PREFACE
This Miscellaneous Publication was prepared with the assistance of the Joint Standards Australia /Standards New Zealand Committee ME/1, Pressure Equipment. This document satisfies the growing need for a clear and uniform system for national recognition of competent inspection bodies and inspectors. This need has resulted largely from changes in the role of regulatory authorities now taking place in Australia and New Zealand. The traditional role of routine verification of designs of pressure equipment and subsequent fabrication inspection and periodic in-service inspection is now being privatized in most cases. To assure governments, industry, employees and the public in general that safety levels will be maintained with hazardous pressure equipment, it is recognized that these inspection functions must be performed competently by organizations and persons who have established a satisfactory and acceptable level of competence. Transitional provisions for inspectors operating prior to the provisions of this document will be determined by the personnel certification bodies to recognize proven competence comparable with that required by this document. The provisions for certification and accreditation introduced in this document aim to (a) be clear and transparent, resulting in uniform inspection standards throughout Australia and New Zealand, which assure a high level of safety and facilitate reciprocal acceptance by both countries and be capable of being applied internationally to both imports and exports; (b) build on the best practices and experience of regulatory authorities and other bodies and personnel already involved with pressure equipment; (c) be comparable and equivalent to those being applied successfully and economically in leading developed countries; (d) be mutually acceptable for Australian States and Territories and New Zealand; (e) facilitate ready identification of requirements for various bodies and personnel; and (f) provide maximum flexibility by not prescribing in detail how competence is gained nor the qualification, training and experience which may be needed for various persons. This document supplements the requirements for design verification bodies and fabrication inspection bodies of AS 3920.1, Assurance of product quality , Part 1: Pressure equipment manufacture . It also supplements the requirements of AS/NZS 3788, Pressure equipment In-service inspection with respect to in-service inspection. In developing this document, assistance has been provided from AS/NZS 4481, Pressure equipment Competencies of inspectors , EN 45004, General criteria for the operation of various types of bodies performing inspection , the certification procedures of the New Zealand Certification Board for Inspection Personnel, the ISO and AS Standards on Certification of NDT personnel, and Worksafe and NATA documents. Recognition has been given also to a modular approach to training and to a practical competency basis for certification of personnel. Users of this document are reminded that it has no legal authority in its own right, but may acquire legal standing in one or more of the following circumstances: (i) Adoption by a government or other authority having jurisdiction. (ii) Adoption as part of a contract. (iii) Adoption where it is stated that pressure equipment is inspected in accordance with this document. The term normative has been used in this document to define the appendices. A normative appendix is an integral part of a document.

1.1 SCOPE This Miscellaneous Publication sets out the requirements for inspection bodies and personnel who undertake design verification, fabrication inspection and in-service inspection of pressure equipment (boilers, pressure vessels and pressure piping). It also describes the mechanisms to accredit bodies and to certificate personnel.

The accreditation and certification requirements of this document apply to bodies and personnel who undertake independent inspection for their clients or as owner-users. Accreditation and certification may limit work undertaken to the level of competency of the inspection personnel. A body or person may have one or more accreditations or certifications. The competencies of design verifiers, fabrication inspectors and in-service inspectors are given in the Standard AS/NZS 4481. This document has been prepared at the request of the pressure vessel industry to meet their needs to ensure common minimum Standards for pressure vessel inspection. This document may or may not be mandated by legislation. See Preface for guidance on methods of mandating this document. 1.2 OBJECTIVES The purpose of this document is to provide a statement of the requirements for the accreditation of inspection bodies and the certification of personnel involved with inspection for ensuring the safety and integrity of pressure equipment and the protection of persons, property and the environment in Australia and New Zealand. This document also facilitates the development and recognition of the competency of inspection bodies and personnel, capable of providing efficient inspection to recognized Standards. This document aligns with developing international Standards. Provision is also made for certification or recognition of inspection bodies for owner/users. 1.3 PRINCIPLES The following principles have been adopted for the accreditation of inspection bodies and the certification of inspectors: (a) (b) Competent design verification, fabrication inspection and in-service inspection are essential elements in assurance of the safety and quality of pressure equipment. Accreditation and certification provide evidence that a body or person has been independently assessed as complying with stated competency standards.
