A letter, dated June 11, 1964, was received from the Liberty School ParentTeacher Association requesting "to know what additional steps are being planned to alleviate the steadily increasing racial imbalance at Liberty School while preserving the educational standards in the classroom." A copy of a letter to Mr. Glenn C. Leach, Principal of the Engletuood Summer School, was received from the Dwight Morrow High School Parent-Teacher Association pertaining to scholarships for elementary school youngsters. On motion made, seconded and carried, the following faculty members in the Englewood Public Schools were appointed to the Project Council, an executive and advisory body for the Englewood School Development Program (Ford Foundation) : Mrs. Edna W. Knowles Mr. Ephraim R. Keller Miss Gwendolyn J. Carpenter Mr. John M. Trout Mr. Raymond A. Heim Mr. Jesse H. Bacher Dr. Mark R. Shedd, Superintendent - Ex-officio Chairman The Superintendent reported that the Englewood Public Schools had received an American Education Week citation "in recognition of the cooperative, creative and energetic effort in the interest of improved communication between school and community", presented by the Bergen County Education Association on behalf of American Education Week activities in November 1963, On motion made, seconded and carried, the Board of Education Financial Statement, dated Way 31, 1954, submitted by the Secretary of the Board, was received and placed on file.

On motion made, seconded and carried, Mrs. Barbara Jackson is to be employed as Assistant to the Project Director, Engleu/ood School Development Program (Ford Foundation) for the school year 1964-65 at a salary at the rate of 36,000 per yaar (12 months), effective August 24, 1964. On motion made, seconded and carried, Mr. Robert L. LaFrankie is to be released from his duties as Assistant Principal at Du/ight Morrow High School on a part-time basis during the summer and fall semesters of 1964 to engage in graduate study, in accordance with the recommendation of the Superintendent, and is to receive salary for the school year 1964-65 at the rate of 39,950 per year (12 months), with the understanding that Mr. LaFrankie agrees to remain in the employ of the Engleu/ood Board of Education through the 1965-66 school year if so elected. On motion made, seconded and carried, the agreement with Channel 13 E T I/ for the 1964-65 school year, as recommended by the Superintendent, was approved at a cost of approximately $1,000 (500 per elementary (K-6) school child). On motion made, seconded and carried, the resignation of Mr. Arthur Taylor, Attendance Officer, effective June 30, 1964, was accepted with regret. On motion made, seconded and carried, the purchase and award of school bus tickets for transportation from Englewood to Hackensack by public utility buses not under contract for students attending the Bergen County Vocational and Technical High School, in Hackensack, and students attending the Engle Street School, was authorized. On motion made, seconded and carried, fflr. William Moore, a member of the Maintenance Staff who has passed seventy years of age, is to be continued in service for the school year 1964-65, and written notice to this effect is to be sent to the Board of Trustees of the Public Employees' Retirement System. On motion made, seconded and carried, extra summer help is to be engaged to assist with the maintenance program during the 1964 vacation period as follows: Painters to be paid at the rate of $4.90 per hour; Extra maintenance labor to be paid at rates of 33.00, 32.75, 32.50, $1.75 and 31.25 per hour. On motion mads, seconded and carried, in accordance with the recommendation of the Superintendent, the regular program and budget of the Adult School of Englewood and the Expanded Program of Adult Education as amended by the Superintendent, was approved for the 1964-65 school year.

