Local Government Innovation Fund


The Local Government Innovation Fund: Helps create more efficient and effective service delivery within a specific discipline of government services for one or more entities. Promotes efficiency, collaboration, co-production, and shared services among local governments. Facilitates a focused planning process. Provides financial resources for the purchase of capital equipment or new technological equipment to share between entities or reduce the cost of providing a related service.

Eligible Applicants:
Awards may be made to a qualified political subdivision or a qualified group of political subdivisions. A political subdivision includes: municipal corporations, townships, counties, school districts, and other corporate or political bodies. For a complete list of eligible applicants, please see section 189.01 of the Ohio Revised Code.

Potential Funding:
Applicants are eligible for grant and/or loan funding. Loans will be made at below market interest rates. Award amounts will be based on several factors including, but not limited to, applicant match, expected return on investment (based on the ratio of expected savings), probability of success, and intergovernmental participation.

Program Requirements:
Funded projects may include feasibility studies, operational support projects, and demonstration projects. Both operational support and demonstration projects require evidence of a focused planning process. This process must include three years of historical financial information demonstrating a need for the government service and also requires a forecast of the anticipated savings that will occur as a result of the project.

Timeline for Application:


Applications for grants will be accepted twice a year and awards will be made biannually. Loan applications will be accepted on a rolling basis with quarterly awards. For organizations interested in the program, the Office of Redevelopment will maintain an interested parties list and distribute program information.
