SOME September 2
____

This is a decision in November 2004, at the level of the Presidency of the Republic solemnly decreed to honor the sixtieth anniversary of the end of hostilities in the

Pacific. Two ceremonies were scheduled for September 2, 2005:.

- One in FREJUS - One in PARIS, the Arc de Triomphe. Timely implementation of then have seemed adequate. A FREJUS, the memory of past commitments that opposed the French troops to be raised devai Japs and their extension in what became the Indochina war. Therefore, when the month of May 2005, the application of several commemorative plaques on these distant fighting, was authorized to: - The Federation of Resistance Networks in Indochina - The Committee of Associations of Former Entente in Indochina - The Female Staff who served in Indochina - The second RPIMa to its former two BCCP It chanced that at this time, CAMBODIA restored to France the bodies of 300 soldiers, hitherto buried in Phnom Penh. It was decided to give them the honors this Sept. 2 before they are buried in the Necropolis. For their part, the "Veterans of Indochina" had alerted all members of their associations, encouraging them to come along ... Therefore the appointed day, flocked to their banners FREJUS and a flood of "Old" tried to approach the Necropolis Stupor, and great difficulties. Originally, these ceremonies have a national character, were to be chaired by the Minister of Veterans Affairs based on the Services Protocol. But our Minister who received another mission, a designated authority of substitution was late August Unfortunately the organizers, the last hour, gave the newcomers, the impression of not very familiar with the components of the ceremony, nor the motives of those who came to participate. Indeed, the instructions to access the official perimeter were restrictive, nobody seemed to know who should be present and why. A Minister, sent a replacement, was clearly not in his area of assignment. His speech evoked so dull and somewhat striking the end of World War II. While honors were restored dignity to the remains of soldiers returned from Cambodia. But it is regrettable that a disorder in the "Authorities" inaugurating the plates were invited to make the Crypt Of course, in the latter, people who slipped n ' had nothing to do at this point and the holders had some trouble being recognized. The plaques were unveiled, in haste, without pangrique then the ceremony ended smoothly, to allow the "Paris" to join the TGV 24:38 St Raphael. Without closing the ban and a general rush. Yet there was that on September 2 in FREJUS many participants quality. Thus, I saw two or three members of the Networks of Resistance in Indochina who had made the effort to be present despite their age. Widow of a comrade, representing former PQNCHARDIER had come from Paris, but could not access the crypt. Representatives of Female Staff in Indochina were dispersed .... or had the go. Others, from Marseille, and whose cars were confused, never attained until after the close. As for the 2 "

BCCP, the first parachute unit of Colonial Troops, they had managed to move Amicale all over France, thirty survivors, mostly octogenarians. Among them , three generals, who certainly were treated to a chair, but bowed to no authority. Venu MEETING of the flag of 2mc RPIMa and the Commander of the Unit, were not included in the ceremony and were confined to the crypt, only greeted by the authorities as to a street corner. short, ceremony sloppy, confusing, especially without relief. Only the sun was warmth. Too bad we're gone for the following possible.

CEREMONY FREJUS - September 2, 2005

by MARTY GR

________ For several months, Colonel SANTA (Bat.TOCE) and myself, were largely acted for the Ministry of CA authorization to affix a plaque to the Necropolis of FREJUS. Originally, only the plates Associations "National" had been authorized. Two years ago, modified criteria. Units in operation today, were only allowed to put a plaque in memory of their "elders" in Indochina. These plates are supposed to anchor the tradition. This is what had to be done for the 3 and 8 RPIMa. By cons - until today the BCCP 6 can enjoy a plate - the 6 RPIMa having been dissolved ... ! In this context, steps after long enough, that we asked you to come and attend the inauguration of the plate of 2 RPIMa honoring his former Indochina, the date that we had been fixed. I will not repeat my appreciation for this ceremony Sept. 2, 2005. I gave my feeling also. Just know that we were about thirty to be present in FREJUS. The 2nd RPIMa had delegated the REUNION, Lieutenant-Colonel COURCELLES, Commander Second and Flag Unit. I'm still embarrassed about the casualness of the organizers to them. Personally, I have not taken sufficient precautions to retain this officer to our modest meals Corps. His arrival times required it to leave immediately after the ceremony FREJUS. As for us, we ended up in the small restaurant we frequented FREJUS with Charly BERNARD. Meals modest but where friendships of nearly sixty years could speak. We must, on this, a large hat to Jean Pierre Bernard, son of Charlie and Old Porpoise himself, for his friendly intervention in our favor. He has conveyed, organized meals, and assisted us for 48 hours. Brotherly, as his Father. However deep regret, the generals MOURIER, Gaget, and as Colonel ZIEGLER GRINTCHENKO were present. But tired by the heat, they could not join the group for lunch. I have the unpleasant feeling of having led them into a trap, because of the lack of consideration shown by the authorities against them. I hope that their resentment is not too bright.