On motion made, seconded and carried, Mrs. Shirley Brody was appointed Director of Adult Education for the 1954-55 school year at a salary at the rate of 33,000 per year, from September 1, 1964 to June 30, 1965 (Ford Foundation). On motion made, seconded and carried, Mr. Charles W. Brod was appointed Principal of the Adult School of Englewood for the 1964-65 school year at a salary at the rate of 31,000 per year to be paid from Adult School funds. BOARD OF EDUCATION Englewood, New Jersey July 20, 1964 A special meeting of the Board of Education was held in the Lincoln School auditorium on Monday, July 20, 1964, and was called to order by the President, Mr. Perry, at 8 p. m. Members in attendance were Mrs. Louise R. Grabow and Messrs. Warren L. Lewis and John H. Perry. Dr. Frank H. McCloskey and Dr. Theodore B. Van Itallie were absent. Dr. Mark R. Shedd, Superintendent of Schools, Sidney Dincin, Attorney, and Mrs. Ruth L. Wallace, Secretary to the Superintendent, were present. Mr. Francis A. Garrity, Assistant Superintendent, and Mrs. Winifred R. Schambera, Secretary, were out of town (vacation). The President declared a recess and the meeting re-convened at 8:30 p. m. On motion made, seconded and carried, Mrs. Ruth L. Wallace was appointed Acting Secretary, in the absence of the Secretary, Mrs. Winifred R. Schambera, who is on vacation. On motion made, seconded and carried, the resignation of Mrs. Mildred N. Wood, Secretary to the Superintendent, effective June 30, 1964, was accepted with deep regret. Mrs. Wood has rendered 41 years of service and is eligible for retirement. On motion made, seconded and carried, the resignation of Mrs. lone Binder, a secretary in the Administrative office, effective June 27, 1964, was accepted with regret. On motion made, seconded and carried, kindergarten classes at Lincoln School are to be closed, effective September 1, 1964, and all kindergarten pupils residing in the so-called Lincoln School attendance district are to be assigned to the Cleveland, Liberty, Donald A. Quarles, and Roosevelt Schools; such assignment to be determined fay the Superintendent on the basis of the following criteria: a. Define attendance districts so that pupils of the Lincoln School district will be assigned as nearly as possible to the school nearest their homes. Provide for an even distribution of class loads. Define kindergarten attendance districts to coincide, as nearly as possible, with attendance districts for grades one through five.

It is understood that attendance districts for children in grades one through five previously determined by the Board shall remain in full force and effect. On motion made, seconded and carried, the award of business on which bids were received at a prior meeting, were approved as follows:

On motion made, seconded and carried, the resignation of Mr. Glenn C. Leach, Director of Health, Physical Education, Athletics and Safety, effective June 30, 1964, was accepted with regret. On motion made, seconded and carried, the resignation of Mr. Charles W. Brod, Jr., as a teacher in Dudght Morrow High School and Principal of the Adult School, effective June 30, 1964, was accepted with regret. On motion made, seconded and carried, Mr. George H. Baldwin is to be employed as Director of Health, Physical Education, Athletics and Safety for the school year 1964-65 at a salary at the rate of 311,220 per year (10 months).

On motion made, seconded and carried, Mr. Mason M. Moton is to be employed as Director of Extended School Services for the school year 1964-65, at a salary at the rate of 312,700 per year (12 months), effective August 17, 1964. On motion made, seconded and carried, Mr. John G. Gallione was appointed Acting Assistant Principal at Dwight Morrow High School for the fall term of the 1964-65 school year, during the periods of absence of Assistant Principal Robert L. LaFrankie, on leave for graduate study at Teachers College, Columbia University; and is to receive an Extra Service Payment of $1,000 for this period. On motion made, seconded and carried, Mrs. Reesa R. Lessler is to be employed as a teacher in the Englewood Public Schools for the school year 1964-65 at a salary at the rate of 35,355 per year (10 months). On motion made, seconded and carried, Mrs. Lillian Greenwald is to be employed as a teacher in the Englewood Public Schools for the school year 1964-65 at a salary at the rate if 35,100 per year (10 months). On motion made, seconded and carried, Miss Bertha Hernandez is to be employed as a librarian in the Engleuiood Public Schools for the school year 1964-65 at a salary at the rate of 85,100 per year (10 months). On motion made, seconded and carried, Mr. Hubert W. Ashley, having presented evidence of obtaining a Master's Degree, is to receive salary for the school year 1964-65 at the rate of 35,355 per year (10 months). On motion made, seconded and carried, the proposal for electronic data processing for student records as submitted by Mr. John Eagles, Administrative Intern to the Superintendent, was approved. On motion made, seconded and carried, a new course of study entitled "Art of Writing" was approved for grade 12 at Dwight Morrow High School, as an elective course allowing five credits. The following action was taken at the Committee of the Whole meeting on June 29, 1964: On motion made, seconded and carried, the architectural firms of Ashley, Johnson, Kay, and Davis are to be eliminated from further consideration and the Advisory Committee was authorized to visit the headquarters of TAC and Sherwood, Mills and Smith, and at least one school completed recently or under construction by them, and report their recommendations to the Board by July 31 , 1964. On motion made, seconded and carried, the agreement with the Center for Field Studies, Graduate School of Education, Harvard University, as described in Document A, "The Englewood Proposal", dated June 24, 1954, was approved. (Mr. Lewis abstained from voting.) On motion made, seconded and carried, the payment of the Attorney's invoice in the amount of 3268.08, for "extraordinary services", was authorized. On motion made, seconded and carried, the above action was confirmed. The following action was taken at the Committee of the Whole meeting on July 15, 1964: On motion made, seconded and carried, the placing of a binder on the Liability insurance policy to provide a limit of $1,000,000, was approved. On motion made, seconded and carried, an All Risk Non-Deductible Policy (339,464.00) was approved. On motion made, seconded and carried, the above action was confirmed.

