Human communication is just the words that people say to each other, right? Not exactly. Human communication is the way in which humans exchange meaningful ideas with one another. Depending upon the study involved (percentages vary slightly), research states that only about 10% of communication involves the actual words people say, but 30% of communication is the way in which people say those words, called voice intonation. All the rest of our communication, about 60%, is done nonverbally. This module discusses the complexities of human communication. It looks at perceptions, words, and overall communication not just the spoken words that people say. Youll learn just what is meant by voice intonation. Youll see how people lie and some of the reasons that they lie. In addition, you will examine nonverbal communication, also called body language, and learn how to interpret nonverbal clues (also called cues). Nonverbal communication is extremely important in the criminal justice system because its the way that officers determine whether or not persons they are questioning are being honest with them, whether they are hiding something, and whether or not they are actually lying. This skill is vital to anyone working in the criminal justice world. Listening is also an important component in communication. A criminal justice professional must be a good listener and an active listener, as well as a very observant listener. Your listening skills will help you ask better questions of your witnesses to get more information about

All American police agencies derive their authority from the law. This applies to agencies of every size, from small rural departments to urban agencies with many officers. The laws Americans must follow, and which all police departments must enforce, originate in the United States Constitution and work their way down into state laws and local city ordinances. Unlike many countries where the police and military are comprised of one organization, American law enforcement officers are civilians who are responsible to both the laws they uphold and the people they serve. Law enforcement agencies are paramilitary organizations, which means that they follow, to some extent, military organizational models with ranks and clear chains of command. As modern law enforcement becomes more complex, and as technology becomes more a part of both criminal activity and crime fighting, specialized units using officers and other employees with special skills and training are becoming more necessary. In this Module, youll learn how law enforcement agencies are organized and authorized in the United States. The examples given are not universally applicable, because each state is responsible for making its own rules, which are based on local needs while remaining within the limits defined by federal law. However, the examples given are valid in most of the country. Within this Module, the term police department applies to other law enforcement agencies, such as sheriffs departments, while corrections refers to the operation of local, state, or federal jails and prisons.
