Testimony Submitted by: Francwa Sims Before the Committee on Human Services Human Services Budget Oversight Hearing

April 19, 2012

To: The Honorable Councilmember Jim Graham, Chairperson Committee on Human Services Council of the District of Columbia 1350 Pennsylvania Avenue, N.W. Room 117 Washington, D.C. 20004 ". . . I'm not concerned about the very poor. . . . I'm not concerned about the very rich. They're doing just fine. . . . " -- Mitt Romney, Feb. 1, 2012 Good morning Councilmember Graham, I thank you for having this hearing and allowing me to speak here at these proceedings. Ive searched Google and found out that some politicians in Congress once said, Why should I care about the homeless? Wed like to help but we have an election coming up and homeless people dont vote. Sorry. Homeless people do not have any rights under D.C. law. If you are homeless you have no Constitutional right to housing, employment, food, health care, legal services or any other civil rights, especially voting. In this city, the homeless have the Right to vote, to employment, to food stamps, to health care and legal services, but still not housing. Rights are the only property that exists. Within those Rights are all other things, including the Right to have the means to defend ones self. The security guards at the 801-East Shelter have no respect. Every time Im patted down and searched thery always ask about what is in my pocket. I have an inhaler because I have asthma. The security said, He didnt care. He just wanted to know what was in my f***** pockets. I walked away with my backpack and he said, F***** (unclear). Then I turned around and said, F*** you, too. I suspect that this is the same attitude that society has toward the homeless. This is an election year. I wish that I could help, but you dont vote. Since you dont vote, why should I care? So f*** you.

To end this short speech, in regards to this budget about homeless services of which agencies like are giving a lions share. The problem of homeless is not a problem. Its a money maker for the agencies involved. If there were no homeless people, a lot of people would be out of a job. The poor will remain poor so the rich can remain rich. That is the ultimate f*** you.