A regular meeting of the Board of Education was held in the Lincoln School auditorium on Monday, September 14, 1964, and was called to order by the President, Mr. Perry, at 8 p. m. Members in attendance were Messrs. Frank H. McCloskey, John H. Perry and Theodore B. Van Itallie. Mrs. Louise R. Grabow and Mr. Warren L. Lewis were absent. Dr. Mark R. Shedd, Superintendent of Schools, Sidney Dincin, Attorney, and Mrs. Winifred R. Schambera, Secretary, were present. Mr. Francis A. Garrity, Assistant Superintendent, was absent. BOARD OF EDUCATION Englewood, New Jersey September 24, 1964 An adjourned meeting of tha Board of Education was held in the Lincoln School auditorium on Thursday, September 24, 1964, and was called to order by the President, Mr. Psrry, at 3 p. m. Members in attendance were Mrs. Louise R. Grabow and Messrs. Warren L. Lewis, Frank H. McCloskey, John H. Perry and Theodore B. Van Itallie. Dr. Mark R. Shedd, Superintendent of Schools, Mr. Francis A. Garrity, Assistant Superintendent, Sidney Dincin, Attorney, and Mrs. Winifred R. Schambera, Secretary, were present. On motion made, seconded and carried, the minutes of the regular meeting of June 8, 1964, were approved as presented. The following action was taken at the Committee of the Whole meeting on July 29, 1964: On motion made, seconded and carried (unanimously), that unless the Board receives, by 5 p. m. on July 30, a "Yes" answer to the question whether the Council intends forthwith to condemn the Creche property for school use, a letter is to be written to the Mayor and Council advising them of our distress at the Mayor and Council's failure to obtain the said site, and also that there will be public notification of our unanimous desire for this property. On motion made, seconded and carried, the above action was confirmed. The following action was taken at the Committee of the Whole meeting on August 3, 1964: On motion made, seconded and carried (unanimously), the following statement is to be released to the Press, expressing the Board's strong interest in acquiring the Creche property for future school purposes: For several years the Board of Education has been studying various potential building sites in Englewood for their suitability for future school needs. In particular, the Board has determined that the Creche property, opposite the Roosevelt School, would be a most desirable site to meet the anticipated requirement for expansion of elementary school services in the Second Ward area, as well as for other possible school needs. The Board has communicated its strong interest in acquiring the Creche property to the Mayor and has held a preliminary discussion on this urgent matter with Councilmanic members of the Board of School Estimate. Recently, in response to its inquiry, the Board of Education received a letter from the President of the Common Council expressing the Council's desire to meet with the Board of Education in the early fall to explore such a program in an effort to come to an understanding and agreement. The letter indicated that "when the Board of School Estimate is satisfied that proper development of the public school system necessitates the purchase of additional land to enable it to implement a plan acceptable to the people of Englewood, steps would be taken to purchase that or comparable property."

