Impowering of teachers for improvement to the performance of teachers is visible to increase quality at elementary school in Surabaya City. Teachers empowering in educated qualification,training and briefing for the teacher's performance to education quality at elementary school in Surabaya City. The influence of qualification education, training and briefing for a teachers can be increase performance and quality of learning and teaching. Also the influence of teachers performance to increase education quality in elementary school. This research is intended to study how does the implementation of empowering for teachers (qualification education, training and briefing) conducted to increase education quality. The research is conducted to sample of 174 cluster small by using stratified cluster sampling technique.
