Terms of Reference for Community Survey

As part of the application process for developments, the National Environment and Planning Agency (NEPA) may request a community survey. A survey is requested where there is a need to get feedback from residents in the community on the development. Objectives of Survey The objective of the community survey is to provide documented feedback from the residents of the community on the proposed development. Community surveys are usually requested for areas which are zoned residential and are still characteristically residential. They may also be requested if there is a possible disturbance to the ambience such as an increase in noise or traffic. Survey Population The survey should capture all those persons who are likely to be impacted by the development. The radius of the survey should include those residents who live on the perimeter of the development, those who live on the same road as the development, as well as those who use same access roads. Methodology Sound methods of sample should be employed when conducting the surveys. Some methods of sampling suited for these surveys include convenience sampling and snowballing. The researcher should try to survey at least 75% of the population. Only one representative from each household should be interviewed to ensure the integrity of the survey. Outputs Original copies of the survey instruments dated and signed by the social researcher, along with a report capturing both quantitative and qualitative data. The surveys should also include the address and contact number, where possible, of persons being interviewed for verification purposes. Requirements of the Consultant The consultant should be chosen from the list of suggested consultants on NEPAs website. The list of preferred consultants was compiled based on the number of years of experience doing similar surveys, as well as on recommendation.