On motion made, seconded and carried, the action of the Board of Education on June 29, 1964, appointing Mrs. Shirley Brody as Director of the Adult School, was rescinded, as recommended by the Superintendent of Schools. On motion made, seconded and carried, the above action was confirmed. The f ollowd ng action was taken at the Committee of the Whole meeting on September 9, 1954: On motion made, seconded and carried, the Junior League of Englewood was granted the use of Academic Hall on April 2 and 3, 1965, for payment of custodial service rather than the usual rental fee. On motion made, seconded and carried, the usual rental fee for the use of the Donald A. Quarles School by the Garden Club of Englewood, was waived. Notice was received from the Board of Adjustment that Mr. H. Steinberg of 52 Hillside Avenue was requesting a variance of the Zoning Ordinance to convert a one-family dwelling to a two-family dwelling. On motion made, seconded and carried, the Superintendent and Attorney were requested to concur in a letter to be sent to the Board of Adjustment indicating the Board's objection to the granting of the variance. The Board discussed the acquisition of the Edgewater Crechs-Rethmore property and the necessary meeting with the Councilmanic members of the Board of School Estimate. The Superintendent submitted a proposal for presentation to the Board of School Estimate. The Board members are to review the proposal which is to be forwarded to the Board of School Estimate with a letter requesting acquisition of the Creche property. It was agreed that the public meeting on Monday, September 14, 1964, would be adjourned until Thursday, September 24, 1964, so that there would be an opportunity for the Board of Education members to meet with the Councilmanic members of the Board of School Estimate prior to the public meeting of the Board of Education. On motion made, seconded and carried, the above action was confirmed. Letters urging the acquisition of the Edgewater Crache-Rethmore property were received from the Cleveland School P. T. A., the Urban League of Bergen County, and Mrs. Phyllis L. Ball.

A letter, dated August 1, 1964, was received from firs. Helene Friedman for Englewood Trick or Treat for UNICEF, requesting permission to carry out the program in the schools as in prior years. On motion made, seconded and carried, the request was granted. A letter, dated August 1964, was received from the President of the Northern Valley Chapter of the A. A. U. N., requesting the Board to join in sponsoring a program to be presented at Fairleigh Dickinson University on Saturday, October 3, 1954. On motion made, seconded and carried, the request was approved. Notice was received from the State Federation of District Boards of Education of the 12th Annual Workshop to be held in Atlantic City, October 2 9 - 3 1 , 1964. Copies of resolutions adopted by them were received from the boards of education of Palisades Park, Saddle River and Wyckoff pertaining to the cost of the defense of Board members in civil or criminal actions. Notice was received that the case of Fuller, et al, vs. Uolk, et al, has been appealed to the United States District Court of Appeals in Philadelphia. On motion made, seconded and carried, Mr. John H. Perry was appointed a delegate to the Bergen County Federation of Boards of Education and Mrs. Louise R. Grabow as an alternate. On motion made, seconded and carried, Mrs. Lucille Perlstein is to be employed as a secretary in the Board of Education office for a trial period of three months beginning August 24, 1964, at a salary at the rate of S3,640 per year (12 months). On motion made, seconded and carried, Miss Shirley A. Cooper is to be employed as a secretary in the Ford Foundation office for a probationary period of three months, beginning September 15, 1964, at a salary at the rate of 565 per week. The Superintendent reported that the kindergarten classes conducted by the Board of Education have received full approval of the County Superintendent of Schools. The Superintendent reported that he had attended a meeting called by the County Superintendent of Schools to consider a proposal that school districts conduct exchange programs between pupils, classes, and teachers of different school districts which would offer opportunities within the school curriculum for inter-action among youngsters of diverse economic, social and ethnic backgrounds. On motion made, seconded and carried, the Superintendent was authorized to proceed with arrangements to join this endeavor provided that the program planned is educationally sound, administratively practicable and economically feasible. Members in attendance were Mrs. Louise R. Grabow and Messrs. Warren L. Lewis, Frank H. McCloskey, John H. Perry and Theodore B. Van Itallie. Dr. Mark R. Shedd, Superintendent of Schools, Mr. Francis A. Garrity, Assistant Superintendent, Sidney Dincin, Attorney, and Mrs. Winifred R. Schambera, Secretary, were present. On motion made, seconded and carried, the minutes of the adjourned meeting of June 29, 1964, special meeting of July 20, 1964, regular meeting of September 14, 1964, and adjourned meeting of September 24, 1964, were approved as presented. The following action was taken at the Committee of the Whole meeting on September 24, 1964: On motion made, seconded and carried, the resignation of Mr. Isaiah Hill, custodian at the Junior High School, was accepted, effective September 18, 1964, On motion made, seconded and carried, as recommended by the Superintendent, teacher assistants in the Pre-Kindergarten Program are to receive salary at the rate of $2,600 per year (40 weeks at $65 per week) and be entitled to the same benefits as ten-month non-professional personnel employed in the schools and offices in regard to sick leave, etc.; and that in case of their absence, substitutes are to be provided on the same basis as secretarial substitutes. A letter, dated September 24, 1964, was received from Dr. A. Harry Passow inquiring as to the disposition of his request for high school credit to be awarded for the study of Hebrew in the Temple Emanu-El program. On motion made, seconded and carried, in accordance with the opinion of the Board Attorney, a letter is to be sent to Dr. Passow advising him that this credit cannot be allowed and explain the Board's position in the matter. On motion made, seconded and carried, the Superintendent was requested to set up a meeting with individuals who are currently concerned about transportation problems of their children; not more than two authorized members of each group to be invited to discuss the matter informally with Board members at a mutually convenient time. On motion made, seconded and carried, the Board Attorney was authorized to file a Brief and Appendix in the case of Fuller, et al, vs. Volk, ei. al, which has been appealed to the United States District Court of Appeals in Philadelphia. A memorandum, dated September 25, 1964, was received from Mr. Rex B. Little, City Business Administrator, requesting space in Lincoln School to accommodate the Executive Director and six staff members of the Housing Authority. On motion made, seconded and carried, the Superintendent was requested to make every effort consistent with educational needs, to make space available. On motion made, seconded and carried, the above action was confirmed. A letter, dated September 23, 1964, was received from Dr. F. M. Raubinger, Secretary of the State Board of Education, advising that changes in the Dwight Morrow High School program have been approved as follows: a. Art of Writing to be offered in grade 12, meeting 5 single periods per week for one year, allowing 5 diploma credits. Calculus and Analytic Geometry to be offered in grade 12, meeting 5 single periods per week for one year, allowing 5 diploma credits. Part-time Cooperative Work Program for Trade and Industrial Training to be offered to boys 16 years plus seniors preference, meeting 5 single periods per week for one year, allowing 10 diploma credits.