Mrs. Bertin had joined us, making us a great pleasure. We talked of course our friends disappeared in recent months. Especially Jean Yves Schoepff, and Roland Emile DISON BLOCH I just came back from a funeral in Alsace. Mrs. BOUTRIT I had been informed of the recent death of her husband. Numerous letters from those who could not join us: - Colonels FOULQUIER, EHLINGER, WERNER, CHOMETTE, ALLAIRE experiencing health difficulties, - Same for "BRITES, Borde, BOUILLET (rough at the last minute), FRASSY, GIE, GUELLEC, - Lieutenant SICHE, prevented, responded and participated materially - LEDUC and BURET, retained - Commander MURIEL always WALLIS and FUTUNA. Colonel D. SANTA (the Bat. ESWT) was with us, charming fellow. As always, we have stirred memories of each other, including Charly BERNARD, Edmond Bertin, Raymond VILLARS, recently extinct, but still present. We parted at the end of the afternoon with great sadness, but happy to have reviewed. A Life, A la Mort. Fraternal friendships at all.

Present: P. DECKEUR and Mrs. H. Andrieu and Mrs, Mr Bentivegna, M. Lamy, J. Rosier and Ms. F. Pasternack, R. BOUHELIER, A. LAMBERT, C. RICHARD F. BIZE and Mrs, C. GIRBE and Mrs., Ms. Bertin, JP BERNARD, E. Jauneau. MARTY GR. In the crush of the ceremony, we were unable to find R. Boyer and F. LACOTE who had advertised. Domarchi Mr. President, two of the Nice Friendship, attended with the flag of his friendship to the ceremony. They regretted that they can not participate in the meal.

Paratrooper be _____

It is mainly a mindset that has made men and women at the beginning then chose the path that takes effort, determination and perseverance to have the right to wear the beret and the patent para. They are not supermen but consist of people who normally are willing to take the plunge and leap into the void, from a flying machine. Why did they do? Because they were mostly young. Because they liked the risk, because they were too eager and that they liked the adventure in the best sense of the term. But also because they admired the former. And finally because they were proud to become a paratrooper. Then each of them, in their respective units, were forged steel nerves and an indomitable will in a flexible and strong body, able to do things deemed impossible for ordinary mortals. This is what has made the Spirit Para >> << that belongs only to paratroopers. This is what has been their strength through all the trials and forged their morale in order to physically abused and often failed, to go on and on, to stay the course of human limitations. All this makes a invaluable legacy that we must not forget with age, but to keep well back in our memory as a very rich and honorable part of our lives.

We would like our friends remember paratroopers isolated and join us to continue to walk the track together drawn by our elders in the honor and loyalty to our motherland France. Marcel Benoit

Information: A French general, former commander in Ivory Coast, suspended his functions _________
PARIS (AFP) - French Defense Minister Michele AlliotMarie, in a very unusual decision, suspended General

