Pipeline, DNR officials explain next steps after gas leak in town of Jackson
BY THOMAS J. MC KILLEN MANAGING EDITOR
State environmental officials and representatives from the West Shore Pipe Line Company last week explained the next steps that will be taken following a pipeline break late last month. According to information from West Line, approximately 1,300 barrels of gasoline seeped into the ground July 17 following a crack at a point north of Western Avenue and between Maple Road and Division Road in the town of Jackson. During a public information meeting at the Jackson Area Community Center July 31, it was confirmed that benzene was discovered in 12 private wells near the pipeline break. The meeting came hours after the state Department of Natural Resources (DNR) issued an advisory directing residents in an area between Jackson Road, Spring Valley Road, Center Road and Sherman Road to use bottled water or water from a known safe source for drinking, cooking and food preparation. Homes in this area served by the village of Jackson municipal water system are subject to the advisory. The DNR also issued a flush only advisory for the subdivision along Wildflower Lane to the north of Mill Road, the subdivision along Mockingbird and Hummingbird drives south of Western Avenue, and generally bounded between these two subdivisions in an east-west direction. Residents of homes in that area should only use water for flushing toilets, should avoid skin contact with water from their wells and not use well water for bathing, laundry or watering lawns. Pat Hodgins director of health, safety, security and environmental for Buckeye Pipeline Company LP, said it is believed that there are 43 homes within the flush only

area and hotel reservations have been made for those residents. When residents asked why they werent made aware of the advisory, he noted that it was only issued earlier that afternoon. Hodgins said that 375 truckloads of soil were removed as part of the cleanup from the gasoline spill. Hodgins explained that on July 17 a change in pressure in the pipeline prompted a shutdown within three minutes after it was first detected, at which time all public safety

Bankruptcy is a process in which consumers and businesses can eliminate (or repay) some or all of their debts under the protection of the federal bankruptcy court. For the most part, bankruptcies can be divided into two types - liquidation and reorganization. Chapter 7 bankruptcy comes under the liquidation category. It's called liquidation because the bankruptcy trustee may take and sell ("liquidate") some of your property to pay back some of your debt. However, you may keep property that is protected (also called "exempt") under state or federal laws. There are several types of reorganization bankruptcies, but Chapter 13 is the most common type for consumers. In Chapter 13 bankruptcy, you keep all of your property, but must make monthly payments over three to five years to repay all or some of your debt. Both Chapter 7 and Chapter 13 bankruptcies have many rules - and exceptions to those rules regarding which debts are covered, who can file, and what property you can and cannot keep. If youve been considering bankruptcy, please contact my office to schedule a consultation. We will discuss your options and put together a game plan. I offer FREE 1/2 hour consultations.

For some reason long ago, people started spreading the poor advise to others with foot problems to soak their feet in hot water, with or without some soaking additive. This is definitely WRONG. Never soak your feet in hot water. Even some whirlpools and spas are too hot for safety. Hot water can cause a dilation of the blood vessels allowing blood clots to move if present. This could result in a stroke or heart attack. Hot water will also cause continued swelling of foot or ankle resulting in continued pain of the foot, ankle or toes. Usually swelling will respond to cool or cold treatments, but if you are a diabetic or have poor circulation, you should see a Podiatrist before doing anything.

agencies were notified of the situation. The precise location of the pipeline break was determined at 10 a.m. July 18 and the section of pipe was removed and replaced. Hodgins said the removed section of pipeline will be examined to determine how the leak occurred. It will take weeks, possibly months, to get that information, Hodgins said. Hodgins said the firm has sampled 87 wells with a three-fourth of a mile area around the pipeline break, with benzene being detected in 12 of the wells. At the start of a question and answer period, Hodgins said residents who are within the private well advisory area can request their wells be tested. When asked about the village of Jackson municipal water system, Hodgins said the village has a well more than two miles north of
the pipeline break while the recharge basin is further north from that well. Hodgins said we do not expect to see any impact whatsoever on the village water supply. When asked, Hodgins said the village water supply has not been tested. Be pro active, a member of the audience said. At that point, Hodgins said a request was made to test the villages water supply, and as a result village officials will be contacted for testing as soon as possible. The village of Jackson has a statement on its website stating the village's water supply "has not been affected by the petroleum pipeline leak in the town of Jackson. At the meeting , a number was announced 1-866-837-5016 for residents to call in claims stemming from the pipeline break. The company has also set up a web site, www.jacksonwisconsinresponse.com, that will list updates of activity related to the pipeline break.