A letter, dated September 28, 1964, mas received from NTS. John T. Spruill formally requesting free transportation for her two children and "for all children of tender age", and more specifically those children who previousl attended the Lincoln School. A letter, dated October Q, 1964, was received from the President of the Dwight Morrow High School P. T. A. containing a resolution which they have adopted requesting "that the Board of Education make known immediately what proposals it has submitted to the Board of School Estimate and the City Council, and that such proposals be made a matter of public record on Monday, October 12th, in time for the October 20, 1964, meeting of the City Council." A communication was received from the Executive Council of the Engle Street School P. T. A. urging that the Common Council of Englewood initiate proceedings to obtain the Edgewater Creche-Rethmore property for school expansion. A telegram was received from the Executive Committee of the Liberty School P. T. A. urging the acquisition of the Creche property. On motion made, seconded and carried, Mrs. Ruth Wallace, having satisfactorily completed the probationary period, was appointed Secretary to the Superintendent for the balance of the 1964-65 school year. On motion made, seconded and carried, the following resolution was unanimously adopted: WHEREAS, the Board of Education of the City of Englewood, Bergen County, New Jersey, has decided that it is necessary to raise money for the purchase of a tract of land located on Broad Avenue, Englewood, New Jersey, which property was formerly owned by Edgewater Creche and Rethmore Home, and which property is opposite Roosevelt School, for school purposes, for the following reasons: 1. There is a serious condition of over-crowding at Roosevelt School. The enrollment as of October 1, 1964 is four hundred and four (404) children in Kindergarten and grades 1 through 5. Studies of the school plant show that the Roosevelt School has a functional operating capacity of 336 children. 2. Other school facilities of the Board of Education, including the former Junior High School at 11 Engle Street, the Lincoln School, and all other school buildings are in full use for school purposes with the exception of Franklin School, which was previously condemned and not currently in use. 3. A survey of the area in the vicinity of the Roosevelt School in the second ward reveals that there are no available properties as suitable for development for school purposes as is the above-mentioned Edgewater Creche-Rethmore Home property.

