1/2012 Training Department Enterprise, Microfinance and Local Development technical programme (EMLD) Senior Programme Officer, (Microfinance), Grade P.4 Date: 19 March 2012 Deadline for submission: 16 April 2012 INTRODUCTION The International Training Centre of the International Labour Organisation (ITC ILO) is the training arm of the ILO, a United Nations Agency, which promotes social justice on employment matters. The ILOs overall aim is to promote decent work for women and men, and the Enterprise, Microfinance and Local Development Technical Programme at the ITCILO contributes to this objective by providing training, learning and capacity building services on sustainable enterprise development methodologies, local development and microfinance to ILO constituents and partners 1. Capacity building activities cover entrepreneurship education; an enabling (business) environment for sustainable enterprise development; microfinance; value chain upgrading, business development services; womens entrepreneurship development; corporate social responsibility, workplace practices, human resource management; local economic development, the social and solidarity economy, and cooperatives. In the area of microfinance, the ITCILO hosts the Boulder microfinance training programme and has developed the international recognized Making Microfinance Work training packages and trainer certification system. DESCRIPTION OF DUTIES Under the general supervision on the Programme Manager, the Senior Programme Officer will be responsible for designing, managing and delivering high quality training activities on microfinance and related topics for Arab States, Asia, Africa and, occasionally, for Europe and the Americas. Responsibilities:

Analyzes the economic, social and political factors affecting countries in the Arab States, Africa, Americas Asia and Europe regions, as well as developments in the specific technical theme of microfinance, and determines training requirements in relation to the relevant ILO objectives. Analyzes training needs to promote and support microfinance and social finance in Arab States, Africa, the Americas, Asia, and Europe and checks the technical quality of

proposed training activities, and recommends the approval of training proposals, including preparing training programme outlines and justifying them to sponsors and clients (both ILO and others) in terms of their technical content and relevance to development objectives and funding requirements.

Assesses the relative feasibility and potential impact of proposed training activities on the intended beneficiaries, and provides specialized technical advice accordingly. Takes part in the delivery of training courses, including distance education programmes, as a trainer, tutor, and facilitator. Prepares training materials and delivers training sessions as an expert on microfinance. Organises or contributes technically to courses, seminars, experts meetings, field missions and working groups relevant to various technical themes covered by the ITCILOs Enterprise, Microfinance and Local Development Programme. Acting as activity manager for training activities, the Senior Programme Officer plans, organizes and manages training programmes by designing and delivering courses, conceiving and customizing training materials, preparing cost estimates and allocating funds, guiding and supervising the efforts and contributions of experts and resource persons, and assessing the quality of implementation and overall impact of training programmes. Develops new training methodologies and practices, including trainer certification processes, as well as various methods for monitoring and evaluating their effectiveness, in order to improve the quality, appropriateness and impact of the technical programmes training activities. Establishes and maintains a roster of consultants, experts and resource persons relevant to courses and programmes in the technical programme area, and develops networks and cooperative arrangements with national and international institutions and agencies, United Nations organisations active in the technical programme area, and relevant ILO departments and offices, including providing technical advice on the planning, design and implementation of training programmes.

QUALIFICATIONS REQUIRED Education Advanced university degree in economics or business management or other relevant area of the social sciences. Experience At least 7 years of relevant professional experience, of which at least 3 years at the international level, in the area of capacity building and training on microfinance with a focus on developing countries. Experience with a recognized international agency working in the field of microfinance. Languages Proficiency in English and full working knowledge of a second language (either Arabic or French or Portuguese) is required. Working knowledge of a third language (either Arabic, French, Spanish, Portuguese or Russian) would be an added advantage.

Expert knowledge of microfinance: internationally recognised expert with advanced knowledge of the methodologies for developing microfinance and microfinance institutions. Capacity to author training materials and publications: working from a conceptual framework and the results of applied research, has the skills to convert theories into practical methodologies and use these to author training materials that are wellwritten and easy-to-understand. Project design and management skills: knowledge of international procedures, including the logical framework methodology, for the design, management, monitoring and evaluation of technical cooperation projects funded by international donor agencies. Core competencies Adaptability: ability to adapt to major changes in work tasks or in the work environment. Client service: ability to effectively meet client (internal and external) needs. Collaboration: ability to develop and use collaborative relationships to facilitate work goals. Communication: ability to communicate by clearly conveying information to individuals or groups. WRITTEN EXAMINATION AND INTERVIEW Applicants may be required to sit a written examination and to be interviewed.

APPENDIX I CONDITIONS OF EMPLOYMENT (Grade P. 4) Any appointment/extension of appointment is subject to ITCILO Staff Regulations and other relevant internal rules. Appointments are of fixed-term duration. The first contract will be issued for a twelvemonth period A successful external candidate will be on probation for the first year of assignment. Any extension of contract beyond the probation period is subject to satisfactory conduct and performance. While the successful candidate will be initially working in Turin he/she may be assigned to any duty station designated by the Director of the ILO Turin Centre.