Henri Poncet, former commander of "Operation Licorne" in Ivory Coast, believed to have covered the death of an Ivorian arrested by French soldiers. General Poncet, who currently control the area "South West Land", and is based in Bordeaux, is believed to have "covered the death of an Ivorian arrested by French soldiers," May 17, said Monday evening Jean-Francois Bureau, spokesman for the French Ministry of Defense. This suspension was signed Monday evening at 8:00 p.m. Ms. Alliot-Marie, in accordance with Article 44 of the general military "in the event of a serious offense committed by a soldier," he said to the press. It also suspended the Colonel Eric Burgaud, commanding officer at the relevant time and currently the 13th Mountain Infantry Battalion (ACB) of Chambery and the NCO, who were part of the Licorne. suspensions were imposed for "serious breaches of law, military regulations and orders, "said Mr. Bureau. This Ivorian "had repeatedly committed crimes against the civilian population," he added. No details have been given on the facts but the ministry said "it is especially determined that was not realized at the material time now uncovered" into his death. In a statement dated May 17, the Department had reported the death "of a man named Mahe + + known as the leader of a gang of bandits wanted for numerous human rights abuses perpetrated in April (at least 5 killed, 9 wounded and four rapes"). <> "Chased and seeing themselves surrounded, he opened fire on members of the Licorne force" which "in self-defense, returned fire," according to the same press release. <> "very seriously injured, the suspect was arrested "and" has died of his wounds while being transported to University Hospital of Man "(western Cte d'Ivoire), added this release. <> "The case came when Chief of Staff of the Army Bernard Thorette received on October 11 in the afternoon a call from a senior officer stating that the circumstances of the death of the Ivory Coast was different, revealed Monday night at a military AFP requested anonymity. <> "This led the Chief of Defence Staff Bentgeat to trigger an immediate investigation," he said. "What is known of the facts, if true, is particularly intolerable for a military leader, "he added without elaborating. General Poncet was in Ivory Coast for 11 months at the material time and had just been promoted to lieutenant general (four stars) . M '"' Alliot-Marie said yesterday that" the facts were sufficiently important "for it has taken this dcisionn. "It is the image of our armies," she said. Originally this procedure, the Ministry of Defence sent the court a denunciation in these terms: "A detachment of the Licorne force have wounded one civilian Ivorian reply to a shot of his own, then have contributed to his death, either by not bearing support, or by more direct action. " The Defence Minister Michele AlliotMarie made a decision unprecedented suspending Lieutenant General Henri Poncet Army, believed to have "covered" the alleged murder of an Ivorian, when he commanded "Operation Licorne" in Ivory Coast last May. Under section 44 of the General Staff Military, revised this year, "the military suspended the situation must be definitively settled within four months from the date on which the suspension took effect. "If the expirarion of this period, no sanction has been decided, the article states that" the individual is restored to a post in his grade, unless the subject of criminal proceedings " General Army Corps Henri Poncet is a great expert on Africa and a "military value." the ministry said. Born October 4, 1949 in Oran, a graduate of St. Cyr, of the Graduate School of War and PhD in economics, he began his career in the Marine Infantry Parachute. Committed repeatedly in operations in Lebanon and many African theaters, it was also affected for long periods in Chad, Reunion and Djibouti. In

1955 he joined the office of minister of defense, as in charge of Africa, until October 1999. He took command of the multinational brigade in Kosovo north Mitronica. Appointed head of Special Operations Command in February 2001, he took command of Operation Licorne in May 2004. Uu year later he was promoted to lieutenant general.

The honour of a general Three French soldiers were suspended for "serious misconduct". MAM's hand was very heavy. Too. We talk about settling scores. It is a difficult issue. Mingle the penal code and ethics of the soldier, the orders and their translation in the field, individual responsibility and the brotherhood of arms, fatigue of the soldiers, the solitude of their leaders. But also the honor of command that requires to fulfill its acts and those of his subordinates. The defense minister suspended from their duties, Oct. 17, three soldiers, as part of an investigation into the death of an Ivorian, May 13, during a clash in western the Ivory Coast: Henri Poncet, General corps (four stars), former head of Operation Licorne in the Ivory Coast (May 2004-May 2005), current commander of the Earth South west to Bordeaux; Colonel Eric Burgaud, commanding officer of the 13th Mountain Infantry Battalion of Chambery; NCO section chief, whose identity was not revealed. Counsel for the Military Court of Paris has even opened a judicial investigation against X for "murder". Decisions are dry, announced to great fanfare. Too probably. "We had to play the transparency to avoid further exploitation," they say in the minister's entourage. But at what price, for offending the military, their families and the French army in general! The damage is done. In Abidjan and elsewhere, the forces hostile to France already operate this complex. In an internal memorandum distributed to subordinates on Tuesday, General Bernard Thorette, Chief of Staff of the Army, says that "serious offenses" were brought to his attention last week and took him to go to court: "The serious breaches of legislation, regulations and military values. " "It is the image of our armies." Defence immediately applied Article 44 of the general military. Suspended, they remain in active service, with their balance, at least for four months. "The suspension is not punishment," insists the staff. For relatives and friends, the difference is minimal. "It is the image of our armies," replied Michele Alliot-Marie on October 18. There is anger in the forces. "When we see that we tolerate this crap from SNCM ..." The parallel drawn between the action of the military came to restore peace and the