The above-mentioned Edgewater Creche-Rethmore Home property is the most desirable and economical solution to developing additional school facilities in the Roosevelt School area for the following reasons: a. The present Roosevelt School site, which includes 3.28 acres, is already below today's state standards for the size of an elementary school site. b. The Creche property is adaptable to development as a school site. c. The estimated cost to acquire this property by condemnation, $150,000.00, is within the reasonable ability of the City to pay. d. The size of the Creche property, six acres, plus the present Roosevelt School site, brings the total size of the site close to the minimum standards recommended by the state for a school of the size contemplated by the Board of Education. e. The location of the Creche property, adjacent to the Roosevelt School site, makes it administratively feasible to operate as a single unit and to share common facilities that would be costly to duplicate at a more distant location. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE CITY OF ENGLEWOOD, IN THE COUNTY OF BERGEN, NEW JERSEY, that in order to obtain said land for school purposes mentioned above, a metes and bounds description of which said land is annexed hereto, made a part hereof, and marked Schedule A, the amount of money estimated to be necessary under revised statutes of New Jersey R. S. 18:6-59 to obtain title to said land is $150,000.00, and said estimated sum of 3150,000.00 takes in the estimated cost of acquiring the land by condemnation, and BE IT FURTHER RESOLVED, that the Secretary of this Board be and she is hereby authorized and directed to prepare and deliver to each member of the Board of School Estimate of the City of Englewood, in the County of Bergen, New Jersey, a copy of this resolution duly certified by the President and Secretary of this Board as and for a statement of the amount of money estimated by this Board to be necessary for the school purposes hereinabove set forth. Fitzpatrick; and WHEREAS, his distinguished career of public educational service commenced with his appointment to the Board of Education on February 1, 1940; continued as he served faithfully, and with distinction on all committees at various times; the Board of School Estimate for seven years; and as President of the Board of Education from 1951 to his retirement in 1953; and WHEREAS, as a wise and earnest citizen, a businessman of ability and integrity, devoted to public service, exhibiting the highest ideals of conduct and ethics, he displayed, nevertheless, those rare qualities of sincerity and understanding which endeared him personally to officials, staff and students alike;

THEREFORE, BE IT RESOLVED that the members of the Board of Education of the City of Englewood, New Jersey, do hereby give formal expression of their profound sorrow in the death of Wr. Fitzpatrick and do hereby spread upon the record, notice of the passing from life of a man who was esteemed by his associates, loved by his friends and respected by all; and BE IT FURTHER RESOLVED, that this resolution be spread upon the minutes and a copy be tendered his daughter, Mrs. Richard E. Fredricks, as a humble expression of the Board's heartfelt sympathy in her bereavement. Notice was received from the County Superintendent of Schools indicating that 70,244.00 had been forwarded to the Custodian of School Moneys, representing the first one-third payment of the total Current Expense State Aid for 1964-65.

BOARD OF SCHOOL ESTIMATE Englewood, New Jersey A meeting of the Board of School Estimate was held in the Municipal Building, Englewood, New Jersey, on Monday, October 19, 1964. Members in attendance were Mayor Francis J. Donovan and Messrs. Warren L. Lewis, 0. Carlysle McCandless, Frank H. McCloskey, and William D. Ticknor, Jr. Mrs. Winifred R. Schambera, Secretary, was present. Mayor Donovan called the meeting to order at 8:00 p. m., and, on roll call, all present acknowledged having received a copy of a Resolution from the Board of Education together with a call for the meeting. Mayor Donovan read the following statement: This is a public meeting of the Board of School Estimate. It is not a public hearing at which residents are permitted to express their views for or against the subject before the Board of School Estimate. There is no legal requirement that the Board of School Estimate hold a public hearing on matters of this kind. We are here to act on a request of the Board of Education. I received a copy of the Board of Education's resolution of October 12th, as required by law, on October 15th, along with a statement that under the regulations of the State Board of Education a meeting of the Board of School Estimate must be called by the Mayor within five days. Accordingly it was impossible to place a notice of the meeting in the Press-Journal, but a notice was published at my request in "The Record" on Saturday, October 17th. The Board of School Estimate is fully aware of the Board of Education's request that the Creche property be purchased, and the reasons therefore. We have also received petitions, telegrams and letters for and against the purchase, all of which will be noted at this meeting. I am, therefore, ruling that no statements from the audience will be accepted at this meeting. The following resolution received from the Board of Education was read by the Secretary: WHEREAS, the Board of Education of the City of Englewood, Bergen County, New Jersey, has decided that it is necessary to raise money for the purchase of a tract of land located on Broad Avenue, Englewood, New Jersey, which property was formerly owned by Edgewater Creche and Rethmore Home, and which property is opposite Roosevelt School, for school purposes, for the following reasons:

