Communist insurgency is one of the long withstanding national security problems in the Philippines.

There has been no ebb in the counter insurgency effort of the government since the Marcos regime up to the present. However, the changes in the communist organization also brought corresponding institutional changes on the militarys part. The paper looks into these institutional changes focusing on the approaches used by the 47th Infantry Battalion in their counterinsurgency operations. The research illustrates how AFP operations are delegated from the higher command to the operating units, and as well as it is implemented in the field. It assesses the organizational changes in the course of their fight with the insurgents and interaction with significant stakeholders. Furthermore, it will present how the decades long securitization effort promoted the development of interaction among significant stakeholders and had an adverse effect on the implementation of counterinsurgency operations. Lastly, this paper analyzes whether professionalism and politicization affest the soldiers competence in conducting their operations. The research utilized a combination of Network Theory and Structurational Theory. These theories were used to analyze how the structure within the AFP, as an organization, is affected by their counter communist insurgency operations as well as their interaction with other stakeholders in communist insurgency issue through time. The paper concludes that the AFP as an organization observes the chain of command in undertaking the triad approach combat operations, intelligence and sociocivic operations in answering the communist insurgency problem. Through time, the role and structure of the military has changed because of the counterinsurgency operations they perform and the relationship they have with the stakeholders. The lead role of the military in the counterinsurgency operations has developed due to the increased politicization and professionalism. This also has affected the competence of the military in performing the counterinsurgency operations.