death of the victim, some Mahe, author of murder and rape, is shocking. Mahe was one of those barbarians that prevent the return to peace and ruin their country. His passing was a relief for the whole population under its brutal law. Our soldiers have faced the peril of their lives. How did he die? The natural consequences of his injuries or abandoned without care, or even completed? The investigation will determine. Everything leads us to believe that French soldiers have been satisfied if not the letter at least the spirit of their mission. The 13th BCA is a seasoned unit. Its executives are recruited from the best of each promotion. Eric Burgaud, their leader, the cult of excellence for himself and his men. As Henri Poncet, much liked by his subordinates as his superiors. Formed in the paratroops of marine troops, familiar with the complexities of African Missions and the most twisted, Poncet commanded the 3rd Parachute Regiment at Carcassonne, then Cos (Special Operations Command). It is not there because of friends. The Cos arouses admiration, sometimes envy and dislike. At its head, Poncet has annoyed some of his peers - "Too many secrets, too Boatswain" - probably those who multiply memos to avoid having to take difficult decisions, the "beet" in the jargon. In referring to the Licorne in May 2004, the staff and the Elysee recognized his talent (this was rewarded by a fourth star). This was one of the most challenging assignments of his career. He came back exhausted. In May, just before leaving Unicorn, six months after the terrible events of Bouake and Abidjan, Poncet had welcomed me to his PC Port Bouet: "By dint of procrastinating, is allowed to rot and we're here for ten years, he told me. If we decided to act, we would solve the situation quickly enough. "It may be that his soldiers have done in the bush of western Cte d'Ivoire. The staff of the armies launched an investigation of command, on the basis of spying, late, a military plagued by remorse. "The reports about the circumstances of the death of Mahe is inaccurate, saying the officers familiar with the matter. This is contrary to orders, law, ethics. "The hierarchy (Burgaud and Poncet) would have been guilty of this false cover. Among paratroopers or the Alpine, elite corps of our intervention forces, we assume. One thing is certain: in the army, unlike politics, can be responsible and guilty. Frdric Pons

On: October 19, 2005 Hi John, Last year I wrote about a reunion between the Paras and myself CPIMa driver AD4 Chad. This allowed me to discover that during the operation Moyounga orders had

changed between the briefing and the arrival of the OP. We fired on the rebels and at the same time our troops .... Not sad! But I also found the end of June 2002 in Castres, S / Lt Koszela which was the medevac at night after the ambush and Bedo we met this year's Paris Air Show. He asked me to find a Legionnaire who had been wounded in the head during an OP at Zouar and he had evacuated his Alouette. As if by chance it is the accompanying Miss I had taken my MAC 50 by ambulance to convey the wounded Bedo ... I contacted the Legion through their magazine "Kepi Blanc". In response I have had a word of General Wabinski who, there, the rank of captain. In a good telephone conversation he took me away that I had a weight on my conscience for quite some years. Indeed November 26, 1970 during Operation "Picardy I" with the Legion in Fada region, while we were shooting the gun and rockets at the bottom of the gorge, I had serious trouble motors. I managed by following emergency procedures and helped by my leader, I brought the plane and it earned me 10 points positive. It is beautiful especially when you comeback.! (See page 31 of BSV, Flight Safety Bulletin, No. 103 of March 1971) But here in this two legionnaires are dead and as time passed, I was convinced it was because of me and my engine trouble, I was not able to cover his cronies in charge of recovering the wounded because of course the leader, Captain Drapper, had also left the theater to assist me. For the thirtieth anniversary of this OP I intended to write "Kepi Blanc" but because of time or laziness ... I have not done well and how I felt. Thank you sir for having given the record straight after so many years in letting me know that these two Legionnaires were killed directly by the rebels. This proves once again that sometimes it is good to find veterans with which we participated in the same operations. I renew all my friendships. Lourdais Michel Michel before his FLIGHT SAFETY