The enrollment as of October 1, 1964- is four hundred and four ( 0 ) children in Kindergarten and grades 1 44 through 5. Studies of the school plant show that the Roosevelt School has a functional operating capacity of 336 children. 2. Other school facilities of the Board of Education, including the former Junior High School at 11 Engle Street, the Lincoln School, and all other school buildings are in full use for school purposes with the exception of Franklin School, which was previously condemned and not currently in use. 3. A survey of the area in the vicinity of the Roosevelt School in the second ward reveals that there are no available properties as suitable for development for school purposes as is the above-mentioned Edgewater Creche-Rethmore Home property. 4. The above-mentioned Edgewater Creche-Rethmore Home property is the most desirable and economical solution to developing additional school facilities in the Roosevelt School area for the following reasons: a. The present Roosevelt School site, which includes 3.23 acres, is already below today's state standards for the size of an elementary school site. b. The Creche property is adaptable to development as a school site. c. The estimated cost to acquire this property by condemnation, $150,000.00, is within the reasonable ability of the City to pay. d. The size of the Creche property, six acres, plus the present Roosevelt School site, brings the total size of the site close to the minimum standards recommended by the state for a school of the size contemplated by the Board of Education. e. The location of the Creche property, adjacent to the Roosevelt School site, makes it administratively feasible to operate as a single unit and to share common facilities that would be costly to duplicate at a more distant location. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE CITY OF ENGLEWOOD, IN THE COUNTY OF BERGEN, NEW JERSEY, that in order to obtain said land for school purposes mentioned above, a metes and bounds description of which said land is annexed hereto, made a part hereof, and marked Schedule A, the amount of money estimated to be necessary under revised statutes of New Jersey R. S. 18:6-59 to obtain title to said land is 3150,000.00, and said estimated sum of $150,000.00 takes in the estimated cost of acquiring the land by condemnation, and

The annual financial report of the Englewood Public School Food Service, submitted by the Director, and the May and June monthly reports, were received and placed on file. Statements of receipts and expenditures, submitted by the Business Manager of the Interscholastic Athletic Program, were received and placed on file as follows: Football games - Bergenfield; Rutherford. The President, after announcing that Dr. Frank H. McCloskey had submitted his resignation as a member of the Board of Education, read a letter to be sent to Dr. McCloskey in recognition of his services. The following statement was read by the President: The Board of Education is entrusted with a dual responsibility: first, to operate the public schools in such a way that each child obtains the best possible education, and second: to plan intelligently for future educational needs so that school facilities will be fully adequate to meet the exacting requirements of modern education. In August 1963, after careful and prolonged study of the critical problems facing the public school system at that time, the Board announced both its plan for a central sixth grade school to be

Board of Education Minutes, November 9, 1964 established during the same year at 11 Engle Street, and its long term concepts for meeting future educational needs in the best possible way. The central sixth grade plan, now in effect, does not require a detailed description. In its long term thinking, the Board was concerned with a group of problems facing the schools. Some of these problems were recognized to be acute; others, while not imminent, nevertheless, could not be ignored in any plan for the immediate future. These problems were as follows: 1.

