian joint venture, has a flight range of up to 290 km and is capable of carrying a conventional warhead of 300 kg. The cruise missile, a surface-to-surface Army version, was test fired as part of a user trial by the Army. <><><> The government is all set to connect 2 lakh fifty thousand gram panchayats with broadband within 16 months with a view to improving public delivery mechanism. The broadband connectivity for gram panchayats will help improve delivery of public services and get real time feedback. Besides, this will help in training of panchayat and other grassroots functionaries and empowering the community through e-library.

<><><> India has overtaken China in export growth rate recording an increase of 16.1 per cent in 2011, topping the list of all major trading countries in the world. The WTO Report 2012 said, India had the fastest export growth among major traders in 2011. China had the second-fastest export growth of any major economy at 9.3 per cent. <><><> both sides have decided to fast track implementation of various agreements related to projects under the Indian line of credit, land boundary agreement implementation, trade facilitation measures, infrastructure development of land customs station and border haats. <><><> Prime Minister Dr Manmohan Singh today expanded the terms of reference of the General Anti-Avoidance Rules, GAAR, committee by referring the issues relating to taxation of Foreign Institutional Investors, FIIs and portfolio investors to it with a view to provide greater clarity to them. In another development, Prime Minister Dr Manmohan Singh has constituted a Committee to review taxation of development centres and IT sector. It will suggest appropriate measures and approach to taxation of Development Centres after holding consultations with stakeholders. The committee headed by former CBDT chairman N Rangachary will submit its report by 31st of next month. <><><> The Competition Commission of India, CCI has imposed a penalty of 397 crore 51 lakh rupees on a cement company. The CCI in its order, issued today, found eleven cement manufacturers including Shree Cement Limited and companies belonging to Cement Manufactures Association, CMA in contravention of the provisions of the Competition Act, 2002. This act deals with anti-competitive agreements including cartels. An official release says that the other 10 cement companies have already been penalized by the CCI. The Commission also directed Shree Cement Limited to cease and desist from indulging in any activity relating to agreement, understanding or arrangement on prices, production and supply of cement in the market. <><><> Ace Shooter Gagan Narang has won India's first medal at the London Olympics. Northern, North-Eastern and Eastern power grids collapsed this afternoon, triggering a major power crisis in more than 20 states and Union Territories. Essential services and public transport systems including Railways and Delhi Metro were also hit. About 300 trains came to a grinding halt at various places with movement on the busy Delhi-Howrah route almost paralysed. Power Minister Sushil Kumar Shinde blamed that overdrawing of power by certain states is responsible for the crisis. 200 miners trapped in eastern coalfields in West Bengal have been safely rescued. <><><> The government today announced a relief package of over 1,900 crore rupees to the states facing a drought-like situation. It also offered 50 per cent subsidy on diesel to the farmers in the places where shortfall of rain has occurred., 25 per cent of the subsidy on diesel will be borne by the Centre and 25 per cent of it will be shared by the state governments. The EGoM approved 1,440 crore rupees to Karnataka, Maharashtra, Rajasthan and Gujarat under integrated watershed management programme. Another 453 crore rupees will be given under the National Rural Drinking Water Programme to Maharashtra, Karnataka, Rajasthan and Haryana. Mr. Pawar said that the contingency plan prepared by the Centre also include some other measures to tackle the drought like situation in various states.. The measure also includes provision of knowledge input twice a week and quality seeds for alternate crop. Besides these

measures, the government is also trying to provide states with additional electricity to draw water from tubewells. He said that sowing area is lower than the last year and there will be some setback to kharif crops. <><><> The CBI has filed a closure report in a Delhi court in a case involving former Prasar Bharti CEO B S Lalli. The Agency said it found no substantive evidence against him on charges of committing fraud and conspiracy in awarding of broadcasting rights for Commonwealth Games. <><><> The RBI in its first quarterly monetary policy today for the current fiscal kept all key rates unchanged. The Cash Reserve Ratio, the money parked by banks with the RBI, has also been kept unchanged at 4.75 per cent, while the repo rate, the rate at which RBI lends to banks, has been retained at 8 per cent. Consequently, the reverse repo rate, the rate at which RBI borrows from banks, will remain unchanged at 7 per cent and the marginal standing facility rate and the Bank Rate at 9%. The RBI has cut the Statutory Liquidity Ratio from 24 per cent to 23 per cent. Inflation forecast has been raised to 7.3 per cent from 6.5 per cent as earlier projected. Speaking to reporters in Mumbai, RBI Governor, D. Subbarao said that the primary focus of monetary policy remains on inflation control in order to secure a sustainable growth path over the medium term. The RBI Governor reduced the GDP growth forecast to 6.5 per cent from 7.3 per cent as earlier projected in view of the ongoing global economic slowdown, deficient monsoon rains and subdued prices of petroleum products. He said that inflation may also go up to 7.3 per cent. Reacting to the review, Indian industry says, it is disappointed with RBI's decision to leave interest rates unchanged. It said an opportunity has been lost in reviving the growth momentum in the economy. <><><>