The urgent and immediate need to renew facilities at the Dwight Morrow High School that over the years had become increasingly obsolete and unsatisfactory; among them, the science laboratories and industrial arts shops. The obvious desirability of transferring the sixth grade program to the Englewood Junior High School site with the creation of a middle school. Such an arrangement would require a four-year program at Dwight Morrow High School with sufficient expansion of facilities to house the 9th grade. The Board is presently negotiating with an outstanding architectural firm to prepare the plans for this project. The selection of an architect follows several months of careful screening of a number of well-qualified firms. His name will be announced in the near future. The Dwight Morrow faculty and administration have been preparing the educational requirements of a comprehensive secondary school program for 1100 pupils in grades 9 to 12 in conjunction with their preparations for the forthcoming evaluation by the Middle States Association of Colleges and Secondary Schools in 1966.

The increasing obsolescence of Liberty School and the desirability of replacing these facilities at a more advantageous location. A study of the facilities at Liberty School clearly indicates that this school should not be considered in any long-range building use program. Much of the building is of non-fireproof construction, the second-floor auditorium presents a serious safety hazard, the gymnasium does not meet fire safety regulations and health building code requirements. Furthermore, the instructional spaces do not meet the demands of a modern forwardlooking educational program. The site of 2.26 acres does not warrant the substantial investment that would be required to bring this building up to present-day standards of safety, health, and comfort. Already the annual repairs to plumbing, electrical lines, and floor covering are substantial; repairs to building, roofing, and chimney projected for the next five to ten years represent costly investments considering the age of the building (60 plus years).

The need to be in a position to deal more flexibly with problems presented by a community that may continue to have expanding neighborhoods that are virtually all-Negro. The Board believes that it is unrealistic to continue to maintain four or five relatively small neighborhood schools. In the long run it makes more sense both educationally and financially to plan for the consolidation of elementary school facilities at no more than three locations, which we have termed "elementary education centers." Such consolidation will reduce significantly, problems constantly confronting the Board regarding the need to shift elementary school boundary lines to achieve equalized class loads. It should be emphasized that these problems called for a program of renewal, not expansion. They result not from a rapidly expanding school population but from three-fold obsolescence of certain school structures; (1) lack of adaptability to modern educational needs and concepts, (2) lack of conformity to current standards of health, safety and comfort, and (3) lack of efficient operation leading to excessive expense in operation and maintenance.

Moreover, any plan to deal with these problems would not be a new plan, but simply an extension of efforts the Board and the community have made over the years to update and upgrade the school plant. These problems have not changed in the last 15 months; if anything, they have been intensified! The Board became aware some months ago that the Creche-Rethmore property might become unavailable for school purposes. Since the acquisition of this property was critical to the Board's plans for consolidating elementary schools into three educational centers, it became necessary to prepare a detailed analysis of the Board's long-range plans in order to support the request of the Board for the condemnation of the Creche property for school use. This analysis was requested by the City Council members of the Board of School Estimate; it was therefore necessarily designed to meet that special requirement. While the report was prepared under conditions of urgency, the thought that went into it was the product of long study and deliberation by the staff and Board members. The data contained in the report are suitable for the type of planning involved. Accordingly, while the analysis was not prepared in its present form for public consideration, we believe the report is an adequate expression of the ways in which the Board proposed to meet the problems confronting the school system, problems already described.

It will be noted that in its broad aspects, the recommendations contained in the report do not differ importantly from those outlined in the Board's statement of August 1963.

While the Board still holds to the overall concept of how the immediate and long term problems facing the school system can best be dealt with, it is evident that that portion of the plan envisioning use of the Creche property no longer is applicable. Hence, the Board over the coming weeks and months must re-study that aspect of the plan. It also should be emphasized that we are fortunate to be able to bring to bear on these problems the resources of a great University through its Graduate School of Education. The Center for Field Studies of the Harvard Graduate School of Education is presently engaged in a study of future school enrollments and an examination of the Board's long range plans for meeting future educational needs. Mr. John M. Trout, Director of Instruction, gave a presentation on the activities of his department. Mr. Philip Allocca explained the Speech Program that is being conducted in the Englewood Schools. It will be noted that in its broad aspects, the recommendations contained in the report do not differ importantly from those outlined in the Board's statement of August 1963.
